2 4. Arizona Department of Transportation (ADOT) Traffic Data Collection Program ADOT staff will report on the state of traffic data collection in the PAG area and future improvements. This is an information item. 5. Valencia Road, Wilmot to Kolb Three options for the reconstruction of the widening of Valencia Road through the Kolb Road intersection have been developed, and a comparison of costs and performance of the options has been conducted. A project recommendation has been made based thereon. Action: That the Management Committee recommends to the RTA Board selection of the existing Valencia Road alignment, together with indirect left turns and merge ramps for design and construction. 6. See separate agenda item. o RTA Report See separate agenda item(s). o TPC Finance Subcommittee Report The Transportation Finance Subcommittee chair or representative reported on the March 19, 2014 meeting o 2015 Orthophoto and Terrain Acquisition The Regional Data Commission is preparing for a spring 2015 orthophoto and elevation data acquisition program. The committee has held two meetings to discuss desired acquisition extent and product specifications for the 2015 acquisition. o ADOT Traffic Data Collection Program ADOT staff provided an overview on the interstate and state route traffic data collection program within the PAG area. The overview focused on the collection of traffic volume data as the primary data source of the ADOT data collection program. ADOT staff provided information on planned improvements to the ADOT program including projected new collection stations and evaluation of other data sources for transportation planning use. 11 SUBJECT: Joint Procurement between the RTA and Valley Metro RPTA for Ajo Transit Services Meeting Meeting Date Agenda Category Agenda Item # Management Committee April 9, 2014 Consent/Action e REQUESTED ACTION/SUGGESTED MOTION It is recommended that the RTA Board approve a joint procurement approach between the RTA and Valley Metro RPTA for Ajo Transit Services. ASSOCIATED OWP WORK ELEMENT/GOAL Work Element 1446, Regional Transportation Authority Support SUMMARY In 2009, the RTA entered into a contract with Second Generation Inc. for the provision of transit services in Ajo, including fixed-route service between the Ajo and Tucson and a dial-a-ride service within Ajo. An additional fixed-route service between Ajo and Gila Bend is funded by the RTA in partnership with Valley Metro RPTA, who provides funding for service from Gila Bend to Phoenix. The original RTA contract with Second Generation reached term in November 2012, and was extended until October Valley Metro, also has a contractt with Second Generation that expires in October Initial discussions between the agencies identified multiple benefits to a joint procurement approach. A joint process would reduce staff time spent on the procurement for both agencies, would simplify contract oversight and compliance, and could reduce capital expenditures through vehicle-sharing opportunities. Both agencies would maintain separate final contracts with a chosen operator. If approved, RTA staff will work with Valley Metro to produce a Request for Expression of Interest (RFEI) in late April. The goal of the RFEI is to expand the base of interested contractors beyond the single bid received on the last Ajo services Request for Proposal (RFP). Pending RTA and RPTA Board approvals, a full RFP will be released in May, a final contractor willl be selected for Board approval by August, and a new contract will be executed with a start date of Nov. 1, PRIOR BOARD AND/OR COMMITTEE ACTION None. FINANCIAL CONSIDERATIONS The joint procurement process may reduce costs in two ways. One, the joint procurement could attract more bidders, potentially resulting in reduced pricing. ASSOCIATED OWP WORK ELEMANT/GOAL Work Element 1441, Transportation Finance and Policy. SUMMARY ADOT staff will provide an overview of the draft ADOT 5-year program. The ADOT 5-year program is similar to the PAG TIP in that it is a 5-year program outlining the projects to be completed by ADOT, the funding sources that will be used for those projects, and the years in which those funding sources will be available. Like the TIP, it is a fiscally constrained document. ADOT is currently seeking public review and comment of the Tentative Program. The April 11 meeting of the Arizona State Transportation Board, to be held at the Marana Town Hall, will be one of three public hearings on the tentative plan. The Tentative Program is scheduled for final review and approval by the Arizona State Transportation Board on June 13 at the board s meeting at the Willcox Town Hall. 15 SUBJECT: Valencia Road, Wilmot to Kolb Meeting Meeting Date Agenda Category Agenda Item # Management Committee April 9, 2014 Discussion/Action 5 REQUESTED ACTION/SUGGESTED MOTION That the Management Committee recommends selection of the existing Valencia Road alignment, together with indirect left turns and merge ramps for design and construction. ASSOCIATED OWP WORK ELEMENT/GOAL Work Element 1446, Regional Transportation Authority SUMMARY The development of Valencia Road, between Wilmot and Kolb, will occur on one of two alignments, either using the existing roadway alignment together with indirect left turns and merge ramps (Option 1) or, using a realignment of Valencia Road to the south, together with the retention of the existing intersection to allow turning movements between Kolb (north) and Valencia (west) and indirect left turns at the relocated intersection (Option 2). An additional element has been evaluated as well: a flyover ramp to serve left turning traffic from eastbound Valencia to northbound Kolb. This would modify the first option by eliminating