2 In 2017, members of the CVAHIMT were tasked with organizing the regional response for the Unite the Right Rally in Charlottesville, VA and a subsequent protest in Richmond, VA which occurred exactly one month later
3 Agenda CVAHIMT S Involvement in Charlottesville 2017 Lessons learned that were applied to the response strategy for Richmond 2017 Lessons learned that were applied to the response strategy for Charlottesville 2018
4 CVAHIMT S Involvement in Charlottesville 2017 CVAHIMT received a last minute request to assist the City of Charlottesville with the Unite the Right Rally. The team deployed Tuesday and worked through the Planning P for the event which was scheduled for Saturday. IMT Lessons learned Agency Administrator s Briefing Interactions with Police, Fire, and EMS After Action Report Tactical Lessons Learned
5 IMT Interactions with Law Enforcement It is incumbent upon IMTs to establish a good working relationship with their Law Enforcement Partners prior to a protest which often times ends up being managed more like an incident than a pre-planned event. Speculation as to why Law Enforcement has been reluctant to embrace ICS Use the many examples of things that have gone wrong across the nation to emphasize the need, i.e. lack of coordination amongst different disciplines, etc. Pre-planned events to build rapport
6 Response Strategy for Richmond 2017 Prior relationships built during the UCI Bicycle World Championships in September of 2016 allowed for a truly unified command The IMT concept was embraced from the beginning. Police, Fire, EMS, and Public Works representation in UC Taught / explained who, what, when, where, and why to newcomers as we worked our way through the Planning P Rescue Taskforces included Police Fire and EMS Police / EMS Bike Teams Joint Training

9 CVAHIMT S Involvement in Charlottesville 2018 The Virginia State Police and Charlottesville Police brought the IMT in early to plan for the next protest. ICS was embraced at all levels of the organization. Coached and mentored everyone through the All Hazards Planning Process and ensured they understood why they were doing things through the eyes of experienced IMT members. Looked for opportunities to take the workload off of the people who expected to do all of the work and distributed it to the appropriate Section.
