2 2015 Legislative Calendar Legislative Session convened on January 5, 2015 Bill Introduction Deadline was February 27, 2015 Policy committees hearings ramp up this month, go full-force in April Policy committee deadline: May 1st Fiscal committee deadline: is May 29 th Deadline for bills to pass house of origin: June 5 th Last day of session: September 11th

3 Bills, bills, bills... In 2015, Senators and Assembly Members have introduced a combined total of 2,454 new bills. Senate bills introductions: 856 Assembly bill introductions: 1598 Capitol Advocacy, on behalf of CANP, reviews all introduced bills and sends bills impacting NPs to the CANP Health Policy and Practice Committee (HPPC)

5 HPPC Committee Review This year, 40 bills impacting NPs were flagged for CANP All of those bills, along with real-time updates about their status and any amendments, can be accessed via the Bill Tracker on the CANP website The HPPC Committee members review those bills and Identify in greater details their impact on NPs, potential amendments that may be needed, and recommend a position for CANP to adopt.

6 SB 323 Full Practice Authority for NPs SB 323 is a reintroduction of SB 491 (2013) Senator Ed Hernandez (D Covina, Assemblymember Susan Eggman (D Stockton) SB 323 will allow some NPs to work independently of the physician supervision requirement for Nurse Practitioners that is implemented through the standardized procedure in California Nurse Practitioners who are working independently under the model proposed in SB 323 would also need to maintain professional liability insurance in an amount that is appropriate for his or her setting. (Section (a) (13) (c ) ). Also included is a list of functions that a Nurse Practitioner would be authorized to perform. (Section )

7 2015 Legislative Priorities AB 637, by Assembly Member Nora Campos, which would authorize NPs or PAs, within their scope of practice, to create a valid Physician Orders for Life Sustaining Treatment (POLST) form under a physician s supervision. Sponsored by the California Medical Association (CMA). This will help increase POLST utilization and availability and give seriously ill patients more control over their care.

8 2015 Legislative Priorities SB 277, by Senator Richard Pan, would eliminate the personal belief vaccination exemption children/individuals would no longer be permitted to attend school, day care and other public institutions without being vaccinated, regardless of personal belief. This will increase public health by ensuring decreased exposure to potential harmful diseases.

9 2015 Legislative Demographics Senate composition: 26 Democrats (including 1 vacancy), 14 Republicans (including 2 vacancies) Assembly composition: 52 Democrats, 28 Republicans There are 27 freshman members in the Assembly and 6 freshman members in the Senate

10 What s an NP? Focus on educating legislators about NP education and training, scope of practice What s your practice setting? What type of patients do you care for? How do you work with other health care providers? Make it personal, keep it local

13 Political Capital NPs are viewed very favorably, however, there is a significant need for education about what NPs are, and are not, educated and trained to do The timing is right focus on expanded access to health care also has resulted in expanded discussion around who will provide that care NPs are very passionate about their profession. Legislators who met with NPs were more likely to support SB 491

14 Tools CANP is ramping up its grassroots advocacy program Each Chapter is being charged with expanding their relationship with local legislators Opportunities to invite legislators to chapter meetings, NP participation at community events, meetings in district offices Resources on CANP website Grassroots Advocacy coordinate, Stephanie Nied Tseu, to support chapter efforts

15 What can YOU do? Support efforts at your Chapter to invite legislators (and candidates) to come to a Chapter Meeting to learn more about what NPs do, where they practice, etc Lobby Day May 19, 2015 Get involved attend events, support media efforts, become more active in CANP
