2 General Notes The structure of this committee is going to be unique from most other committees. On the surface, this committee is the Afghan Taliban (TA), Pakistani Taliban (TPP), and Islamic Movement of Uzbekistan (IMU), which has operatives in Uzbekistan and Tajikistan, all in the same room. Each organization retains full autonomy over their own resources and manpower, and can take actions by themselves with private directives (signed off by the relevant members). Any action that requires resources for more than one group requires a proper directive. Otherwise, members can take any action that is within their portfolio powers (detailed below). ** Note from Under-Secretary General of Crisis Committees: In crisis committees it is important to remember the double-sided nature of each persona. Each delegate should maintain a public agenda, while also interacting with crisis to attain his or her personal agenda. The dossier should proffer a framework in which your portfolio powers may operate and give you a starting point in thinking about how you would like to interact with crisis with said portfolio powers. If you have any questions please do not hesitate to me at vamun.crisis@gmail.com Commander + Supreme Commander (TA) + Commander (TPP) + Commander (IMU) The commander (or Supreme Commander) position represents the head of his respective organization. As Commander, these three people are responsible for broader, group-wide actions, as well as being the 'face' of the organization when dealing with international entities. The Commander must be in agreement with any action that his organization takes for it to be considered a 'valid' action; otherwise, the action is considered 'rogue', and the offending party must deal with the consequences (if the Commander manages to find out, of course). Head of Defense + Minister of Defense (TA) + Head of Armed Forces (TPP) + Head of Armed Forces (IMU) The Minister of Defense/Head of Armed forces position represents the portion of his organization that is in charge of the military. Troop movements and action, as well as resource allocation for those troops falls under his domain. The Defense Ministers must collaborate closely with local leaders (see the Province Representatives section) in order to maximize his effectiveness. Head of Finance + Minister of Finance (TA) + Head of Finance (TPP) + Head of Finance (IMU)

3 The Minister/Head of Finance is in charge of all monetary issues pertaining to each organization. As the accountant of the group, the Head of Finances will have to keep a tight leash on the limited budget his group has to work with. The Head of Finance must work closely with the Commander and the Province Representatives to communicate needs and build plans that result in those needs being met. Head of Foreign Relations + Foreign Minister (TA) + Head of Foreign Relations (TPP) + Head of External Relations (IMU) The Head of Foreign Relations is in charge of reaching out to and maintaining points of contact with external entities. He is the person foreign groups will try to contact if they want to reach out to the Taliban for the purposes of collaboration (as opposed to the Head of Propaganda, who is in charge of external contact as it pertains to public relations). He is also the manager of international/inter-group negotiations and talks, as opposed to the Province Representatives, whose job it is to work with the people within their own territory. Head of Communications + Minister of Communications (TA) + Head of Communications (TPP) + Head of Communications (IMU) The Head of Communications in in charge of managing communications between the different parts of his respective organization. Because the Taliban, TTP, and IMU are highly decentralized groups with most of their senior leadership operating abroad, a strong Communications leader is important to maintain the necessary levels of contact officials need with each other. The balancing act between speed, efficiency, and security is tough, and with an increasing number of international eyes on the Taliban, the Head of Communications will need to make sure the Taliban can achieve their goals with the help of their allies. Head of Intelligence + Minister of Intelligence (TA) + Head of Intelligence (TPP) + Head of Intelligence (IMU) The Head of Intelligence is in command of the covert operations both within Taliban-controller territory and abroad. They are in command of spies within governments around the region and relay what little information they can about them. The Intelligence heads must work with the Province Representatives and the Head of Communication to carry out their objectives without getting caught.

4 Head of Propaganda + Head of Propaganda (TA) + Head of Propaganda (TPP) The Head of Propaganda is the public relations arm of the Taliban/TTP. They are in charge of spinning the message of the Taliban in a positive manner, as well as keeping the Taliban's ongoing propaganda (both analog and digital) efforts. The Propaganda heads fight the negatives pressures the international community is exerting on the Taliban's image, as well as balance an increasingly digital world with the security shifts that come with it. Province Representatives + Governor of TA Province [Kabul, Herat and Nimruz, Badakhshan, Balkh, Paktika] + Governor of TPP Province + Head of Ops in [Sughd, Region of Republican Subordination, Khatlon, Gorno-Badakshan] The Province Representatives are the middlemen between the upper management and the ground forces actually executing the will of the Taliban. They are in charge of everything that goes on in their region: the people, the information, etc. The Province Representatives must work with all other members to ensure the needs of themselves and their subordinates are met, as well as communicate to upper management the state of affairs in their region.
