Approval of Minutes: 12/15/2016 Motion made by Commissioner Capitano to approve the minutes; Seconded by Commissioner Eakins. Motion was unanimously approved by roll call vote. 2. George Albright Marion County Tax Collector City Administrator McKamey introduced Mr. Albright and he gave a review of the items his office handles. Mr. Albright stated they now provide birth certificates. There were 287,207 parcels on the property tax roll; 281,386 licensed drivers with 2,428drivers age 90 or older. There were 403,364 vehicles registered in Marion County. As of October 2016, his office handled 170, 550 phone calls. 3. Youth Commissioner Department Head Assignments City Administrator McKamey reviewed the assignments and the requirements which consisted of: the Youth Board members working for one hour each month in the department they were assigned to. Motion made by Commissioner Capitano to approve the Department Head Assignments; Seconded by Commissioner Eakins. Motion was unanimously approved by roll call vote. 4. Unscheduled Audience: N/A 5. Commissioner Comments: Commissioner Eakins stated it was very interesting and she had no idea that the Tax Collector s office did so many different things. City Administrator McKamey stated that on the 16 th there is a workshop for the Long Range Capital Planning and if the Youth Board members attended, they would find out what was going on in the city. City Administrator McKamey also stated the CRA was looking at plans for the Lake Lilian area and we want those changes to be citizen friendly. Chief Holland stated he would like the Board members to put a committee together to get input from the youth to see what they wanted at the Community Center. PWD Phillips stated they were going to upgrade around the Community Center and take down the fence to tie it in with the splash park. They plan on developing that park area more. 6 CITY OF BELLEVIEW PARTICIPATION/DISCUSSION TOPIC FORUM DATE OF MEETING March 23, 2017 EXPLANATION OF AGENDA ITEM PRESENTING PARTY Medical Marijuana Workshop Information Sue Farnsworth, AICP, CFM Development Services Director BACKGROUND/EXPLANATION The City of Belleview is currently under a moratorium on medical marijuana dispensing facilities. The purpose of the moratorium is to allow staff and elected official time to consider and implement appropriate land development and/or other ordinances necessary to regulate dispensing facilities in the City. The State and surrounding local governments have started developing regulations for this newly approved industry. Several bills have been introduced in this congressional session. All allow for local zoning regulation of medical marijuana treatment centers. 7 FLORIDA DEPARTMENT OF HEALTH Office of Compassionate Use Low-THC Cannabis & Medical Cannabis Quick Facts Compassionate Use HOW IT WORKS A physician diagnoses a patient with a qualifying condition for low-thc or medical cannabis. If the patient is younger than 18 or terminal, a second physician must concur and this determination must be reflected in the patient s medical records. The physician treats the patient for 3 months, and obtains voluntary, written, informed consent. The physician submits a treatment plan to the University of Florida College of Pharmacy each quarter or if the plan changes. Governor Scott signed the Compassionate Medical Cannabis Act of 2014 into law on June 6, The Act was subsequently amended by House Bill 307, which was signed into law by Governor Rick Scott on March 25, Under section Florida Statute, qualifying physicians are authorized to order low-thc cannabis or medical cannabis for patients with qualifying conditions. Orders must be filled by a licensed dispensing organization. Qualifying Conditions MEDICAL CANNABIS LOW-THC CANNABIS Non-euphoric with 0.8% or less THC Full-potency with full THC strength Cancer Epilepsy Chronic seizures Chronic muscle spasms Terminal conditions 2 physicians must certify that the patient s condition is terminal within 1 year Gadsden The physician enters the order into the Compassionate Use Registry. 9 REGULATORY TIMELINE 2014 Compassionate Medical Cannabis Act enabled the dispensing of low THC cannabis for patients with cancer, epilepsy, or chronic seizures. Subsequent bills expanded the potency of the THC and medical conditions for which it could be prescribed. The goal of the expansion was to provide an alternative to opioid pain treatment. The Florida Medical Marijuana Legalization Initiative (AKA Amendment 2, 2016) was approved by Florida voters, including 70% of Belleview voters. DOH rules on medical marijuana are scheduled for release on June 3, 2017 Several bills have been filed this congressional session. The session ends May 5th.
