4 Plan Commission Minutes Date: October 3, 2017 Location: Village Hall CALL TO ORDER, PLEDGE, ROLL CALL Chairman Kiefer called the Plan Commission meeting to order at 7:00 p.m. and led the Pledge of Allegiance. ROLL CALL: Commissioners Minnis, Seggebruch, Renzi, and Chairman Kiefer were present. Commissioners Heinen, Green and Womack were absent. Fire District was present. Library, Park, and School Districts were absent. Others Present: Jonathan Proulx, Director of Planning, Kendra Kuehlem, Associate Planner, Yuchen Ding, Associate Planner and Tracey Erickson, Recording Secretary. APPROVAL OF MINUTES The Plan Commission minutes dated September 19, 2017, were approved. PUBLIC COMMENTS - There was no response. DEVELOPMENT REPORT Mr. Proulx provided an update on the following cases; special use ordinance for Plainfield Community Center, ordinance for parking restrictions, annexation of Drum Farm, special use ordinance for Sri Ayyappa Swami Temple, plat consolidation for W. Easy Street and Brummel annexation. Mr. Proulx advised the commission of items of interest which include; Bolingbrook Boundary Line Agreement & Drauden Road Water and Sanitary Sewer Recapture. Chairman Kiefer asked staff if any of the parking issues were resolved for the Sri Ayyappa Swami Temple. Mr. Proulx explained the efforts of staff and applicant documenting that there is sufficient parking. OLD BUSINESS NEW BUSINESS Case No AA W. 127 th St. Ms. Kuehlem stated the applicant is seeking to annex a parcel of land near the northwest corner of Heggs Road and 127th Street. The property is currently vacant and is in unincorporated Will County. The applicant intends to annex into the Village and build a home, and to potentially divide the lot into two separate lots for an additional home in the future. Ms. Kuehlem reviewed the findings of facts in the staff report dated September 29, Ms. Kuehlem stated staff believes the proposed annexation is a logical extension of the Village s boundaries. Prior to any public comment and discussion by the Plan Commission, staff recommends approval. Chairman Kiefer asked for public comment, there was no response. 4
5 Plan Commission Minutes October 3, 2017 Page 2 of 4 Commissioner Minnis wanted to clarify that the commission is just reviewing the annexation and any further changes to the property (subdivision or buildings) would be approved separately. Mr. Proulx stated that is correct and explained the process for subdivision and building review. Commissioner Renzi asked staff if there are any red flags for this annexation because past events of properties being annexed when owners had issues with the county. Ms. Kuehlem stated no. Commissioner Renzi asked if staff searched for any disputes, citations or litigations involving the property or property owner in Will County. Mr. Proulx stated he has had extensive conversations with the applicant and he believes the applicant s intentions are genuine. Mr. Proulx stated the applicant would be able to have access to water/sewage and be able to subdivide into two lots. Mr. Proulx stated this property had been subject to a pre-annexation that expired in 2015 or Commissioner Seggebruch asked if there was a house on the property in the past because of the drive-way on the property. Mr. Proulx stated he did not believe so and explained the possible history of the property. Commissioner Seggebruch asked if there would be any issues with easements, since the property is on an improved section of 127 th Street. Mr. Proulx stated no, the annexation agreement will stipulate right of way dedication. Chairman Kiefer asked about a sidewalk, since it will not be connecting. Mr. Proulx explained what could be proposed in the annexation agreement. Commissioner Renzi made a motion to recommend approval of the annexation of the property commonly known as W. 127 th Street (Parcel Identification Number ), as a logical extension of the Village of Plainfield. Seconded by Commissioner Minnis. Vote by roll call: Seggebruch, yes; Minnis, yes; Renzi, Kiefer, yes. Motion carried 4-0. Case No SPR Slim Chickens Mr. Proulx stated the applicant is seeking site plan review approval for exterior building modifications to retrofit a previously approved quick-service restaurant to update the building with the new restaurant s imaging. Slim Chickens is proposing to occupy the former White Castle building on Lot 17 of the Menards of Plainfield subdivision, on the east side of Route 59 north of 135 th Street. Due to the magnitude of the exterior modifications proposed, staff has scheduled the project for formal site plan review. Mr. Proulx reviewed the findings of facts in the staff report dated September 29, Mr. Proulx stated staff welcomes the new restaurant and supports the proposed building modifications to incorporate the branding and imaging for Slim Chickens. Chairman Kiefer asked for public comment, there was no response. Chairman Kiefer stated that it is nice to see Commissioner Renzi asked about the colors of the proposed site. Mr. Proulx described the possible colors, materials and changes to building, see Sample Photos of Slim Chickens. 5