the indirect left turn/merge ramp at the northeast corner of the intersection (Option 3). In order for the RTA Board to make an informed decision between the alignments, an apples to apples comparison was made, considering cost and performance of the 3 options, with the roadway costs based upon a 6-lane configuration on Valencia between Wilmot Road on the west and the abandoned DM railroad spur on the east. Performance Comparison The performance of each of the three options was evaluated for construction costs, average delay, access to existing businesses and long-term jurisdictional expenses. Construction Cost Construction costs for the 3 alternatives were based upon average unit prices received by Pima County on the Valencia Road, Alvernon Wilmot, project which was recently awarded, together with quantity estimates prepared by EPS Group. Right-of-way estimates were developed by Tierra Right of Way services in conjunction with Southwest Appraisal Associates. The lowest construction cost alternative is Option 1, at approximately $19.6 million. Option 2 is approximately $3.4 million more expensive, and Option 3 has the highest cost, at approximately $7.1 million more than option 1. Packet Material Prepared: April 3, 2014

16 Average Delay Each of the alternatives has different operating characteristics, some of which favor different movements. Once it is determined that no individual movement has an unacceptable level of service, the best way to compare the alternatives is to compare average delay. Both Options 1 and 2 have comparable levels of delay, and no individual movement fails. Option 3 operates substantially better, particularly in the evening peak hour. The project team believes that all of the options presented address the capacity needs of the project acceptably. Access to Businesses Option 1 provides the best access to the business properties in the area of the three options. No access is lost, and the provision of two-way traffic on the northeast ramp provides access to the property on the northeast corner directly from Kolb Road, which does not currently exist. The existing Diamond Shamrock gas/ s/convenience store loses the direct pass-by of traffic making the eastbound northbound turn, but a U-turn opportunity at the ramp signal will provide access to the Diamond Shamrock for that movement. Option 2 substantially reduces the pass-by trips to the gas/convenience store at the existing intersection by diverting the Valencia through movement away from the current intersection. Additionally, for the existing intersection to operate acceptably, the westbound approach must be converted to right-turn only operation. This will not adversely affect the movement of regional traffic, but it will limit the value of the existing roadway for future development. Option 3 eliminates access opportunities to surrounding properties from the traffic on the flyover, and prevents any additional access to Kolb Road for properties on the northeast corner of the intersection. Long-term Jurisdictional Expenses Long-term jurisdictional operational expenses for sweeping, signage, accident repair, trash collection, weed abatement, irrigation, landscape care, and the more expensive pavement preservation costs associated with long-term preservation of the roadway assets are largely proportionate to the extent of improvement area. Option 1 adds approximately 6..6 arterial lane miles of new pavement, 0.64 miles of median islands and 8 signal approaches to the arterial network for long-term maintenance operations. Option 2 adds approximately 9..3 arterial miles of new pavement, 14 signal approaches, 1.13 miles of median islands and 4,700 feet of drainage channel to the public infrastructure inventory for long-term maintenance. Up to 1.2 lane miles of arterial roadway could potentially be abandoned back to the adjacent landowner, and removed from public maintenance. Option 3 adds 3 bridge structures and approximately 6.6 arterial lane miles of new pavement, 0.46 miles of median islands and 7 signal approaches to the arterial network for long-term maintenance operations. 17 Recommendation: Using a simple scoring matrix, the 3 options have been compared for individual performance based upon the criteria above, on a scale of 1 to 3, with the best overall performance having the lowest sum: Construction Cost Average Delay Access to Business Long Term Maintenance Costs Sum Option 1 Option 2 Option Although weighting of the scoring above may be desirable, the recommended project is the lowest cost alternative. While the project costs exceed the amount of funding available for the Wilmot to Kolb phase, all projects extend into the future Kolb to Houghton phase of Valencia (RTA #25) and option one is the only option which can be scaled down to meet the existing funding amount within the limits of the Wilmot to Kolb phase. Staff recommends Option 1, using the existing Valencia Road alignment, and scaling the scope of work to match the budget and to widen the Wilmot to Kolb section of the roadway to 6 lanes, together with the indirect turn improvements and ramps. PRIOR BOARD AND/OR COMMITTEE ACTION The RTA was advised, by letter dated Oct. 10, 2012, of the County s inten to withdraw as Lead Agency for a portion of RTA #24, Valencia Road, citing a need to recuse itself due to conflicts with a major landowner. The RTA Board accepted reassignment of the project at its Dec. 6, 2012, meeting and executed a staff-sharing IGA to allow the RTA to access County staff for the execution of the project by the RTA. At the April 25, 2013, RTA Board meeting, the Board continued a staff recommendation to develop an interim recommendation to construct indirect left turn improvements at the existing intersection. The