1 Hunger Games Committee Study Guide
2 Respected Delegates, Welcome and congratulations on your position as a member of the Hunger Games Committee! The HGC was established after the events in Catching Fire, the extremity of events having taken place has caused prominent members of various districts to come together to form the committee in order to decide future plans of action in the revolution. All events that will take place in the committee are independent of Mockingjay, the third book of the series will not be taken into account, the committee will commence first to discuss the political aspect of the revolution. Delegates note the events that have taken up until this point that may help you spark debate, ou may also take note of several events in book 3 that may give you ideas for possible courses of action. I recommend you look through the rules of procedure thoroughly as well as this study guide and other external sources of information, if you have any questions you may contact me at my address phioneprincess@gmail.com, Facebook or any other means which may so be convenient. 3 RULES OF PROCEDURE: The committee will follow standard UN procedure. In the that there is no current crisis, delegates may discuss topics they so believe to be necessary. A delegate in a crisis committee may express direct reactions, react to situations and order for situations by the use of four tools: i. Directives: 1. Also known as action plans are the main form of writing in a crisis committee, or the most widely recognized. They consist of orders and actions that the committee as a whole wants to take, 2. Are to be written using precision and brevity, consisting of specific actions to be taken by the appropriate body; delegates must note that Directives must be precise as orders will be taken out exactly and all possible negative side effects must be inhibited. ii. Communiqués: 1. Are messages from the entire committee to another country, organization, person or group of people to facilitate dialogue between the relevant actors in a crisis, 2. Often include negotiations, threats, messages and requests for aid or support but are not limited to those topics; iii. Press Releases: 1. Are sent from the committee as a whole but addressed to the public, 2. Can be used to sway opinions, or provoke public reaction; iv. Portfolio Requests: 1. Are actions taken individually by members of the committee, without the consent of the whole committee, 2. Are limited to the delegate s own powers and jurisdictions, and character description. 3. Can be, but are not restricted to: Launching a covert military attack using private resources Leaking false intelligence to an organization Communicating with a delegate from another related crisis committee. The format for the following consists of a title, signatories and the action order written precisely and concisely.
4 HOW TO RESEARCH: It is advisable for all delegates to be well versed in the events proceeding up to the end of Suzanne Collins Catching Fire and recommended to be aware of the events that take place in Mockingjay in order to ensure each delegate is well informed and debate flows efficiently. The executive board also recommends the full use of this background guide and additional information that can be found on the internet, source books or other. Points to Remember: (i) The freeze date for this committee is after the events that occur in the second book of The Hunger Games series, Catching Fire. (ii) It is incredibly important for delegates to ensure that they are well versed in all events that occur in the first two books of the series and recommended that they are at the very most aware of the events that take place in book 3, Mockingjay. (iii) It is extremely important for delegates to remain in character, similar to as in standard committees, just as as a foreign policy must not be violated; delegates must react and work just as the character they so are in committee. This is extremely important for debate. For reference a description of each delegates position is provided in this guide. (iv) Each delegate must create an introductory speech to discuss their stance on the agenda, committee will begin with a round robin, a procedure where each delegate gives his stance on an issue. (v) It is important for delegates to remember that they must view matters in committee on a political side and not be limited to personal bias or perspective on certain issues based on opinions formed when reading the books. Recommended Topics of Discussion: Please note that the following are recommended topics for discussion, delegates must not limit themselves to only the following, the Executive Board recommends delegates to prepare for some of the following situations and discuss and present other topics of discussion they may so think of themselves: (i) State and rescue of those kidnapped by the Capitol. (ii) Methods to overpower the Capitol. (iii) Affairs and state of life in District 13 (iv) Affairs of other Districts (v) Destruction of District 12 (vi) Weapons and training. (vii) Formation of an army.
5 Members of the Committee Representative of District 1: District 1 makes the luxury items and is known to be one of the wealthiest districts of Panem. The luxury goods it produces are used by the Capitol, making it a very favorable district in the eyes of the President. The members of this District are known to take great pride in the Hunger Games. Representative of District 2: District 2 s main industry is masonary work. It is also one of the largest and wealthiest districts of Panem. Peacekeepers are usually trained in District 2 as the weapons are manufactured there. Representative of District 3: District 3 s main industry is technology, specializing in televisions and computers. It is one of the few rebellious districts in the entire Panem. Representative of District 4: District 4 is one of the wealthiest and the rebellious district s of Panem. Their main industry is fishing, this helps their tributes in the Hunger Games to be skillful with fishhooks and nets. Representative of District 5: District 5 s main industry is power and electricity. It holds the crucial responsibility of generating power for the entire nation. Representative of District 6: The main industry for District 6 is transportation. They are responsible for the making of hovercrafts and high speed trains. The victors from this district are known for taking huge amounts of the drug Morphling in order to suppress memories of the Hunger Games. Representative of District 7: District 7 provides lumber for the Capitol and is known to be the middle class district of Panem.
6 Representative of District 8: The main industry of District 8 is textiles and clothing. They have a factory that specializes in the production of Peacekeeper uniforms. District 8 is also one of the rebellious districts of Panem. Representative of District 9: District 9 s main industry is grain. It has many factories that specialize in grain processing. Representative of District 10: This district is one of the poorer districts in Panem. It is responsible for livestock, and provides beef to the Capitol. Majority of District 10 is farmland. Representative of District 11: This district is also one of the poorer districts of Panem. Their main industry is agriculture; orchards, and wheat. Everything that is grown in District 11 is sent to the Capitol. Katniss Everdeen Katniss is main of the Hunger Games trilogy. Her actions and decisions can have a major effect on District 13, the rebellion and its followers. Gale Hawthorne An important member of District 13 and dedicated member of the rebellion. He is a good friend of Katniss Everdeen and has a great affect her decisions and actions. Finnick Odair Towards the beginning of the book, Mockingjay, Finnick s actions and decisions seem to be for the betterment of his lover Annie. He is also good friends with Katniss Everdeen. Haymitch Abernathy Continues to be a mentor for Katniss and Peeta even after the Games are over. Regardless of their clashing attitudes, Haymitch cares deeply for Katniss and is seen to help her with problems, whenever sober. President Coin Her views and actions show here to be manipulative, devious and unmoving from her goals. President Coin sees Katniss as nothing more than an icon for the rebellion. Plutarch Heavensbee Although his motives and ambitions are uncertain he is completely for the rebellion as he fooled President Snow into believing he was on the Capitol s side.
7 Boggs Previous to being Katniss s bodyguard, he was President Coin s right hand man. He gains Katniss s trust and respect once it is known that he is not devoted to President Coin even in the rebellion. Beetee Latier While in the arena, he was the one who Katniss trusted the most. He works with Gale in the weapons area since he is from District 3. Effie Trinket She is very close to Katniss and seems to care for her a great deal. Effie was responsible for being Katniss and Peeta s escort while they were taking part in the Games.
