Mega-region Initiative discussions at the 2nd Bi-national Economic Forum On April 10 and 11, the City of Nogales, Sonora will host the 2nd Bi-national Economic Forum for municipal leaders and other stakeholders from Arizona and Sonora. 2 At this Forum, attendees will discuss ways in which these two states can collaborate on economic, cultural, social, and security efforts as part of a Bi-national Mega Region, which is based on the Cali Baja Bi-national Mega Region concept. A symbolic, collaborative agreement for the Bi-National Mega Region is being drafted by City of Nogales staff members. At the Forum, it is anticipated that the elected leaders of MAG, CAG, SCMPO, PAG, and the Sonoran Mayors Association will be asked to sign this non-binding agreement. This is an information item. 4. Budget/Overall Work Program (OWP) for FY Each year, the Regional Council adopts a budget and overall work program known as the OWP. The OWP identifies funding for PAG activities from federal, state and local sources. A draft of PAG s FY Overall Work Program will be available soon. After review, a final draft will be presented for approval in April or May. This is an information item for review and possible direction from Management Committee. 5. Series 2014 RTA Bonds The FY 14 RTA Budget included the issuance of revenue bonds to allow the continued implementation of the RTA Plan in the construction periods identified on the RTA Plan. The Management Committee will review the staff recommended size and timing of this bond issue. Action: Management Committee will be asked to recommend pursuit of bond issuance to the RTA Board. 6. Legislative Update PAG staff will update the Committee on relevant legislative issues that may impact transportation as appropriate. This is an information item. 7. Future Agenda Items 8. 3 SUBJECT: Transportation Improvement Program (TIP) Subcommittee Report including Amendment #8 to FY TIP Meeting Meeting Date Agenda Category Agenda Item # Management Committee March 12, 2014 Consent/Action b REQUESTED ACTION/SUGGESTED MOTION Management Committee will be asked to recommend Regional Council approval of Amendment #8, items A-E, to the FY TIP. ASSOCIATED OWP WORK ELEMANT/GOAL Work Element 1441, Transportation Programming and Finance SUMMARY Amendment #8 to the PAG TIP includes the following items: Two items (A&E) create new projects. One item (B) shifts funds from 2014 to 2016 One item (C) increases the programmed RTA amount to match the IGA One item (D) exchanges STP to an ADOT project in exchange for RTA funds. FINANCIAL CONSIDERATIONS Amendment #8 to the PAG TIP has the following financial impacts and changes: Item A: TIP ID 1.14 (SR 77: Wildlife Crossing Off-Highway Fencing). This item creates a new project to be administered by the RTA which will design and construct wildlife linkages outside of the ADOT ROW on SR 77. Total project cost is $1,005,000, spread over 2014, 2015 and Item B: TIP ID (SR 86: San Isidro Segment). This item shifts $7,800,,000 of HURF 2.6% funding from 2014 to Item C: TIP ID (Ina and Thornydale: EB/WB Right Turn Lanes). This item adjusts the amount of RTA funding on the project to match the IGA. Funding for design increases from $89,000 to $114,000, and funding for construction increases from $421,000 to$ 446,000. Item D: This item exchanges funding between two projects o TIP ID 3.02 (I-10: Ina Road TI). This project will receive a total of $1,500,000 of STP--$900,000 in 2014 and $600,000 in In exchange, the amount of RTA funding programmed for this project in 2016 is reduced by $1,500,000, from $34,218,000 to $32,718,000. o TIP ID (Pima Mine Road Bridge Replacement). This project will receive $1,000,000 of RTA funds in 2015 in exchange for $1,500,000 of STP--$900,000 in Packet Material Prepared: March 6, 2014

4 2014 and $600,000 in Item E: TIP ID 2.14 (Luckett Road Cemetery Access). This item creates a new project that will scope the proposed Luckett Road Cemetery Access project. These sub-grant agreements will allow PAG to administer awards received under the Diesel Emission Reductions Act (DERA) grant received in January ASSOCIATED OWP WORK ELEMANT/GOAL Work Element 1435, Clean Cities EPA DERA Grant. SUMMARY In January 2014, PAG received a Diesel Emission Reductions Act (DERA) grant to assist school districts in the purchase of alternative fueled school busses, replacing diesel powered busses. The total award was $150,000. Each school district (Amphitheater, Chandler, and Marana) will be replacing two vehicles with these funds. PAG is the administrator of the grant and as such, must enter into sub-grant agreements with the school districts in order to fulfill grant requirements. Bus replacement serves to reduce dependence on fossil fuels and also reduce emissions including youth exposure to diesel fumes at schools. This grant application was a collaborative effort spearheadeded by the Tucson Clean Cities program housed at PAG. PRIOR BOARD AND/OR COMMITTEE ACTION None FINANCIAL CONSIDERATIONS PAG will receive 10% of the funds for administration of the grant over the two year grant period. ASSOCIATED OWP WORK ELEMENT/GOAL Work Element 1453, Intermodal and Goods Movement Planning, including Freight and Border Crossings SUMMARY At the Dec. 11, 2013, Joint Planning Advisory Council meeting, Mayor Ramón Guzmán from Nogales, Sonora, extended an invitation to mayors from Arizona's Sun Corridor and border region to attend the 2nd Binational Economic Forum. The event is scheduled for April 10 and 11, 2014, in Nogales, Sonora, and is being coordinated by the City of Nogales, Sonora. In addition to mayors from Arizona's Sun Corridor and border region, mayors from throughoutt the state of Sonora, Mexico, have been invited to the Forum for the purpose of exchanging ideas as well as to discuss international trade and economic strategies. A key component of the Forum will involve presentations and discussions on the concept of a bi-national mega-region. This is