Your desire to strengthen Police-Community relations and to advise of the issues and challenges in each Sector is greatly appreciated! The last Build the Block meeting for this quarter and the first for Sector David will be held at Eataliano Pies, located at th Street, Maspeth, New York 11378, on Wednesday, March 20, The doors will open at 6:30 PM for light refreshments and seating with the meeting to start promptly at 7:00 PM. The gathering will be led by the Sector David NCOs, Police Officers Richard Kaplan and Juan Moscoso, and is open to all, but intended specifically for those persons residing or working in Sector David which roughly covers the area bordered to the North by Queens Boulevard, to the West by 43rd Street and the area under the Kosciusko Bridge, to the South by the Newton Creek and Maspeth, Maurice and Calamus Avenues and to the East by the CSX Railroad Tracks. The Sector covers the neighborhoods of Woodside (Southern half), Laurel Hill and Maspeth (Northern sections). At the meeting the residents, workers and business owners/managers living in Sector David will have the opportunity to bring up and discuss concerns about crime and quality of life conditions within the Sector s boundaries and its corresponding neighborhoods. This will be an opportunity for you to interact directly with the two Neighborhood Coordination Officers (NCOs) who cover and oversee the area in which you reside and/or work. To find out where the Build the Block Meeting will be held for the Sector where you live or work, go to and enter your address in the Find Your Meeting Tab. After each subsequent rainstorm or series of alternating hot and cold days, the neighborhood trees show evidence of a distressing problem of large falling branches and downed trees.

I am more concerned that last week while walking through a playground, I saw a branch of over 20 feet and about 15 inches in circumference (at its widest point) right there on the ground where

Cadiz It is always better to prevent an accident or problem than to report on one, so in that spirit, I am urging attention for the all too common occurrence of falling trees. After each subsequent rainstorm or series of alternating hot and cold days, the neighborhood trees show evidence of a distressing problem of large falling branches and downed trees. Fatalities have also been linked to this problem and although I would be fascinated to know why this is happening, I trust that there are others who will sort that out. I am more concerned that last week while walking through a playground, I saw a branch of over 20 feet and about 15 inches in circumference (at its widest point) right there on the ground where children play. A week later, the branch is still there and others have fallen since, illustrating the continuing threat of heavy branches looming literally over our heads. There is sufficient cause for concern and I believe that our olde city is in need of attention for its trees; many of them over 100 years old. The Million Trees initiative may have shifted the focus away from the grand Oaks and London Plane trees that adorn parks, front yards and city streets; however, the inattention might result in another fatal accident or damage to property. It seems to be time to address the care of trees that do so much to beautify and enhance the quality of our air; providing shade and root systems that help us to resist the damaging effects of floods. It is clear that action is needed because, based on an elementary knowledge of physics, we can surmise that: The longer the lever, and the further the effort acts from the pivot, the greater the force on the load will be. In other words, the longer the branch; the heavier the load and the greater the likelihood that it will break. We have a city filled with experts who far exceed my simple knowledge of physics, environment and the needs of trees and I would simply like to engage their knowledge and expertise to articulate a plan of action to address the growing threat of falling trees. I will continue this effort by contacting our elected officials who have been helpful in many instances to bring attention to issues related to community living. If the branch that I saw were to have hit a child or adult there would have been a dire outcome. Trees are a part of the city s infrastructure in need of reinvestment. We can pay now or we will certainly pay later if the pattern of falling trees continues. Publicprivate partnerships and collaborative planning may help to eradicate the dangers. Be assured that I am not an alarmist running through the neighborhood shouting, The sky is falling. I believe that this cautionary tale can be filed under preventive maintenance; our sensible solution to an emerging problem. PAGE 3

As the Chair of the Committee on Cultural Affairs and Libraries, I fight every day to secure investments in our city s 217 public libraries. This year, library funding must not only be protected, but increased, so that our public library systems can keep up with rising costs and remain open, six days a week, to all New Yorkers seeking the invaluable resources they provide, said Council Member Jimmy Van Bramer, Chair of the Committee on Cultural Affairs and Libraries. The preliminary budget hearing also focused on the budget for culture. *The arts and culture are worth fighting for! They are the heart and soul of our city. We need more funding for our diverse artists and cultural institutions, not any less, said Council Member Van Bramer.

Boy Scout, Cub Scout and Explorer / Venturer units across the country, generally in February around Scouting s birthday/anniversary date, hold these special services at local churches, temples, mosques, gurdwaras and other houses of worship in order to express their particular faiths through religious or spiritual observances and put their Duty to God tenet in action. While not imposing any particular religion or faith system, these observances allow the Scouts, even if from other faiths or spiritual practices, a chance to reflect on their beliefs individually, to learn what other religions or faiths may practice and to find what is in many cases common ground among their different beliefs. On this day, the Scouts heard homilies given by Reverend Bob Lloyd, who officiated at the English Mass and Reverend Father Henry Torres who officiated at the Spanish Mass. In the readings and sermons given, the Scouts learned several important lessons which included that one should treat another as he or she would like to be treated and to turn the other cheek, that just because you have the power, ability or opportunity to do something doesn t you should not necessarily do it (given in the context that what you could do may give you an advantage but may also be construed as wrong, unjust or improper) and that we bear the likeness of that from which we are made, teachings that coincide with tenets of the Scout Oath and Law such as being courteous, kind, obedient, brave and reverent. It is hoped that the Scouts will reflect on these teachings and incorporate them as they deal with situations they face and contemplate the world around them. If participating in events like this, and many more including camping, hiking, sports and cultural activities as well as community service, sounds of interest to you then look into the various Boy Scouts of America programs being offered locally.
