ET Purpose of the RFP The Neighborhood Reinvestment Corporation (dba NeighborWorks America) seeks proposals for Meeting/Lodging Venues to host our Leadership Journey II: Native CDFI Capacity Building event Background on NeighborWorks America NeighborWorks America is a national non-profit organization created by Congress in 1978 to provide financial support, technical assistance and training for community-based revitalization efforts. It is composed of three major parts: NeighborWorks America, the founder of the NeighborWorks network, provides support to and strengthens NeighborWorks organizations by providing training, technical assistance, funding and organizational assessments. NeighborWorks America was created by Congress in 1978 in order to revitalize older urban neighborhoods by mobilizing public, private, and community resources at the neighborhood level. Today, NeighborWorks America supports more than 235 organizations revitalizing their communities in rural and urban America. The NeighborWorks Network is a national network of more than 235 independent, community-based nonprofit organizations working to revitalize more than 2,700 urban, suburban, and rural communities through the work of thousands of residents, business people, government officials and other partners. NeighborWorks America works with several specialized capital corporations to build partnerships, develop loan products, and support financing vehicles that expand affordable housing opportunities in communities served by local NeighborWorks organizations. Background on Division/Program Through its Training Division, NeighborWorks has in place the expertise and institutional capacity to plan and conduct high-quality trainings and deliver course content and technical assistance in flexible formats to meet the needs of Native CDFI leaders and staff. NeighborWorks has been providing the highest quality community development training in the country for over 25 years through its NeighborWorks Training Institutes (NTIs), which are held four times annually in different locations around the country. Practitioners and partners

2 throughout the industry hold the NTIs in high esteem because of the quality and relevance of the curriculum, the outstanding faculty, and excellent peer-to-peer learning. For the past eight years, NeighborWorks has also been providing its courses to local markets through place-based training (PBT) events, conducted in collaboration with local, regional, and national partners. Scope of Services Event Name: The Leadership Journey II: Native CDFI Capacity Building Proposed Date and City Option for 2015: Date Option: City Option: June 22-26, 2015 (Monday Friday) Albuquerque, NM General Requirements: Event Pattern: Monday Arrival, June 22, 2015 and Friday Departure, June 26, 2015 (required) Move-In: Move-Out: Monday Friday (Last day of event) Important Require a 24-hour hold on all meeting and function space and must be held at one property for the entire event. Guestroom Requirements NeighborWorks America requests a total of 190 single guestrooms nights for each program and a rooming list will be provided. The guestrooms will be master billed to NeighborWorks America for most participants, however, all participants are responsible for their own incidentals. Government per diem or best available rate requested. NeighborWorks America is City, Federal and Hotel Occupancy tax exempt (documentation will be provided). NeighborWorks America will generate the contract with the Hotel. 3 Pre-function/Event Space Requirements and Room Set-up: Monday through Friday by 8:00 a.m. (24-hour hold) (1) General Session room (set-up): Head table with (2) two chairs and crescent rounds of (6) six for a capacity of 42 participants and (2) two schoolroom tables in the rear for materials. (minimum of 2,500 sq. feet) (1) Breakout room (set-up): Head table with (2) two chairs and crescent rounds of (6) six for a capacity of 35 participants and (1) two schoolroom tables in the rear for materials. (1) Continental Breakfast/Lunch room (set-up): (6) five rounds of (7) seven. Group requires meeting rooms with no columns or pillars. Group requires meeting room where instructors can affix flip chart papers to walls. Group prefers as many meeting rooms with windows, if possible. Note: Please include meeting room policy and all costs associated with other set-up requirements. Signage: Each function room should have (1) one easel set outside as well as additional easels for directional signage (group to provide signage). Food & Beverage Requirements Continental Breakfast: 7:00 a.m. for up to 45 pp Tuesday-Friday PM Break: 2:30 p.m. for up to 45 pp Tuesday-Thursday Lunch Break: 11:30 a.m. - 1:00 p.m. for up to 45 pp Tuesday-Thursday Note: please include all costs associated with F&B, as well as a restaurant list for the surrounding the area and the distance from the venue. A/V Requirements: General session room requires (1) one LCD Projector; (1) one screen; (3 to 8) three to eight flipcharts and stands. Breakout room requires no AV Note: please include all costs associated with A/V requirements including internet, phone and power, as well as a list of outside A/V companies that work for your facility. Internet Connection Requirements: Please provide a cost estimate of internet requirements as per the following grid of needs: One line (wired or wireless) to connect to up to 3 users.

4 How to Submit a Proposal 1. Vendors are required to submit the included questionnaire entitled 2015 CDFI Training Albuquerque. Follow the instructions on the response questionnaire for submission. 2. The proposal shall include all costs associated with food and beverage and list any restaurants in the surrounding area and the distance from the facility. 3. The proposal shall include meeting room policy and all costs associated with other set-up requirements. 4. The required questionnaire must be completed and submitted on or before Thursday, May 28, 2015 no later than 5:00 PM ET. Information submitted without the questionnaire will not be considered for review. Please provide bid expiration date. 5. Questions or inquiries regarding the RFP or questionnaire should be sent to jmartinez@nw.org by Tuesday, May 26, 2015 no later than 5:00 P.M. ET. All questions and answers will be posted to the NeighborWorks website on Wednesday, May 27, Proposal Evaluation and Selection Process/Basis of Award: NeighborWorks America reserves the right to determine which bidders have met the base requirements of this RFP. In addition, NeighborWorks America may reject, in whole or in part, any and all proposals, waive minor irregularities in proposals, allow an offer or to correct minor irregularities and negotiate with all responsible efforts in any matter deemed necessary to serve the best interest of NeighborWorks America. NeighborWorks America reserves the right to reject any and all proposals when such rejection is in the interest of NeighborWorks America, to reject the proposal of a bidder who has not met the prerequisites of the bid proposal or who has previously failed to perform properly or complete on time contracts of a similar nature, and to reject the proposal of a bidder who is not in the sole opinion of NeighborWorks America, able to perform the contract to the sole satisfaction of NeighborWorks America. NeighborWorks America also reserves the right to waive any informalities and technicalities in the bidding. NeighborWorks America reserves the right, however, to award the contract in accordance with its best interest and will not be required to accept the lowest bid. NeighborWorks may, upon its discretion, establish a competitive range of qualified proposals for award consideration. NeighborWorks will not conduct discussions or negotiations with firms not within the competitive range and those firms will not be considered for award. Proposals will be evaluated using the following criteria: Organizational and technical capacity of the vendor (support, responsiveness, follow-up).

5 Evidence of successfully conducting similar services for other agencies, companies or organizations. Preference will be given to U.S. General Services Administration Schedule contractors. Ability to provide all the services requested. Timely and complete response to RFP. Cost/fees. Statement/Record of Equal Opportunity/Affirmative Action.
