23 SCHOOL DISTRICT NO. 20 (KOOTENAY COLUMBIA) TERMS OF REFERENCE POLICY REVIEW COMMITTEE Terms of Reference The Policy Review Committee shall be a Standing Committee of the Board with responsibilities for: Reviewing draft new policies as deemed appropriate by the Policy Committee Reviewing existing policies as identified as being up for review and appropriate by the Policy Committee Providing feedback to the Policy committee based on a review of draft new policies sent to the Policy Review Committee Providing feedback to the Policy committee based on a review of identified existing policies up for review sent to the Policy Review Committee Membership Trustees/District Office Trustee (1) (Co Chair) Superintendent or Assistant Superintendent (or designate determined by the Superintendent) (Co Chair) Staff KCTU (1) CUPE (1) Community DPAC (1) Meeting Times/Dates Policy Review Committee meetings as required, with a minimum of two meetings per year. 24 Policy Review Committee Process when reviewing new draft policy 5. New draft policy present to Board of Education for approval to be sent out to all stakeholders for feedback. Revision based on feedback. Final approval by the Board. 1. Policy Committee drafts new policy as directed by the Board of Education. 4. New draft policy revised based on feedback from the Policy Review Committee, if warranted. 2. If appropriate, the Policy Committee sends new draft policy to Policy Review Committee, for review and feedback. 3. High level feedback from Policy Review Committee received and considered by Policy Committee.
25 Policy Review Committee Process when reviewing existing policy under review by the Policy Committee 5. Policy Review Committee feedback is presented to the Policy Committee for consideration with regard to potential revisions of existing policies under review. 1. Policy Committee identifies which existing policies will be reviewed. 4. Members come to the meetings prepared to engage in high level direct feedback about each existing policy being reviewed. Written detailed feedback is welcomed. 2. Policy Committee infoms members of the Policy Review Committee of which existing policies are being reviewed. 3. Policy Review Committee meetings are set.
26 Policy Review Example One of the tasks of the Policy Committee is to review existing policy. To that end, it is envisioned that the Policy Committee would identify which existing policies need to be reviewed during the course of the year. For this example, let s say 6 existing policies are identified. The Policy Committee would inform the co chairs of the Policy Review Committee of the existing policies that will be reviewed. The Policy Review Committee co chairs would do the following: Determine how many meetings would be necessary for the Review Committee to meet. Meeting dates would then be set. Members of the Review Committee would then be provided with the existing policies under review. In this example, the co chairs determine that two Review Committee meetings will be held. Three existing policies will be discussed at each meeting. Each meeting would be 1 ½ hours long. Members would come prepared to each meeting. High level questions would guide the feedback discussion (for example, How does this policy affect you/your membership? Is this policy effective? What suggestions do you have with regard to possible revisions to this policy?). Detailed, word by word, sentence by sentence analysis of policies under review would not occur; such feedback would be welcome in writing. Feedback from the Review Committee meetings would be provided to the Policy Committee for consideration with regard to possible revisions of the existing policies being reviewed. If revisions were made, the regular process regarding approval of the revised policy would occur: draft revised policy would be presented to the Board of Education for approval; if approved, draft revised policy would be sent to out to the broad stakeholder community for feedback; that feedback would be considered by the Policy Committee; final draft revised policies would be presented to the Board of Education for final approval. New Draft Policy Example The Board determines that new policy needs to be created. It directs the Policy Committee to draft said policy. The Policy Committee creates new draft policy. The Policy Committee sends the new draft policy to the Policy Review Committee. The Policy Review Committee then reviews the new draft policy at one of its meetings. Members would come prepared to engage in a discussion about the new draft policy. High level questions would guide the feedback discussion (for example, How do you think this policy might affect you/your membership? Here is the rationale for the new policy What suggestions do you have with regard to possible revisions to this policy?). Detailed, word by word, sentence by sentence analysis of policies under review would not occur; such feedback would be welcome in writing. Feedback from the Review Committee meetings would be provided to the Policy Committee for consideration with regard to possible revisions to the new draft policies. 38 T r u s t e e R e p o r t from: Teri Ferworn re: BCSTA Kootenay-Boundary Branch AGM (September 16-17, 2016) Highlights of the meeting: 1. Presentation by Joe Pierre, descendant of residential school survivors, gave an emotional story about the experiences during those years of residential students and their families. His story enhances the need for Truth and Reconciliation for our students. 2. Students from SD#5 are able to participate in art and outdoor experiential learning opportunities that extend student s learning. 2 great teachers who give selflessly gave awesome presentations on their programs. 3. A thought provoking presentation about concussions was given. This is a subject that will hopefully gain awareness in our schools considering the serious nature of these events. Much more serious that we ever believed even 5 years ago! 4. PSEC gave an overview of their role and discussed the impending Supreme Court case that is coming up in early November. 5. AGM official meeting - new executive appointed (there was no need for an election!) President: Amber Byklum #6 VP - Bev Bellina #5 Educ. Com. Rep - Cindy Strukoff #51 Educ. Com Alt. - Teri Ferworn #20 Next year s meeting will be the responsibility of SD#8
39 Trustee Report from: Darrel Ganzert re: BCSTA Kootenay Boundary Branch AGM (September 16 17, 2016) The branch meeting was held in Cranbrook this year. The following were presentations made: A. Joe Pierre of Cranbrook gave us a vivid account of life in the residential school at St. Eugene. Children from Okanagan, Shuswap, and Kootenays ages 6 15 were taken from their parents and "educated". The long term damage to them was immense. B. Art projects as a way of getting non traditional learners to shine. C. Outdoor classrooms and their value to learning D. Concussions are something we don't yet know enough about. There are no "mild" concussions E. PSAC presentation of an overview of all work done by this agency. November will be Supreme Court of Canada hearing of teacher agreement contract stripping. Court will not decide on class size but will determine if government can unilaterally strip language from a collective agreement without negotiations. F. Branch meeting with highlights from each district. Teri Ferworn is Education Committee alternate for our Branch.