modeled to a large extent on the Cali Baja Bi-National Mega-Region initiative. According to the Cali Baja website ( The Mega-Region Initiative is a long-term economic development strategy partnering San Diego County, Imperial County and Baja California in Mexico for global competition. The Cali Baja Bi-National Mega-Region Initiative brings together businesses, civic and government leaders to assess the advantages and challenges of doing business in the bi-national region, and ultimately market the region internationally.. Similarly, a Sonora-Arizona bi-national mega-region and initiatives of regional significance on both sides of the would foster collaboration to advance projects border in areas such as transportation and infrastructure, education, economic development, border security, trade and tourism. The attached bi-national mega-region proposal includes the draft vision and mission along with short, mid-term and long-term objectives. PRIOR BOARD AND/OR COMMITTEE ACTION None. 11 TECHNICAL, POLICY, LEGALL OR OTHER CONSIDERATIONS The mega-region initiative, as currently described, is consistent with established regional support for transportation infrastructure legislation, projects and initiatives that enhance trade and economic development, including those that facilitate international trade between the U.S. and Mexico. The draft forum agenda lists Collaboration agreement signature between MAG, PAG, CAG and SCMPO with AAS [Sonoran Mayors Association] relating to the bi-national mega-region initiative. A draft of this collaboration agreement has been requested from event organizers and will be provided once available. It is anticipated that this agreement will be a symbolic gesture of support and will not legally bind PAG. 12 SUBJECT: Budget/Overall Work Program (OWP) for FY Meeting Meeting Date Agenda Category Agenda Item # Management Committee March 12, 2014 Information/ Discussion 4 REQUESTED ACTION/SUGGESTED MOTION This is an information item for review and possible direction. ASSOCIATED OWP WORK ELEMENT/GOAL All Work Elements. SUMMARY Each year, the Regional Council adopts a budget and overall work program known as the OWP. The OWP identifies funding for PAG activities from federal, state and local sources. A draft of PAG s FY Overall Work Program will be available soon. After review, a final draft will be presented for approval in April or May. The majority of funding received is from federal and state sources for activities that support or directly relate to PAG activities as the federally designated metropolitan planning organization (MPO), many of which are required components of the regional transportation planning program. Local funding from each of the PAG member agencies is needed as the required match for the federal and state funds, and is also used to fund activities that are not eligible for other federal or state funds. PAG s OWP is designed to address the roles and responsibilities that are required of PAG to meet specific federal and state mandates as well as to address major issues that are best addressed at a regional level. PAG activities also ensure that the region maintains eligibility for several categories of federal and state funds, especially for transportation improvement projects. PAG is designated as the Regional Transportation Authority for Pima County and must adhere to specific legislative requirements. The schedule calls for additional approval by Regional Council. committee review over the coming months followed by action for PRIOR BOARD AND/OR COMMITTEE ACTION Initial Information on the schedule and anticipated work efforts for the FY OWP was presented to Management Committee and to Regional Council at their January 2014 meetings. The draft document will be available soon for review. Additional review also occurs annually through the PAG committee process. The Intermodal Planning Group (IPG) consisting of officials from the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), the Environmental Protection Agency (EPA), the Arizona Department of Transportation (ADOT), and other stakeholder agencies, will meet with PAG staff to review the draft document on March 21, Packet Material Prepared: March 6, 2014

13 After IPG and committee review, a final document will be presented for Regional Council action in either April or May The final document will become the basis for an agreement with ADOT through which the majority of federal funding for PAG programs and activities is secured. FINANCIAL CONSIDERATIONS A Budget for PAG activities will be included as part of the OWP package as it is developed. ASSOCIATED OWP WORK ELEMENT/GOAL Work Element 1446, Regional Transportation Authority Work Element 1441, Transportation Programming and Finance SUMMARY The FY RTA Budget included the issuance of $75 million in new bonds to ensure the continued, timely delivery of projects in accordance with the RTA Plan. The staff report for the Budget recommended that the bond sale occur in early 2014, so that a minimum fund balance of $25 million could be maintained as working capital. 