2 Delegates and Faculty, I d like to welcome you to UCI s 25 th annual High School Model United Nations Conference. My name is Sarah Ahmad, and I am proud to serve as the Secretary-General for UCIMUN s 25 th anniversary. As per tradition, the conference will be hosted at UCI s Student Center, the hub of our beautiful and eco-friendly campus. Here at UCI, we strive to provide an enriching environment through competitive debate at both the novice and advanced level, with a strong emphasis on the educational gain of the students. UCI is proudly recognized as a research university; one that fosters culturally aware students, both connected to the global community and passionate about the state of global affairs. We hope to capture this drive towards advancement and amity through our conference theme this year, Pursuing peace and security in today s global landscape. All of our topics feature an emphasis on current events, from the ongoing Middle Eastern refugee crisis to the war on terrorism in today s modern scene. Our staff s goal is to not only provide delegates with high quality debate, but also with an opportunity to immerse themselves in intellectual discussion of issues that are relevant to the community around them. The committees will revolve around the attainment of peace and security in areas such as public health, humanitarian crises, as well as large-scale crime. Our theme will allow delegates to research relevant topics that will better their understanding of the current state of world affairs, as well as help them brainstorm fresh, creative solutions that are applicable to these recent issues. My staff has been working tirelessly towards conference preparations and we can t wait to see you all conference weekend! The hard work, dedication, and research that has gone into preparation thus far will only be furthered with the insightful opinions and discourse that is to come from our delegates. I encourage delegates to look beyond these documents, and to approach their topics not just as a mode for comprehensive debate, but as real world issues in need of feasible, pragmatic solutions. 3 Hello Delegates, Let me be one of the first to welcome you to the 25 th Annual University of California, Irvine MUN High School Conference. My name is Krystian Ibanez and I am your USG of Specials for this conference. It has been my job these last few months to organize and prepare the substantive material regarding the specialized committees. My staff and I have worked long and hard to bring you both an educational and competitive environment for this year. I hope that over the two days of our conference, you all can find solutions for some of the world s most pressing and urgent questions. Although this may only be a simulation of the real work being done in the UN, the topics you shall debate are real issues and I would like every delegate to walk away from the conference feeling as if they have helped the world be a better place for us all. I am currently a second year Biological Sciences student hoping to transfer into a Human Biology Major to pursue a carrier in Medicine. Like some of you, I have found that helping others is something that I do quite well. This characteristic of mine combined with my love for sciences lead me down the path of a doctor. Last year, with the UCIMUN Travel team, I travelled to the NMUN National Conference and was able to help my team win third place overall. In addition to my travelling, I was also the director for UNIDO in last year s conference. The level of debate that those delegates showed was well beyond the expectations that I held for them and I hope that you all can bring that same quality of discourse in your committees this year. With that in mind, the specialized committees this year shall focus on the conference them of Peace and Security, with a heavy emphasis on compromise and long term solutions. The committees this year include: Security Council (SC), the International Atomic Energy Agency, (IAEA), World Bank, and an Ad Hoc committee on Terror. With each topic and with each committee comes the most important issues that the international community faces. I urge each delegate to think and debate holistically and try to reach agreements that span economic, social and political fields. I have high hopes for this year s conference and I encourage you all to make the most of these two days. Use this experience not as a way to pass a class or as another thing to put on a college application, but rather as a tool to light a spark in our community to bring change to the world. 4 Dear Delegates, My name is Suchith Shantharaj, and it is my pleasure to be your Director for the Ad Hoc Committee on International Terrorism for UCI s 25 th Annual High School MUN Conference! This is my third year with the UCIMUN program, and my 7 th year in MUN overall. I remember attending UCIMUN as a delegate almost every year in high school, and being inspired by how well the conference was run, and appreciating how it managed to keep to its traditional roots. My experience with MUN in high school imbued me with a closeness to the program, and a sense of duty in being a part of MUN once I came to college. Since my days in high school, I m thrilled to see how much the conference has grown, and I ve thoroughly enjoyed my experience with the UCIMUN staff. A little on myself I m a third year Applied Physics major, specializing in Engineering Physics and pursuing a minor in Information & Computer Science. Though my interests might show otherwise, I have a great love for Model United Nations, and have special interests in communications and politics both domestic and international. My interest in these fields drove me to leadership positions in a few organizations on campus including being one of the Secretary-Generals of last year s UCIMUN conference, and serving as Chief Justice of the Associated Students of UCI (ASUCI) Judicial Board. I am also lucky enough to be able to work with the School of Social Sciences here at UCI to offer a class on MUN, where I m able to teach fellow college students the ropes of MUN, and prime them for to work on our conference staff or with our UCIMUN Travel Team. Besides the many hours I spend on campus, I spend my free time watching the best television series the world has ever known, West Wing, for inordinate amounts of time, playing tennis and working as a professional tutor. I m very excited to be serving as the Director of Ad Hoc on Terror this year. It was one of my favorite committees in high school, and I m finally getting my chance to make it every bit as exciting as I d like! I expect an *extremely* advanced level of debate from my delegates, and I hope you re all ready for an engaging experience! Ideally this will be a committee that keeps you on your toes, and forces you to test your skills in diplomacy and conflict. We have a few curveballs planned for you all, so be prepared! Make sure to be as thoroughly researched as possible, and I encourage you to me with any questions you might have while conducting your research! Our committee will be focusing on two regions that tie in very closely with our conference s theme, Peace and Security: the South China Sea and the Middle East. Both of these regions are heavily afflicted with political and military conflicts, with multiple governmental and non-governmental actors each having a stake in the region and the conflict. Our committee will focus on quelling the unrest in these regions from every discernable facet, with the goal of ending the simulated conflicts that arise come committee. I hope you are all prepared for the thrilling days to come! I look forward to seeing you all in April. 