Marquez, Assistant Planner Carly Mallon, Recording Secretary Administrative Session 5:00 Chair Imboden opened the Administrative Session at 5:14 p.m. Chair Imboden inquired if there was any Policy or Procedural information. Jennifer Le, Principal Planner, stated there was not, but staff was here to provide a few brief updates. Committee Members reviewed the Design Review Committee minutes for June 21, 2017 and July 5, Anne McDermott had a brochure to hand out to the Committee and staff with more information about Mexican Feathergrass. Kelly Ribuffo told the Commission that the Villa Park Orchards Packing House final report was being written. The final determination was anticipated before the end of the month and notices would be mailed out at that time. Ms. Ribuffo informed the Committee that the Planning Commission had denied the Unity Middle College project due to a variety of issues including traffic impacts and the influence of the Design Review Committee s recommendation. Although the applicant had chosen new paint color and added a trellis system prior to seeing the Planning Commission, the Commission still did not feel comfortable making the design review findings. The resolution for denial will go back to the Planning Commission on August 7 th, Marissa Moshier, Historic Preservation Planner, reminded the Committee that on August 9 th, 2017 the Committee was scheduled to hold a special session to review the draft update to the Historic Preservation Design Standards. This would be the only item to be reviewed at the meeting. Committee Member Fox made a motion to close the Administrative Session of the Design Review Committee meeting. CONSENT ITEMS: (1) APPROVAL OF MINUTES: June 21, 2017 and July 5, 2017 (2) DRC No Kona Cleaners A request for final landscape plan approval in association with building façade improvements previously approved. 821 W. Taft Avenue Staff Contact: Chad Ortlieb, (714) , cortlieb@cityoforange.org DRC Action: Final Determination (3) DRC No Orange Executive Tower Plaza A request to renovate the existing plaza landscaping. The improvements consists of renovating approximately 30,000 SF of landscape and hardscape to the existing plaza, which includes a fountain, seating areas, and shade trees Town & Country Road Staff Contact: Robert Garcia, , rgarcia@cityoforange.org DRC Action: Final Determination Committee Member Fox made a motion to approve the consent calendar items two and three, and the minutes from the Design Review Committee meetings of June 21, 2017 and July 5, 2017 as emended during the discussion at the Administrative Session: ABSTAIN: Anne McDermott Robert Imboden, Carol Fox, Tim McCormack, and Anne McDermott

3 Page 3 of 11 (4) DRC No Branch Residence Accessory Unit A proposal to construct a new attached accessory dwelling unit at the rear of an existing single family residence. The property is a contributing historic resource within the Old Towne Historic District. 248 N. Shaffer Street Staff Contact: Kelly Ribuffo, , kribuffo@cityoforange.org DRC Action: Final Determination Chair Imboden made a motion to remove DRC No from the consent calendar to be heard separately in the new agenda items: ABSTAIN: Anne McDermott Robert Imboden, Carol Fox, Tim McCormack, and Anne McDermott The Committee did not require a staff report for this agenda item. The applicant who was present for this project was John Morgan. Public Comments: Chair Imboden opened the item to the Public for comments. There were none. Chair Imboden opened the item to the Committee for discussion. The DRC had the following comments: The Committee discussed whether there was an appropriate offset and differentiation of the proposed addition. The Committee noted the addition was being built at grade and asked for clarification regarding the original footprint of the house and later additions. The Committee noted that changes at the porch area were not shown on the elevation, but there was a concrete slab proposed at the new entrance that was not called out on the elevation. The Committee discussed whether or not to require kickers at the eaves on the rear elevation. Outriggers with brackets would add more differentiation but were not necessary. The Committee discussed the proposed siding and noted that it seemed too large. The chimney would have historically been stone, brick, or stucco instead of the proposed siding. Plaster would be preferred over stucco. The new rear elevation was much improved from the existing. Chair Imboden made a motion to recommend approval of DRC No Branch Residence Accessory Unit to the Planning Commission based on the findings and conditions listed in the Staff Report and with the following conditions: 1. The proposed siding for the new addition is to have no more than a six inch reveal.

