2 The Goal This session will cover the statutory purpose and background of the Education of Migratory Children and Youth (MEP). It will provide information of the rights of migratory children, and give participants useful information and resources related to K-12 education. 2

4 Title I, Part C - Migrant Education Program The (MEP) is a federally funded, state-operated program under the Elementary and Secondary Education Act (ESEA) that provides supplemental program services to children/youth, ages 0 through 21, of seasonal or temporary agricultural or fishing workers. STATUTORY PURPOSE OF THE PROGRAM The purpose of the MEP is to ensure that migratory children fully benefit from the same free public education provided to 4 other children.

7 What is a Migratory Child/Youth 1. The child is younger than 22 years old. 2. The child has not graduated from high school or does not hold a high school equivalency certificate (GED). 3. The child has moved within the last 36 months to seek or obtain a qualifying activity or to join a parent or guardian. 4. The work is important to the worker and/or the workers family because of economic necessity The child/youth has moved across school district boundaries.

18 Consortium Strategies for Out-of School Youth (SOSOSY) SOSOSY GRANT OVERVIEW The SOSOSY Consortium Incentive Grant includes 20 participating states: Alabama, Colorado, Florida, Idaho, Illinois, Kansas (lead), Kentucky, Massachusetts, Minnesota, Mississippi, Nebraska, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, South Carolina, Tennessee, Vermont, and Wisconsin, as well as the 7 partner states of Alaska, Arkansas, Georgia, Missouri, Montana and Washington. 18
19 Consortium Strategies for Out-of School Youth (SOSOSY) Out of School Youth (OSY) are our hardest youth to find because they: are here to work for just a short time are isolated from the outside move frequently have fallen so behind in school and give up completely may never have been enrolled in a K-12 school in the United States so it makes it that much more difficult to locate them. 19

23 Agricultural Survey An agricultural survey is a tool used for finding potential migrant children within school settings. The recruiter should establish a point of contact within the schools/school districts and request that the agricultural surveys be placed in welcome packets, summer school announcements and enrollment packets. Once the recruiter has established a method for distributing the agricultural surveys; the recruiter should establish a way to collect the completed surveys. This same process can be used with agricultural businesses where migrant workers are employed. The Agricultural Survey can be placed in employment applications or a new hire packet.
