4 PREFACE The data presented in this bulletin is taken from the publication, Rankings and Estimates: Rankings of the States 2010 and Estimates of School Statistics 2011, as published and copyrighted by the National Education Association (NEA). The figures represented herein are the latest available at the time of the NEA publication. It should be noted that in order to complete the Rankings and Estimates report, NEA must sometimes supply its own estimates. This happens when a state department of education fails to provide certain data on time. Since much of the information originates from federal sources and since federal data are not always issued annually, NEA was unable to update some of the tables. Users are asked to note carefully the dates on the table headings to determine the designated year for which the rankings are pertinent. In each table, the data for the state with the highest ranking in the United States are reported first, followed by the average or total for the United States, Utah, and then the state with the lowest ranking nationally. In cases where Utah is ranked either highest or lowest among the states, an additional state ranking is reported as well. Following this, Utah's ranking is compared with the nation, the six remaining states of the Rocky Mountain Region - Arizona, Colorado, Idaho, Nevada, New Mexico, and Wyoming, and the other ten western states, all of those previously named plus California, Montana, Oregon, and Washington.