staff was directed to do additional planning and analyze the financial impact of the anticipated bid for the Wilmot to Alvernon phase of the project. At the Oct. 24, 2013, RTA Board meeting, staff reported on the following: o The expected costs for the Wilmot to Alvernon phase of the Valencia project, based upon the recent contract award by Pima County; and, o The funds estimated to be available for the Wilmot to Kolb phase, as well as the Kolb to Houghton phase; and, o A detailed plan to accelerate, to the maximum extent practical, using the alternative delivery methods allowed under state law, the construction of Valencia Road, from Houghton to Wilmot, together with an estimated timeline to complete the project; and, o A review of known, entitled projects which may benefit our local economy if additional capacity is constructed on Valencia Road. o The potential expansion of the Valencia Road corridor projects to include the construction of Valencia Road between Houghton and Old Spanish Trail o The potential for financing the jurisdictional funding commitments to RTA projects over the remaining life of the RTA Plan Packet Material Prepared: April 3, 2014

18 Staff presented to the RTA Board a basis upon which an alignment decision could be made at the Dec. 5, 2013, meeting. The recommended approach includedd development of a project scope of work that had common termination points and the engagement of a right-of-way services team that included an appraiser to recommend right-of-way acquisition cost estimates, and identifying the risks associated with the RTA becoming entangled in the current litigation between Pima County and an adjacent landowner. FINANCIAL CONSIDERATIONS The Valencia Road, Wilmot to Kolb, project has $15.9 million in available funding. SUMMARY The 2014 session of the Arizona Legislature opened on Jan. 13, The deadline for House bills to be consideredd in the Senate (and vice versa) passed on March 21. Grayed out selections in the attached report are bills that did not meet this or previous deadlines and are not likely to advance in their current form. 20 ENVIRONMENTAL PLANNING ADVISORY COMMITTEE (EPAC) SUMMARY REPORT EPAC Items of Interest On February 7, Donald Mounce, Sahuarita Citizen representative, and Kendall Kroesen, Environmental Group representative, were unanimously elected as Chair as Vice Chair to serve a two year term. Presentations were given by Dr. Barbara Eiswerth, the Iskashitaa Refugee Network Director, on what the organization is doing to integrate refugees and new citizens to Tucson s neighborhoods by combining cross-cultural methods and innovative programs with local foods. Mr. Fred Brinker, Tucson International Airport s (TIA) Senior Director of Planning and Development, outlined the the recently completed TIA s one megawatt solar photovoltaic project located above the daily area of the main parking lot at the airport. This project is unique and has attracted interest, becoming a showcase for visitors to Tucson and for those studying solar structures and energy savings. TIA is now looking to expand its solar footprint. On March 7, Arlan Colton, Pima County Development Services Director of Planning, gave an overview of Pima Prospers, the County s updated Comprehensive Plan. He outlined key components, the public participation process and results to date, and encouraged input as the process moves forward. Dr. Marston, School of Geography and Development, University of Arizona, gave a presentation on the Community and School Garden Program highlighting the cooperative efforts between the University students, community partners such as the Foodbank and under-resourced schools. Claire Zucker, PAG Sustainable Environment (SE) Director, reviewed the FY Overall Work Program (OWP) with a focus on the SE Program elements. EPAC Subcommittee and Program Updates Air Quality The final report from the EPA/PAG/SunTran transportation efficiency measure study evaluating air pollutant and greenhouse gas emissions and travel reduction benefits was released in Jan Of the four local measures evaluated, an all access transit bus produced the greatest travel and emission reduction benefits. PAG was one of three MPOs in the nation chosen to participate in this EPA project. Air quality staff completed the transportation conformity and program analysis for the draft 2015/2019 Transportation Improvement Program (TIP). Data collection for the 2014 Regional Greenhouse Gas Inventory , was completed and staff is now analyzing the data for its new report, expected in June The report covers greenhouse gas emissions for eastern Pima County and the City of Tucson and their respective governments. Air Quality staff is launching its Clean Air Starts with Me! campaign in April, to coincide with the start of the summer ozone season. The goal of the outreach effort is to provide information on ways to reduce vehicle travel and encourage vehicle maintenance to reduce air emissions. Television and radio commercials as well as bus advertizing and billboards will help to spread this message. The last Air Quality Subcommittee was held on Dec.10, The December meeting had presentations from the University of Arizona CLIMAS staff summarizing the outcome of the regional Climate Change Summit held in Nov The goal of the Summit was to provide useful information on the community s vulnerability to climate change to municipal leaders. The results of an exit survey noted that over 80 percent of participants expressed a strong interest in continuing in a regional dialog on climate change. Additionally, PAG s Travel Demand Manger provided an overview of the Palo Verde on the Move program that began in Oct In the future, the Subcommittee will meet on an as-needed basis.

