4 Village of Plainfield Meeting of the Historic Preservation Commission Record of Minutes Date: January 12, 2017 Location: Village Hall CALL TO ORDER, ROLL CALL, PLEDGE Chairman Bortel called the meeting to order at 7:03 p.m. Roll call was taken; Commissioners Schmidt, Lucas and Barvian, Hendricksen, Hagen, and Chairman Bortel were present. Commissioners Olsen, Derrick and Rapp were absent. Also in attendance: Jonathan Proulx, Director of Planning and Merrilee Trotz, recording secretary. Chairman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Lucas made a motion to approve the agenda. Seconded by Commissioner Schmidt. Olsen. Voice Vote. All in favor. 0 opposed. Motion carried 6-0. APPROVAL OF MINUTES: Commissioner Hendricksen made a motion to approve the minutes as presented. Seconded by Commissioner Hagen. Voice Vote. All in favor. 0 opposed. Motion carried 6-0. CHAIR S COMMENTS: Chairman Bortel mentioned letters were mailed to the owners of the property along Lockport Street with in the Downtown Historic District inviting them to attend the March 9 th meeting to get more information about the 20% rehabilitation tax credit and how Mr. Rubano reviews the interior and exterior of a building and comes to his conclusions; also ed an invitation to the meeting in March to Will County HPC, Joliet HPC, and Oswego HPC. The commissioners are welcome to attend the LDDC meeting at Village Hall February 2 nd at 5:00 to work on the design manual. The application for the grant may be mailed tomorrow. COMMISSIONERS COMMENTS: Commissioner Hendricksen mentioned the Public Outreach committee has worked with LDDC regarding meeting with the public. PUBLIC COMMENT: There was no response. OLD BUSINESS CASE NO: /COA W Lockport Street Mr. Proulx stated this request was presented in December; the applicant had been working with Illinois Historic Preservation Agency (IHPA) for a federal tax credit program and proceeded with construction without the certificate of appropriateness (COA) application. Mr. Proulx stated Chairman Bortel reached out to Anthony Rubano (representative of IHPA) for clarification and drafted the letter of agreement for the COA. Mr. Proulx mentioned in December it was determined the exterior siding had been replaced with a composite material; there was a question regarding the material for the dormers, the accent fish scales above the windows in the dormers and the proposed shutters. Chairman Bortel clarified with Mr. Rubano 4
5 Historic Preservation Commission Minutes January 12, 2017 Page 2 of 3 (IHPA) that there was not support for the fish scales above the windows in the dormers and that more subtle shutters would be more appropriate than one with a tulip cut-out for Plainfield. Staff is not opposed to the use of shutters and staff is willing to work with the applicant to provide some samples of shutters that might be more appropriate to the Lockport Street setting. Mr. Proulx stated there was some previous discussion regarding the proposed railing; landscaping has been removed; the sidewalk was added to provide the accessible entrance; the railing is appropriate due to the grade changes to meet the building code. Mr. Proulx indicated the barge boards have been approved by the Commission. Mr. Proulx indicated the applicant has not submitted any details for the proposed sign; staff would consider the standards of the sign code as well as appropriate historic considerations upon signage permit submittal. Chairman Bortel stated his conversation with Mr. Rubano was that he was happy to hear the applicant was willing to return the east two windows to the carriage look garage door even though this door is taller than it was originally; further indicating that. Mr. Rubano stated the fish scales are not appropriate and the lighthouse sign is not appropriate for Plainfield. Chairman Bortel explained the letter of agreement explains how the siding was approved and that the fish scales on the dormers and the tulip cutouts on the shutters are not approved by Mr. Rubano. Commissioner Lucas asked for clarification of the wording in paragraph number 1. provided it was the same as the original. It was agreed by the Commissioners that this would read provided it was the same reveal as the original. Commissioner Hendricksen suggested the wording in paragraph number 1. they agreed to allow the use of the new siding, should read they agreed to allow the use of the new composition siding,. The Commissioners agreed to this change. Commissioner Schmidt asked if something was proposed in lieu of the fish scales and asked if the handrail is historically appropriate. Chairman Bortel stated the dormers will be sided the same as the house. Chairman Bortel stated Mr. Rubano indicated the handrail should be whatever met code in the Village. Commissioner Hendricksen thought it looked like 2X2 balustrades and the height would have to be by code. Commissioner Hagan mentioned it appears to be a square profile. Chairman Bortel indicated they could add a window box on the stone portion. Commissioner Hendricksen mentioned a louvered shutters or craftsman shutters would be more appropriate. Chairman Bortel liked the craftsman style shutters without the tulip; indicated Mr. Rubano said shutters were appropriate without the tulip cutout. Commissioner Hendricksen asked if the Commission would be notified with the signage permit is filed. Commissioner Hagan made a motion to approve the letter of agreement as outlined for the Certificate of Appropriateness for W Lockport Street. Seconded by Commissioner Lucas Vote by roll call: Schmidt, yes; Lucas, yes; Hendricksen, yes; Barvian, yes; Hagen, yes; Bortel, yes. Motion carried

Given that the adjacent building to the east was the long time Centennial Drug Store, the reference here may have been a mistake. Description Foundation not visible; red brick facade wall in running bond, with ceramic tile added to storefront; shed or flat composition roof. 2 stories, rectangular shape, side walls common/not visible; 4 facade bays. Storefront altered in form and materials with squarish storefront sash framing deeply recessed door. Right/east bay with staircase door, modern replacement. Lockport St. PIN/Property Index Number # Plainfield Historic Preservation Commission History (associated events, people, dates) Included in the 1974 state survey, Inventory of Historic Landmarks in Will County, Interim Report, for the connection to the Underground Railroad, noting that the hiding closet was still intact. According to a remembrance written by Jean Huling (available at the Plainfield Historical Society), this house has 8 rooms (in Four-over-Four vernacular form), and was built around The house was constructed of walnut logs with oak flooring. Huling notes that this may have been Sam Mottinger s farmhouse, but this had not been confirmed at the time of her writing (undated). About 1864, the rear section was added; it consisted of one very large room on the main floor, probably used as a kitchen-dining area (according to Huling), with an upstairs containing three small rooms. Connecting the two levels is a curious stairway, which curves almost at a right angle, with several stair risers of unusual and varying heights. The stairway walls are paneled in dark wood. The downstairs room had a built-in cupboard, the back wall of which appeared to be flush with the outside west wall of the house; however, there was about a foot of space behind it. This space is connected to a small room under the stairway which is wallpapered on both the walls and its ceiling. This small room, and the space behind the cupboard is thought to have been connected to the Underground Railroad, a place to hide slaves who were escaping. The space was accessed by removing a riser on the staircase, one of those which was somewhat oversized. Either the room or the back of the cupboard could have provided hiding spaces. The staircase also has a natural knot-hole in the wood, positioned in a place where it could conveniently be used as a peep-hole by anyone in the staircase room. Jean Huling lived in the house at the time of writing this, but the piece is undated. Whether these significant features of the house remain, is not known as part of this survey. 45