7 Plan Commission Minutes October 3, 2017 Page 4 of 4 Commissioner Renzi asked if the changes to the parking lot and drive lane will affect the location of the order board and stacking for drive-thru. Mr. Proulx stated very minimally and explained how. Commissioner Renzi asked about the sign because proposed sign does not follow the sign ordinance. Mr. Proulx stated explained how staff is handling the sign and that the applicant will need a ground mounted sign. Commissioner Seggebruch asked if the applicant will paint the cultured stone and asked about the addition on the front of the building. Mr. Proulx explained what the applicant will do the exterior of the building. Commissioner Seggebruch asked if the building will be required to install a sprinkler system. Mary Ludemann, Fire District, stated the building does not have a sprinkler system. Mr. Proulx stated that there is a significant interior remodel proposed, so Mr. Proulx is assuming yes. Commissioner Minnis asked if the extension to the building will be extension of the dining room so the exterior wall will be demoed. Mr. Proulx stated yes, they will be expanding the interior dining room. Commissioner Minnis made a motion to recommend approval of the site plan review for Slim Chickens at S. Route 59, subject to the following two (2) stipulations: 1. Compliance with the requirements of the Village Engineer; and 2. Compliance with the requirements of the Plainfield Fire Protection District. Seconded by Commissioner Seggebruch. Vote by roll call: Renzi, yes; Seggebruch, yes; Minnis, Kiefer, yes. Motion carried 4-0. DISCUSSION Commissioner Seggebruch asked if Menard s has started their expansion. Mr. Proulx stated he was not sure and he would check into it. Mr. Proulx stated that there will be a Public Meeting to share plans of the future expansion of Renwick Road on October 25 th and the Public Works Department can be contacted for more details. Commissioner Renzi asked if the sidewalks and bike paths will be addressed at the meeting. Mr. Proulx explained how the project is being funded and explained the review process. Appears as #111 on the 1893 Sanborn map, the northernmost of properties on N. Division St. which are shown on the map. House appears as 1.5 story rectangular section, with a 1 story shallow wing (flush at the rear wall plane) on the south, with a 1 story porch filling the reentrant angle/sw as is extant. A shallow open porch was on the north elevation, flush with the rear wall plane, but recessed from the facade. A rectangular 1 story wing was on the rear, recessed from the north and extending south past the main wall plane; a shallower 1 story full-elevation rear wing was off that. In the rear lot was an enormous 2 story carriage barn, #111-1/2, which was significantly larger than the house. To its rear was a small, narrow 1 story outbuilding of unknown use. At that time, the lot to the south, # (the same size as this lot, despite the 2 addresses), was vacant. On the 1898 Sanborn, a small 1 story outbuilding appeared to the nearby NE of the house, but all else remained the same. The rear lot 1 story outbuilding had been removed by the 1912 Sanborn map and the north elevation porch had also been removed, with a shallow 1 story bay or wing being added in more the mid-section of the main core. The property and buildings appeared the same on the 1931 and 1944 Sanborn maps, with the carriage barn becoming a garage. Description See reverse side/continuation Sheet. North elevation blocked with evergreens. 6/6 1 st story and 2 3-light frieze windows in upper story. Shed extension rear half, extends past rear into gable 1 story wing. Side entrance north. 2 frieze windows south over porch as on north. The south shed extends the entire length and becomes a gable wing at rear, probably connecting across the rear elevation. Mixed wing fenestration. Subsidiary Building(s)/Site Large shed roof garage with vertical synthetic siding, pedestrian door, and overhead door, double car width, to rear of house. The garage is close the location of the large carriage barn which occupied the rear lot for many years; an inspection of the garage could reveal that at least a portion of the extant building could have been that carriage barn. Significance statement: An excellent contribution to the EST, as a very good example of Greek Revival influence, exhibiting the small scale Greek Revival proportions which were indicative of the style as expressed in the Village. Deep cornice returns, historic wings, unusual webbed cornice trim - house generally retains a very high degree of integrity, including some 6/6 double-hung sash, but synthetic siding. VP; EP; EST. 21
