2 General Assembly Information Maryland Legislature Demographics Senate The Senate is comprised of 47 members, each representing a different district in the State. 33 Democrats, 14 Republicans 34 Males, 13 Females 37 Caucasians, 9 African-Americans, 1 Asian 23 are native Marylanders Maryland Legislature Demographics House of Delegates The House of Delegates is comprised of 141 members with three in each Senate District. Administration 91 Democrats, 50 Republicans 98 Males, 43 Females 97 Caucasians, 36 African-Americans, 8 Asians 69 are native Marylanders Governor Larry Hogan Lt. Governor Boyd Rutherford 2

4 Bills must be passed by both chambers and signed by the Governor to become law. Bill Passage Process 436 th Session so far As of Monday, January 25th, there had been 307 bills submitted for consideration in the Senate and 227 in the House. Five vetoes from 2015 have had override votes with all five being overridden. A sixth will be considered on February 5 th in the Senate. Bills of Interest HB 6 - Criminal Law Improper Prescription of Controlled Dangerous Substance Resulting in Death Sponsor: Delegate Karen Young (D Frederick) Synopsis: Prohibiting an authorized provider from prescribing, administering, distributing, or dispensing a controlled dangerous substance to a person if such practice is not in conformity with specified provisions of law and the standards of the authorized provider's profession relating to controlled dangerous substances and the person's use or ingestion of the controlled dangerous substance is a contributing cause of the person's death; establishing penalties of up to 20 years in prison or a fine of up to $100,000 or both; etc. Hearings: January 19 th, 1pm in Judiciary MPhA Position: Monitor and issue letter of concern regarding the broadness of this legislation. 4

5 HB 24 - Public Health - Overdose Response Program - Educational Training Program Requirement Sponsor: Delegate Kathy Szeliga (R-Baltimore & Harford) Synopsis: Requiring educational training for an Overdose Response Program overseen by the Department of Health and Mental Hygiene to include training in the requirement to immediately contact medical services after the administration of naloxone by a certificate holder instead of training in the importance of contacting emergency medical services. Hearings: February 2 nd, 1pm in Health & Government Operations MPhA Position: Monitor HB 56, SB 63- Investigational Drugs, Biological Products, and Devices - Right to Try Act Sponsor: Delegate Karen Young (D-Frederick), Senator Bryan Simonaire (R-Anne Arundel) Synopsis: Authorizing a manufacturer of an investigational drug, biological product, or device to make available the investigational drug, biological product, or device to eligible patients; specifying the manner in which a specified drug, product, or device may be provided to eligible patients; prohibiting a health occupations board from taking specified action against a health care provider's license on a specified basis; establishing that the Act does not create a specified cause of action; etc. Hearings: January 28th, 1pm in Health & Government Operations January 28 th, 1pm in Finance MPhA Position: Monitor HB 117 -State Board of Pharmacy - Licensure Requirements for Pharmacists - Proof of Proficiency in English Sponsor: Delegate Erek Barron (D-Prince George s) Synopsis: Providing that, for applicants for a license to practice pharmacy, graduation from specified schools is acceptable proof of proficiency in the oral communication of the English language.