5 Page 5 of 11 AGENDA ITEMS Continued Items: (5) DRC No PrimeVestment Residence A proposal to reconstruct a demolished service porch, construct a 15 square foot new addition, and construct a 303 square foot detached one-car garage on a contributing property in the Old Towne Historic District. The project was continued by the DRC on March 1, S. Shaffer Street, Old Towne Historic District Staff Contact: Marissa Moshier, , mmoshier@cityoforange.org DRC Action: Final Determination Marissa Moshier, Historic Preservation Planner, presented a project overview consistent with the Staff Report. The applicants who were present for this project were Curran O Connor and John O Connor. Public Comments: Chair Imboden opened the item to the Public for comments. There were none. Chair Imboden opened the item to the Committee for discussion. The DRC had the following comments: The Committee requested an update on the window on the north side of the house. Ms. Moshier responded that the window sash was removed by the previous owner, but the original opening and trim were still intact. The applicant will be replacing a new sash in the existing opening. Staff was handling this repair issue administratively. The Committee asked staff if there was a typo in the staff report since it mentions details 5 and 6 but there is no detail 6. Ms. Moshier confirmed that the details in question were numbers 4 and 5. On the garage, the Committee recommended that the fascia board should be proud of the plywood soffit. The bottom of the fascia and the soffit should not be flush with one another. The barge rafter on the rear and front elevations of the garage should be a continuous piece. The rafter should be ripped and notched to create the finished shape, rather than pieced together. Committee Member Fox made a motion to approve DRC No , PrimeVestment Residence, based on the findings and conditions listed in the Staff Report and with the following conditions: 1. On Detail 2 of Sheet -A-1, the plywood in the garage soffit shall be pushed up a minimum of one half inch so that it is not flush with the bottom of the fascia. 2. The barge rafters on the east and west garage elevations shall be crafted out of a single piece of lumber, as a shaped rafter. Anne McDermott

7 Page 7 of 11 New Agenda Items: (6) DRC No McGuire/Moreno Residence A proposal for exterior alterations to an existing single family residence. The property is a contributing historic resource within the Old Towne Historic District. 539/541 E. Washington Avenue Staff Contact: Kelly Ribuffo, , kribuffo@cityoforange.org DRC Action: Final Determination Kelly Ribuffo, Associate Planner, presented a project overview consistent with the Staff Report. The applicants who were present for this project were Doug Ely, Connie McGuire, Eduardo Moreno, and David Copete. Public Comments: Chair Imboden opened the item to the Public for comments. There were none. Chair Imboden opened the item to the Committee for discussion. The DRC had the following comments: On the existing porch, the Committee asked if the porch was from a later date. The Committee asked if the porch was a character defining feature and why the windows were not considered a character defining feature. The Committee asked whether the windows had moved since the 1946 remodel. The Committee inquired if the project included any enclosures for the water tank. The Committee discussed that the historical basis for relocating the windows and adding a new front porch was unclear. Since the house is labeled a contributing historic resource within the historic district, it did not seem the changes were appropriate. With regards to the Secretary of Interior s Standards for Rehabilitation and the application of the Standards, there needed to be more discussion than just the preferences of the applicant. There needed to be justifications of the proposed changes and how they comply with the Secretary of the Interior s Standards for Rehabilitation. Some members of the Committee noted that when the house was surveyed and identified as a contributing historic resource, it had the porch. The 1946 remodel was what was surveyed to determine it was contributing. Other members of the Committee noted that contributors to the historic district were pre The question was debated of what was surveyed, what was considered eligible, and what the character defining features were that made the home a historic resource. Although the proposed changes were compatible with the style of the home, the Committee determined that it was not acceptable to remove character defining features and replace them with another appropriate preferred feature. Altering the porch to something that had never historically existed would not make it more historic.

