1 CPTA Legislative Day 2013 SJ District CPTA Summer Newsletter Upcoming District Meeting: August 13th, 6:30-8:30 pm Good Samaritan Hospital Auditorium 2425 Samaritan Dr, San Jose This Town Hall Meeting, hosted by the San Jose District, is being held to get your input on issues of vital importance to your profession. Chris Reed, PT, MPT, OCS will speak about AB 1000, Direct Access to Physical Therapist Services. Dennis Langton, PT, will discuss payment for services along with tips on marketing your practice in a direct access environment. Join us for this interactive meeting. 2 San Jose District CAL- PT- PAC Fundraiser A fundraising beer tasting event was held on June 15th at the Tied House in Mountain View, CA. The district hosts two fundraising events during the year to help support the CAL- PTPAC. Event Sponsors: This event was attended by 20 Participants and raised $900 For the CAL - PT - PAC. Way to go SJ district!
3 SJ District CPTA Summer Newsletter Get Involved in 2014! If you are interested in promoting your district, getting involved in the legislative process and providing insight into programming and activities, then running for a San Jose District CPTA Committee position is the right choice for you! The following positions are currently up for election in 2013: - Chair (1 year term) - Chairperson Elect (1 year term*) - Treasurer (2 year term) - Assembly Representatives - 3 positions (2 year term) - Chief Representative (2 year term) - Nominating Committee (2 year term) Elections will be online. A paper ballot can be requested. For a job description of the open positions, a paper ballot, or to submit your name for a position, please contact Brad MacDougall at bradleydmacdougall@gmail.com.
4 Advocacy Policy Education What has the district been up to? CPTA Leg day Over 175 physical therapists, physical therapist assistants and students attended the 2013 PT Legislative Day! During this event attendees learned about bills in the legislature that have a direct impact on the PT profession. Attendees received outstanding advice on advocacy from our seasoned lobbyist and association leaders. Attendees met with legislators and their staff members who represent their home cities. And most of all, we all experienced firsthand what a strong grassroots advocacy program can do! Fundraising The annual district Beer Tasting Event in Mountain View Supports the CAL- PT- PAC. Special Assembly of Reps The CPTA Speaker of the Assembly of Reps called a special meeting to discuss AB 1000, a bill which would allow direct access for physical therapy services. The SJ District sent Meetings and Courses The district has hosted two district meetings with educational presentations on legislative issues and Tai Chi. The district sponsored a continuing education course by Julie Wiebe, BSc, MPT entitled Harnessing the Diaphragm/ Pelvic Floor Piston for Rehab and Fitness. in July. eight members to the meeting in Los Angeles.
5 Legislative Update AB 1000: Consumer Direct Access to Physical Therapist Services / Professional Corporations: AB 1000 was introduced by Assemblymember Wieckowski as an unrestricted direct access bill sponsored by the CPTA. In early April, Assemblyman Rich Gordon, chair of the Assembly Business, Professions, and Consumer Protection Committee, held negotiations to merge AB 1000 with AB This compromise was negotiated CPTA, CMA, COA, and Assembly members Gordon, Weickowski, and Meinschein. AB 1000 will authorize 45 days or 12 visits of direct treatment by a physical therapist. The patient is required to have an in person examination by a physician in order to continue beyond the 45 day or 12 visit limits. The physical therapist is also required to have the patient sign a written disclosure of the rules around accessing a PT directly. AB 1000 also establishes Physical Therapy Corporations as a business structure and lists those professions that could be minority officers, directors or shareholders of a physical therapy corporation. It also allows for any professional corporation to employ any other professional regulated by the business and professions code. AB 1000 was heard in the Assembly Business, Professions, and Consumer Protection Committee on April 30th and passed out with a 12-0 vote. It then moved to the Assembly Appropriations Committee, where after being placed on the suspense calendar, the bill passed unanimously on May 24th. The bill next moved to the Assembly Floor a week later where it again passed with a unanimous vote. AB 1000 moved out of the Senate Business, Professions and Economic Development Committee on July 8th. Next stop-senate Appropriations Committee. If voted out, the bill will move to the Senate Floor.
