1 2016 LEGISLATIVE SCORECARD

2 The Arizona chapter of Americans for Prosperity works to improve the well-being of Arizona citizens by passing legislative policy reforms that expand economic freedom. Our 2016 Legislative Scorecard is the 33rd annual scorecard put out by AFP-Arizona and the Arizona Federation of Taxpayers. The Scorecard assigns weights to bills according to their projected dollar impact to Arizona taxpayers, consumers, and producers ($1 million equals one point). The Fiscal Year budget was scored according to how many millions of dollars the Legislature and Governor voted to spend above $9.4 billion including supplemental spending increases to the FY budget. Legislators are penalized on the Scorecard if key bills do not come to floor votes, but the Scorecard does allows for substitute bills that have similar policy impacts. The weighting of bills is adjusted for a probability factor and for a long-term policy value factor. AFP-Arizona traditionally assigns a triple weight to tax bills, using the Joint Legislative Budget Committee s three-year Fiscal Notes when available. Enact Right to Earn a Living; Regulatory & Tort Reform; Legalize AirBnB, etc 8. Protect the Free Political Speech of Individuals and Organizations 9. Enact Pro-Consumer Free-Market Health Insurance Reforms 10. Focus Available K-12 District School Resources in Classrooms 11. Worker Freedom: Pass Paycheck Protection for Teachers and Taxpayers 12. Replace Common Core with Strong Academic Standards for District Schools 13. Require Greater Transparency in School District Override Ballot Pamphlets 14. Provide Homeowner & Business Property Tax Relief 15. Reduce Taxpayer & Government Risk with Pension Reform; End Pension Spiking 16. End Capital Gains Taxes on Gold and Silver Coin Transactions 17. Longer-term objectives beyond 2016 include: instituting a firm state spending limit, creating a personal use education tax credit for parents, voucherizing higher education, allowing Arizona employees to direct retirement withholding into their own personal savings accounts, allowing interstate purchase of health insurance plans, using long-term private concessions to build new freeways and other infrastructure, and mandating that the state Treasurer certify annual revenue estimates and declare whether the state budget is balanced. 9