8 Page 8 of 11 There were opposing views within the Committee with regards to whether the historic reference should have been the 1946 remodeled house or the original 1909 house at the time it was surveyed and put on the National Register. There was no objection to changing the railing, porch tile, or removal of existing awnings because they postdate the 1946 remodel. The relocation of so many windows could not be supported. Shifting the windows a few inches did not seem necessary. If only a couple windows were being moved in the back for functional reasons, it could have possibly been acceptable but the applicant was requesting half the windows to be moved. The water heater being located outside of the house rather than finding a place for it inside seemed out of place. If removing the tile on the porch (which could be permitted administratively) somehow showed that the steps to the porch had been moved, then the Committee would consider a revised proposal for alterations to the porch. The porch roof should stay with single post columns. The Committee discussed that it did not appear that the Committee could approve the project as proposed. The Applicant stated they were open to revising the proposal. Committee member McCormack made a motion to continue DRC No , McGuire/Moreno Residence. 9 Page 9 of 11 Request to renovate four existing non-contributing buildings and landscaping 705,725,805 & 845 W. La Veta Ave. Staff Contact: Vidal F. Marquez, , vmarquez@cityoforange.org DRC Action: Preliminary Review Vidal F. Marquez, Assistant Planner, presented a project overview consistent with the Staff Report. The applicant who was present for this project was Scott Greenhut. Public Comments: Chair Imboden opened the item to the Public for comments. There were none. Chair Imboden opened the item to the Committee for discussion. The DRC had the following comments: The Committee requested the applicant explain the Trespa material that would be used for the siding, and if the panels would lay flush to each other? The Committee asked about the solid metal panels on the stairways and the white window frames. The Committee noted the proposed design materials conveyed a more contemporary aesthetic, and the amount of stucco made the exterior look less tactile than it did currently. The Committee was not opposed to the use of alternative materials but thought more texture on the building would improve its compatibility with Old Towne. The green tint color of the windows was discouraged and it was suggested to choose something with a greyer tint. The existing buildings were similar in design but color coded. The Committee wanted to know if the applicant was going to be proposing any differentiation similar to the color coding for each building. The Committee asked if all the roofs would be replaced, if all of the doors would be white, and to clarify what exact color is the stucco. Although updating the building was much needed, the colors chosen by the applicant did not seem very compatible, especially the horizontal siding element. The dark accents were appropriate but they seemed to be placed randomly. It was suggested that hardscape be used to create a slight differentiation between buildings. All the proposed hardscape concepts were a circle concept but the applicant could add some square concepts. The Committee wanted a more detailed explanation as to why the mature trees were being removed noting that it can become difficult to maintain the woodsy feel for Batavia Woods with new smaller trees, and wanted to ensure that the removal of the proposed trees was based on safety factors. If there were any way the two trees south of building 725 could be saved and worked around, that would be preferred. The Committee could not find removal of those trees could be justified. The Committee asked if all the hardscape would have modular paving and commented that the plans should clearly show the placement of concrete and hardscapes.

10 Page 10 of 11 Trespa material seemed effective for the application. The main objection was how it was allocated onto the building. It looked as if the various materials were flush to each other where there was a materials change, but it would be more effective to make an offset at that point. Utilizing the existing plane changes was suggested when there is a materials change or a change in the wood grain. The building address size seemed perfect for the project since super graphics were a 70s theme and brought the buildings back to that era. Overall, the stucco was acceptable since most of it faced the property line. As long as the stucco was a fairly non-descript texture it seemed to belong in the palette. The Committee commented the jasmine family of plants cause a lot of allergies so it was suggested the applicant be conscious of the allergen level of plants given they would be planted in a medical center. The stairway treatment s solid panels could make them feel claustrophobic and it was suggested to have some that would be open. The Committee asked if the proposed closed rails were for the balconies or just the stairs. The placement of the dark vertical siding material seemed random in terms of its location and the way it was terminated. It was suggested using it as a marker by perhaps putting the directory on that siding. The material flush with the stucco on page 7 did not look aesthetically pleasing. The rendering on Page 4 was a better example. The Equisetum, horse tail, invasive plant should be removed from the palette or could be used if in a concrete vault with a drain or in a pot. If planted in the ground it would go under the concrete and grow in other places. It was suggested to put it in a concrete vault with a drain. The Committee requested that lighting and fixture details be provided for review. Preliminary grading should also be provided at the next review. The Committee requested next time the applicant bring a sample of the stucco, color, awning, and concrete finish to see how the palette works together. For preliminary review only no action required
