1 PAGE 1 SERVING SUNNYSIDE-WOODSIDE AND LONG ISLAND CITY VOL. 84, NO. 46 The proposed loss of 158 parking spaces lane narrowing and removal along Skillman and 43rd Avenues, for the purposes of protected bike lanes and slowing down traffic, as presented November 6 by the NYC Department of Transportation (DOT), jolted many in the community into an uproar of opposition. The DOT plan was introduced to Community Board 2 Transportation Committee, and was first covered in the Sunnyside Post. Also presented were letters said to be of support from local merchants turned in by representatives from Transportation Alternatives, a biking group of 100,000 members which unabashedly envisions a car-free future. The city has contempt for us, was one of the more tame responses from plan opponents, as word got out, from a stunned bar patron near 43rd St. and 43rd Ave. He said he owned no car but hearing a proposal that two local avenues be- WOODSIDE, L.I.C., N.Y. come segments of a seven mile bike highway from Forest Hills to midtown Manhattan was an insult. Not everyone s life orbits around Manhattan, he said. Some local residents were in support, one young Sunnyside woman firmly declaring, I deserve to be safe when I am on my bike. Business owners along the two avenues seemed unanimously opposed, reporting that they need more parking spaces, not fewer, that deliveries are already difficult, and their customers are not bike users nor likely to be. One resents being tricked into signing a letter circulated on August 12 and 19, as reported here, gathered by Transportation Alternatives. The owner said angrily that he was told that the poor guy [Gelasio Reyes killed by an alleged drunk driver in April] would not have died at 39th St., and would I sign in favor of bike lanes to prevent that. We already have painted bike lanes and I am in favor. I did not know they meant this big street overhaul which would hurt us. The DOT bases its design on the studies that assert that if driving and parking become harder, more people will let go of the automobile. But isn t a robust and reliable public transit system needed first? Bikes cannot carry everyone. Further out in Queens, proclaimed a public transit desert by borough President Melinda Katz, many need their cars to get around at all. The DOT proposal is part of Vision Zero, the commitment by Mayor in 2014 to address roadway casualties with street design. But for any fewer-cars future, more reliant on bikes, the hurdles are an aging transit infrastructure, rapid development, and dramatic increase in population, with accompanying fire, police, ambulance, sanitation, bus, taxi, and delivery vehicles on the road. How can that be reconciled with limiting road space? Mayor DeBlasio s Commissioner of Transportation, Polly Trottenberg, was quoted in a July 31, 2017 NY Times, saying that expanding the biking infrastructure was vital to keeping pace with the soaring population. We can t continue to accommodate a lot of the growth with cars, she said. We need to turn to the most efficient modes, that is, transit, cycling and walking. Our street capacity is fixed. A question to her might be, What is one key reason the population is soaring? Isn t development out- pacing that fixed street capacity by growing in height? The NY Times reported September 22, 2017, that even The city s fleet everything from takehome cars to garbage trucks now exceeds 30,000 vehicles, 10 percent larger than when Mr. de Blasio took office. When Mayor Bloomberg initiated adding another two million residents and further rezoned NYC, it benefitted some segments of the economy. It has not been good for navigating Western Queens. The trains are no longer reliable. Parking is such a trial and garages so few; local car ownership is already difficult. The parking spaces taken up by the DOT for blocks under the 7 train in the low 30 s, and the spaces used for park and ride commuters, leave locals further discouraged. Encouraging more walking and biking seems like a great idea, but there are other factors contributing to the crowding. Discouraging drivers and narrowing lanes before adequate public transit exists or planned and at the same time building more and higher residences is not improving the habitability of the city. Bicyclists like bike riding for many reasons, some are it s fun, efficient, non-polluting, fast, cheap, and allows autonomy of travel. (I ride a bike.) Not all bicycle riders are demonic lawbreakers; I d be happier with stricter law enforcement, said one. Majority Leader Jimmy Van Bramer made a commitment to FREE make changes to make the intersection and avenues safer. All in the community would welcome a way to improve the safety for pedestrians, cars and bicycles at the intersection on 39th St. and 43rd Avenue. Traffic lights, speed bumps, lower MPH, more enforcement have been helpful. But the proposal up before the Community Board would cause an undue strain. Sunnyside Chamber of Commerce (for which I work) has begun a petition on behalf of merchants and residents in opposition to the proposal, and is available at many merchant locations along Skillman Avenue, a more to come along 43rd Avenue. To see the DOT presentation in full online, with exact street plans, go to: dot/downloads/pdf/skillman-ave43rd-ave-nov2017.pdf. The Chairperson of CB2, Denise Keehan-Smith said in a statement, CB2 is committed to ensuring all members of our district have the opportunity to voice their opinion on the matter. We would like for the DOT to present their proposal at a Public Hearing and gather feedback from those that will be directly impacted by the redesign. We also encourage those with concerns to voice their opinion at our full board meeting or send s to the CB2 office. Once we re satisfied we ve reached a large percentage of residents and business owners, we will make our determination on how to best proceed.