15 The RTA had a fund balance of approximately $71.4 million (excluding reserve funds) on Jan. 31, With current construction, operations, streetcar vehicles, right-of-way acquisition and professional services contracts existing between the RTA and Lead Agencies, request for reimbursements are anticipated to exceed revenues for the next several years. Additionally, several major Roadway Element projects are expected to be ready for construction in the next several years. These projects include the next phase of Grant Road, the final phases (3 & 4) of Downtown Links, the first phase of Tangerine Road and the Ina Railroad Crossing (as a part of the Ina/I-10 interchange reconstruction project). Layering these projects into the RTA cashflow, we recommend the RTA Board authorize $125 million in additional bonds to ensure that the RTA can continue timely project implementation in accordance with the RTA Plan. The approved FY 14 Budget included the sale of $75 million in new RTA Revenue bonds. The RTA Board subsequently authorized IGAs for continued construction, design and right-of-way acquisition on a number of corridors, including Houghton Road, Tangerine Road and Grant Road. 16 FINANCIAL CONSIDERATIONS The RTA fully expended the Series 2011 Bond proceeds within 24 months of the bond sale, meeting federal requirements for expenditure within 36 months. Our cashflow forecasts show a similar expenditure period for bonds issued in The Construction bid environment remains favorable. While the differences between the engineer s estimates prior to bid and the bids are tightening, this is largely due to the estimates better reflecting current market prices. The local construction industry has not yet seen a substantial increasee in private sector construction activity, and the volume of public works construction has declined following the end of Federal Stimulus funding. Further, the continued stagnation of HURF revenues to both ADOT and local governments suggests that there will be no substantial increase in public works construction unless new revenue sources are developed. What discretionary funding is available to local governments is largely being spent on pavement preservation projects, which are material intensive rather than labor intensive. The net effect of these trends is substantial available capacity in the local construction industry. Interest rates for municipal bonds remain favorable; however, rates have climbed from the record low levels in Industry forecasts are for continued slow growth in interest rates in 2014, accelerating in 2015 as the economy continues to recover and the Federal Reserve adjusts monetary policy. In the short term, the financial markets adjust over the summer, with fewer offerings and lowered demand following mid-june. Staff recommends bond issuance in late spring 2014, subject to refinement based upon the recommendations of our financial advisors. The estimated annual debt service for a level payment series, 11-year term issue would be approximately $14 million. The RTA would have a revenue-to-debt service ratio of approximately 2.85:1 in FY 15, which complies with the RTA Master Bond Covenants. TECHNICAL, POLICY, LEGAL OR OTHER CONSIDERATIONS The issuance of Bonds is necessary to ensure compliance with the implementation schedule shown in the RTA Plan. The RTA Plan was predicated upon the issuance of bonds, with a total amount of bonding projected to be $350 million over the life of the RTA Plan. Church Ave., Transamerica Building 5 th Floor Main Conference Room, Suite 501 Regional Transportation Studies Management Committee March 13, 2014 North-South Corridor Study (Pinal County) Staff Contact: Nathan Barrett Summary: The Arizona Department of Transportation and Federal Highway Administration are studying the area between US 60 in Apache Junction and I-10 near Eloy and Marana. The purpose of the study is to identify and evaluate a possible route to provide a connection between these two areas. This study has elicited significant interest from the public and other stakeholders. Approximately 55,000 post cards were sent out and over 400 responses have been received. Currently there are several alignments being considered. The goal is to narrow it down to three or four options. There is also communication taking between the FTA and FRA and the ADOT Intercity Rail Study. Status: Progress continues to be made on the Traditional Cultural Properties evaluation, the tolling and revenue study, and the Arizona Statewide Travel Demand Model; activities critical to allowing work to advance into the next phase of the project. 59 I-10: Junction I-19 to SR 83 and SR 210: Golf Links Road to I-10 Staff Contact: Jamie Brown Summary: Improving mobility along I-10 southeast of downtown Tucson has been a major goal of ADOT, USDOT, the City of Tucson, Pima County, and PAG. This project consists of two phases. The first phase was a feasibility study that evaluated six 1-10 and SR 210 connections, including Alvernon Way, Valencia Road, Craycroft Road, Wilmot Road, Kolb Road, and Rita Road. Of these six, only Alvernon Way and Valencia Road were determined to be feasible. This is because the study found that alignments east of Valencia would potentially affect Davis-Monthan Air Force Base, the Army National Guard Facility, the Pima Air and Space Museum, Lauffer Middle School, Craycroft Elementary School, Thomas Jay Regional Park, and residential communities. Phase two is the Design Concept Study, which will involve National Environmental Policy Act compliance. Status: A kick-off meeting for Phase 2 of this study was held on January 17, I-10: Tangerine Road to Ina Road corridor study Staff Contact: Nathan Barrett Summary: The Arizona Department of Transportation and Federal Highway Administration are beginning an engineering and environmental study of Interstate 10 between Tangerine Road and Ina Road. The goal for this study is to develop a long-range plan for providing an improved roadway for general traffic, commuters and truck traffic traveling along this portion of the I-10 corridor. To support that goal, the study will: Develop and evaluate possible alternatives for widening I-10. Develop and evaluate possible alternatives for reconstructing the Cortaro Road and Avra Valley Road interchanges to provide grade-separated crossings with the Union Pacific Railroad (UPRR). Look at potential improvements to frontage roads in the study area. The study will include: An Alternative Selection Report (ASR) to identify and assess possible alternatives, including the consequences of not making any improvements along this corridor (no-build alternative). A Design Concept Report (DCR) to document the preferred alternative. An Environmental Assessment (EA) to document public and agency outreach and the potential impacts to the social, economic and natural environments.

