Call to Order: The Advisory Committee was called to order by David Hall, Committee Chair, at 3:04 p.m. in Conference Room D& E, Second Floor of the Human Services Building, 5303 South Cedar Street, Lansing. Approval of Previous Minutes: Moved by Kerry Minshall, supported by Fred Cowper, to approve the March 20, 2014 minutes. Motion carried unanimously. Additions to the Agenda: John Stressman requested that a discussion on the NetMotion software expense be added to the agenda as Item 4. An EMD presentation by Bruce Gaukel was added as Item 3C. Limited Public Comment: None. 1. Ingham County Deputy Controller s Report John Neilsen a. Update on CEIL Agreement Revisions Neilsen stated that there had not been much movement on updating the CEIL agreement. A new director for Livingston County has just been appointed and the CEIL group is working to bring him up to speed on the current situation. Members of CEIL will be meeting with the Michigan State Police to determine what CEIL s liability for the microwave grant is; it is possible the microwave equipment could be given or sold to another agency in Michigan willing to use it for a grant eligible purpose. The CEIL committee will continue to look for other projects to collaborate on. b. Update on BOC Action Neilson noted that some very early budget projections for the next five years were being developed and that potential costs for upgrading the Ingham County radio system would be determined as part of this process Director s Report Lance Langdon a. Report on Ingham County Central Dispatch Operations Langdon distributed and reviewed a handout updating the group on Center operations, including staffing and the budget. Yankowski commended the dispatchers who worked both shootings on Monday for the excellent job they did coordinating communication between agencies. 911 Advisory Committee Minutes 5/15/14 Page 1 of 3

3 b. Update on SB 636 Langdon noted that this bill was passed into law on 3/25/14. The bill outlines a process for land line phone companies to end their service when other alternatives are in place. c. Radio System Update Langdon stated that he and other representatives from Ingham County had met with Harris a few ago to review their options and discuss timelines for upgrading the EDACS system by This will continue to be discussed at future meetings, as more information is available. Langdon did note that transitioning to the P25 standard would give agencies the option to purchase their radios from any vendor, increasing competition among those vendors and hopefully decreasing the cost of the radios. d. Ingham Website Update Langdon informed the committee that Strickling had completed work on the Ingham County section of the main county website. There are links to every agency served by the Center on the website, as well as information on the FOIA process, statistics, and hiring. The web address is 911.ingham.org; Langdon encouraged the departments to view the website and to direct people to it. Minshall suggested that adding a portal for agencies to enter their burn permits would be a useful addition to the website; Langdon agreed to see if this was possible Deputy Director Report Bruce Gaukel a. Update on CAD Demo by Texas Agencies Gaukel stated that a demo for the CAD mobile product can be arranged. He ll the Texas agencies he know work with the mobile product about a demo opportunity, and he s already confirmed that trainers from the Texas agencies are willing to hold a webinar. Gaukel will set a date for this and send it out to local agencies so they can have staff attend. The webinar could also be recorded so anyone unable to attend could still view it. b. Update on Airport Gaukel stated that as far as the Center is aware, the staff at CRAA has begun using their Harris radios on their own conventional frequencies. Our dispatchers can communicate with their dispatchers, are they are monitoring a few of our frequencies. They still have not provided Ingham County with a radio on their conventional frequency; Gaukel noted that having access to this would improve our interoperability as well as theirs. The Center has space in their radio cabinet to accommodate their radio, but the airport has stated cost issues are preventing them from providing one. c. EMD Presentation Attachment 1 Gaukel showed the group a demo video of a call taken using Priority Dispatch EMD software, which the Center will be transitioning to in June. He also passed out copies of the physical cards dispatchers will use as a backup for the software. Gaukel noted that Priority Dispatch is the leading EMD program around the world, and that mobile data for agencies will be extremely improved once it is implemented. The question of whether private ambulances would have access to mobile data was raised, and Gaukel and Langdon both agreed private ambulance companies would have access if they wanted to purchase the equipment/software. The program has been submitted to Dr. Robert Orr, the Medical Director for the Tri-County Emergency Medical Control Authority for final approval. 4 Attachment 1 noted that there shouldn t be any issues with approval, as Dr. Orr has already approved the program for use in Eaton County. 4. NetMotion Software Expense Discussion Stressman stated that the NetMotion software expenses for public safety agencies were discussed at the TIC meeting on 5/14/14. The discussion started when Mike Ashton, Ingham County IT Director, inquired how agencies would prefer to be billed by Tritech; the agencies all agreed being billed individually was best so any billing issues could be addressed directly with Tritech. Chief Bob Young of the Williamston Police Department questioned whether the individual agencies should be paying costs for mobile maintenance fees and mobile server maintenance fees, or if these should be covered by funds. The TIC group will be putting together a proposal for Ingham County to take over these fees. Neilsen stated that Ingham County would need to review this issue before any discussion can take place; this item will be discussed further at the next committee meeting. Limited Public Comment: Neilsen noted that the retirement board at the City of Lansing approved an amount to cover the interest accrued while negotiations on employee pensions took place. The Ingham County continues to work with Lansing on transferring the rest of the retirement healthcare funding. The next meeting is scheduled for Thursday, June 19 th at 3 pm.