21 Watershed Planning PAG's Stormwater Management Working Group has met monthly since January to plan a summer outreach expo for the public, business owners, and jurisdictional staff to attend. MS4s can count this as employee training and professionals will receive continuing education credit. A partnership was formed with Arizona Project Wet to train teachers on stormwater pollution prevention and watershed awareness to help MS4s meet measurable outreach requirements. The Watershed Planning Subcommittee (WPS) will meet on March 31 after a five month break to hear research presentations that will aid jurisdictional water resource planning efforts, including the topics of effluent antibiotic resistance and rainwater harvesting water quality. Travel Demand Management (TDM) Sun Rideshare introduced a new look and tag line (Drive Less. Save More.) in January The new branding was introduced with new graphics on the website and an advertising campaign, which includes billboards, movie theater advertising, and exterior and interior bus ads. A new infomercial about the benefits of alternative transportation is approaching 900 views on You Tube. The Sun Rideshare Rewards Program began January 1 and will continue for two years. Over 520 people have logged trips in the Rewards Program, accounting for about 310,000 miles not driven. A new Travel Reduction Program (TRP) Task Force began their two year terms on January 1. There are 13 employer representatives, six jurisdiction representatives, and one advocacy group representative. The Task Force voted to move three companies to the appropriate jurisdiction for potential enforcement actions due to not submitting the Employee Survey. TRP employers have returned to an annual employee survey. A training session for Transportation Coordinators (TC) was held on March 25 and 25 TCs attended. The TRP work plan and Scope of Work for FY2014/2015 was released to ADEQ for the next grant award. Future EPAC Agenda Items A presentation on the Strategic Vision for Water Supply Sustainability by the Arizona Department of Water Resources and a Working Session to discuss EPAC s efforts to be more purposeful are scheduled for the April 4 meeting.

24 PAG Regional Transportation Highway Program Fiscal Years INTRODUCTION Pima County voters approved the half cent sales tax on May 16, 2006, at the same time they approved the 20-year, $2.1 billion Regional Transportation Authority (RTA) plan. The RTA plan as outlined in the 2006 ballot includes roadway, safety, transit, and environmental and economic elements. The plan will be implemented over a 20-year period, ending in Pima Association of Governments (PAG) is the federally designated metropolitan planning organization for Pima County with program areas that include regional transportation planning. The Regional Transportation Authority (RTA), a regional governmental entity established in August 2004, developed a 20-year regional transportation plan approved by Pima County voters on May 16, REVENUES AND FUNDS Regional funding (RTA Funds): Pima County has a half cent sales tax in place that funds projects outlined in the RTA plan. The RTA was passed in 2006 for 20 years. PAG 12.6% and PAG 2.6%: The PAG area receives annual funding from the HURF, which consists of fuel taxes, vehicle license taxes, registration fees and other sources. It is divided by statute among the Department of Public Safety (DPS), ADOT and counties, cities and towns. ADOT receives 50.5% of HURF after an initial distribution to DPS and other items are taken off the top. ADOT sets aside 12.6% of its distribution by state law, plus another 2.6% by State Transportation Board policy, in the Maricopa Association of Governments (MAG) and Pima Association of Governments (PAG) areas, of which 25% of each set aside is allocated to the PAG area. PAG 2.6% funds refer to funds that can only be used on state routes and highways. PAG 12.6% can be used for arterial roadways. ADOT 13% Funds: After the deduction of the 15% funds, ADOT s share of HURF funds must pay for ADOT operations, maintenance and debt service on outstanding bonds. The remainder is then combined with ADOT s share of federal highway funds and forms the basis for the ADOT highway construction program. This block of funds is often called the ADOT discretionary funds, of which a 13% share is reserved for highways in the PAG area. Page 93

25 PAG Regional Transportation Highway Program Fiscal Years Federal Funding: Federal funding available for transportation is set through authorization of federal legislation from Congress. Once a bill has been passed, the federal funding outlined in that bill is used as an estimate for future years of the program until a new bill is passed. PUBLIC HEARINGS The five year FY Program must be approved by both the ADOT State Transportation Board and the PAG Regional Council. For ADOT, the approval process included presentation to the State Transportation Board in February, followed by Public Hearings in Phoenix on March 14, 2014, in Marana on April 11, 2014, and in Flagstaff on May 9, 2014, with final approval at the State Transportation Board meeting in Willcox on June 13, FY PAG REGIONAL TRANSPORTATION HIGHWAY PROGRAM The following pages provide a listing of the PAG Regional Transportation Highway projects for the period FY It is important to note that the programming of projects as depicted in this document is on an obligation basis. This means that the full cost of each project is shown in the fiscal year in which the project is expected to go to bid. Actual flow of cash payments on the project extends for the duration of work activities, which may span several years.