5 Committee Background In early 2016, the UN Security Council created a coalition of nations for the sole purpose of combatting specific cases of terrorism around the world. The coalition is now referred to as the Ad Hoc Committee on International Terrorism, comprising of countries capable of effecting policy and actions to work towards the goal of the committee. In this convening of the Ad Hoc Committee on International Terrorism, hereafter referred to as Ad Hoc on Terror, the coalition is overlooking actions of a private military company (PMC) known as Aldrich Security and Defense (ADS). The company has been active in two main regions: (a) Monitoring the conflict in the South-China Sea, and looking at actors that may be influencing terrorist actions in the region. ADS suspects that certain political players may be looking for territorial and monetary gain, and for methods of attaining power and influence. (b) Carrying out covert operations in the Middle East to monitor and combat the terror by the Islamic State. These operations include vast intelligence gathering measures (monitoring equipment), as well as working with rebel groups in the region, to arm and train them to promote security in the region. Approach to Terrorism Delegates are expected to enter Ad Hoc on Terror fluent in the topic of international terrorism including various forms of terrorism, states and independent actors known to carry out terrorist actions, pre-existing international legislation regarding terrorism, etc. Ad Hoc on Terror will fluctuate in intensity with the rate of crisis updates. Delegates should also be well versed in their own country s proclivity towards sending out military personnel and resources, as well as the amount of capital their country would be willing to allocate, depending on the region, topic and pertinence of the topic at hand. 5 U C I M U N
6 Mandate and Committee Goals Ad Hoc on Terror was formed for the sole purpose of carrying out specific actions to combat terror around the world. The committee has the joint resources of all member nations, and works closely with the UN Disarmament and Security Committee and Security Council to carry out measures with their added influence and military power. The goal of Ad Hoc on Terror is to address and quell rising acts of terrorism around the world. This needs to be achieved from multiple perspectives a military one, a humanitarian one, and a socio-political one, just to name a few. The end goal should be to bring stability to our regions of focus, while minimizing conflict and ensuring a minimal loss of life in any situation Rules and Procedure Below are a few key points delegates must keep in mind during the committee session. Ad Hoc on Terror will operate as a normal crisis committee, and that these are specific to our simulation. At any time during a committee session, after a crisis update has been issued, delegates are allowed to submit directives of three different types: (a) Committee Directives These directives may be written by any number of sponsors. They must be presented to the committee, which will consist of a presentation of the directive and a question-answer period, moderated by the dais. These directives are then voted on, and pass with a simple majority vote. Those directives which are passed by the committee carry the full weight of the Ad Hoc on Terror, and are immediately put into action. 6 U C I M U N
7 (b) Single-Sponsor Directives These directives are written by a single sponsor, and are presented in the same manner as committee directives. They differ, though, in that they only utilize the resources, power and authority of that country. These directives are not voted on by the committee and are automatically put into action. (c) Top Secret Directives These directives follow the same guidelines as single-sponsor directives, but are not presented to the committee. Instead they are passed to the dais in the form of a note, and require an additional note at the top giving a justification to the request to make it top secret. Committee Authority and Powers Delegates in Ad Hoc on Terror are afforded greater flexibility in actions, as compared to UN Mains or ECOSOC committees. Under the correct circumstances, delegates are allowed to order fact-finding missions, deploy troops and military units, set up temporary or permanent international agreements, initiate diplomatic actions, and employ a plethora of techniques to bring about both their country s personal goals as well as the general goals of the committee. Delegates are limited, though, in the range of actions they can take. Delegates in Ad Hoc on Terror represent countries that must operate within all parameters set by international agreements, especially all international legislation regarding weapons and their use, and are required to stay on policy and act within the parameters expected from a delegate of that country. 7 U C I M U N
8 Research Questions 1. What kind of military history does my country have? (Have a clear idea of your country s military power.) 2. Does my country employ a conservative foreign policy, focusing efforts at home, or does it use its military influence to help ally nations? 3. What sorts of terrorism has your country dealt with? How has it reacted to them in the past, at home or abroad? 4. What international legislation, regarding terrorism, has my country been involved in, signed, ratified, etc.? 5. What sorts of terrorism are occurring in the committee s regions of focus? What parties (countries/ngos) are involved, and which parties could get involved to alleviate the strife caused by acts of terror? Country Profile Each delegates will be writing a single country profile, not position papers as outlined on the UCIMUN website. Profiles should include: A. Country s background/history with terrorism (1-2 pages, double spaced) B. How your country should delegate resources in the wake of terror (2-3 pages, double) C. How international actors/bodies/organizations and NGOs should delegate resources towards combatting terror ( 2-3 pages, double spaced) *Note: In sections B and C, delegates should be looking at terror from a broad perspective, not necessarily focusing on a single type or method of terrorism. Delegates should account for the regions discussed in the committee background guide (the conflict in the South-China Sea, and the Middle East). Terrorism can affect a variety of countries, utilize a vast range of weaponry and techniques, and affect any number of 8 U C I M U N
9 civilians and governmental/non-governmental bodies. As delegates are representing countries in an Ad Hoc committee, the mandate of our committee is open and subject to all forms of terrorism through updates that we will receive throughout the conference. 9 U C I M U N