60 Status: A Corridor Implementation Plan for recommended improvements. AECOM distributed the Pre-Final DCR to the project team for informational purposes only. Other reports have been submitted for limited ADOT review, including the Final Traffic Report, the Preliminary Drainage Report, the Preliminary Structure Selection Reports, the Final Preliminary Geotechnical Report, and the Preliminary Administrative Draft Environmental Assessment. Passenger Rail Study Staff Contact: Jeremy Papuga Summary: The Arizona Department of Transportation (ADOT) Passenger Rail Corridor Study is continuing study of high capacity regional transportation to move passengers between the Cities of Phoenix and Tucson. This study builds on previous work performed by ADOT and other agencies. Because federal funds are being used to fund the work program, and federal funds will likely be sought to help implement a preferred alternative, an environmental document is being prepared to satisfy requirements of the National Environmental Policy Act (NEPA). The Federal Railroad Administration (FRA) and Federal Transit Administration (FTA) are providing funds for this study. The agencies are designated as co-federal lead agencies for the study process. NEPA contains certain requirements that all federal agencies must follow. This project is designed to meet both FRA and FTA requirements to recommend a preferred alternative for a fixed guideway project to improve the intercity connectivity and the commuter mobility within urban areas in the same study area. Status: Currently, the study has completed project scoping and is now in the initial screening process to identify the project corridor, stations and type of service Modern Streetcar Land-Use Compatibility Study Staff Contact: Patrick Hartley Summary Pima Association of Governments has contracted with The Planning Center and their subconsultants to develop a Tucson Modern Streetcar Land Use and Development Implementation Plan. The purpose of the Plan is to prepare properties within ¼ mile area of the modern streetcar alignment for transit-oriented development (TOD) by addressing barriers, gaps, and needed refinements in the current City of Tucson land use plans, zoning maps, and development and design standards. The Plan is to lead directly to

61 legislative planning and zoning processes (e.g. land use plan amendments, rezoning, urban overlay districts, amendments to the City s Downtown Area Infill Incentive District, form based code, and/or land use plan amendments) and revised procedures so that the Plan s recommendations can influence development proposals along the streetcar line and allow proposed development to occur in an expeditious manner. The Planning Center has signed a supplementary contract with the City of Tucson to conduct a public involvement process in the form of a design charrette for the study area. The Implementation Plan, including public involvement, is to be completed February 28, Status: PAG worked with the Planning Center to approve a no-cost contract extension to the plan lasting until February The plan is currently at 85% completion and is anticipated to fully complete in the next 1-2 months, likely requiring an additional no-cost extension. The project team is finalizing recommendations for refining the City of Tucson s Infill Incentive District, completing recommendations for each segment of the streetcar alignment, and meeting with City staff and stakeholders to review the preliminary recommendations.

Establishes the State Parks Board Heritage Fund, and requires the Heritage Fund to be administered by the State Parks Board for specified purposes. State Lottery Fund (SLF) monies must be used to reimburse the general fund for payment to LTAF of $18 million each FY. Of the monies remaining in the SLF, up to a maximum of $23 million each FY must be deposited in the general fund to be used to offset reimbursements to LTAF and up to a maximum of $7.65 million each FY must be deposited in the general fund to be used to offset reimbursements to the County Assistance Fund. Of the monies remaining in SLF, $10 million must be deposited in the Heritage Fund.
