3 MINUTES OF THE REGULAR MEETING OF THE HOUSING AUTHORITY OF THE COUNTY OF TULARE TUESDAY, OCTOBER 8, 207. ROLL CALL / CALL TO ORDER: Vice Chairperson Hess called the meeting to order at 4:00 P. M., and a roll call showed the following members in attendance: PRESENT: John Hess, Vice Chairperson Kenneth A. Snyder, Commissioner Irene Rodrigues, Commissioner (Via Teleconference) Judy Silicato, Commissioner ABSENT: Paulie Romero, Chairperson Ursula Ybarra, Commissioner Staff members present: Staff members absent: Ken Kugler, Executive Director Yeni Gomez, Office Assistant Julia Lew, Attorney Cynthia Fernandez, Executive Assistant There being a quorum present, Vice Chairperson Hess declared the meeting ready to transact business. 2. PUBLIC-COMMENT PERIOD: Vice Chairperson Hess declared the public-comment period open. There was no one present from the public to comment. 3. APPROVAL OF MINUTES OF REGULAR MEETING HELD ON SEPTEMBER 9, 207: Commissioner Snyder presented a motion to approve the minutes of the regular meeting of September 9, 207. Commissioner Silicato seconded the motion, which was passed by the following vote

APPROVAL OF BILLS FOR SEPTEMBER 207 OPERATIONS: The bills for the September 207 operations were presented to the Board for their review and approval. Commissioner Rodrigues asked about the $2,9 paid to California Housing. Mr. Kugler reported this represented the quarterly Workers Compensation Insurance premium. Commissioner Silicato asked about the $8,378 paid to CalPERS Fiscal Services. Mr. Kugler said this was our employee-medical insurance premium; this represents two months of billing. Commissioner Hess inquired about the $646 paid to Del Oro Water Company. Mr. Kugler stated this was for the water-utility billing for the Traver project. Commissioner Rodrigues asked about the $3,482 paid to Thyssenkrupp Elevator Corporation. Mr. Kugler informed the board this was the cost to provide the routine maintenance service at the Santa Fe Plaza project in Porterville and the Palomar Apartments in Farmersville. Commissioner Silicato made a motion ratifying payment of the bills for the September 207 operations, as presented. Commissioner Snyder seconded the motion, which was passed by the following vote: 2

DISCUSSION OF SALARIES FOR 208: Mr. Kugler provided the biannual salary survey, which details the current positions and salary ranges for 207. During the discussion of the potential for the board to consider and review salary range increases, Mr. Kugler also discussed with the board the issue of what is happening to the cost of employee insurance projected for 208. Insurance premium costs for employees could see -percent increases or more for 208. The board recently approved an increase to all employees to provide $82 per month for medical and no request for increase in medical allowance is being proposed at this time. In addition to the Health insurance discussion, it was discussed that the agency should see a significant reduction in the 208 cost for Workers Compensation insurance coverage. 6. DISCUSSION OF ONE-TIME, OFF SALARY MERIT PAYMENT: Mr. Kugler informed of the board one-time, off salary merit payment for all employees and requested the board consider approval of $600. The board will discuss at the next month s meeting. 7. PRESENTATION OF INVESTMENT REPORT FOR QUARTER ENDING SEPTEMBER 30, 206: Ken Kugler presented a summation of Housing Authority investment accounts for the various projects as of quarter ended September 30, 207. He reported where all the monies were invested and specified which banking institutions were being used, types of accounts and fund balances for all investments as of 3
6 September 30, 207. Total invested value as of September 30, 207, was $60,82,773. Mr. Kugler also presented an investment summary as follows: Bank of the West, $,6,788; Stifel Nicolaus Bonds, $40,822,970; Stifel Nicolaus Cash, $396,49; Prudential Huntoon, $,096,42, Local Agency Investment Fund (LAIF), $47,42; Rabo Bank, $38,407; California Bank and Trust, $430,872; Mortgage Holder Replacement Reserves, $76,7, and Developer/Ownership/Other, $,34,94, as of September 30, 207. The report shows the purchase dates, face values, and estimated annual incomes for all accounts. 8. CONSIDERATION OF DONATION (HOUSING CALIFORNIA 208): Mr. Kugler informed the board of the upcoming 39 th Annual Housing California Conference on March 7 th 9 th of next year and the request to provide a donation of $00. Commissioner Silicato made a motion approving a donation of $00.00 to Housing California 208. Commissioner Snyder seconded the motion, which was passed by the following vote: AYES: NAYES: ABSTAIN: ABSENT: Snyder, Hess, Silicato, Rodrigues None None Romero, Ybarra 9. EXECUTIVE DIRECTOR S REPORT: Mr. Kugler reported the annual Moving-to-Work report that was submitted to HUD for review; to recap on the year, Ken reported the Housing Authority successfully provided housing assistance to an 4
7 additional 73 households in Tulare County compared to last year. This represents an increase for our agency, and it was accomplished through growth; such as the purchase of units or the development of units. Mr. Kugler reported some examples are, Belmont in Exeter, the properties in Visalia purchased on Central Street, and others. The report results show 324 households reached the time-out period, 242 of those households transferred to self-sufficiency. Mr. Kugler reported the drought-assistance program is now assisting nine households, this will continue to decrease as the program phases out. Mr. Kugler reported HUD provided a notice informing our agency they will be offsetting future HAP funding from our voucher reserves, as a result, of an audit conducted earlier this year. The cost for the two properties, Inyo in Tulare and Lotas in Porterville, is much higher than anticipated. Kaweah Management Company, Inc., is the developer and has obtained verbal commitment from the County HHSA to move forward with the projects. The anticipated development cost is about two-million per development. We are breaking ground in Tulare soon. A property in Visalia with a total of 23 units, all one bedrooms units is up for sale. This property has new roofs, windows, and shows signs of additional improvements. Bardsley and Morrison and the Lemoore Senior project (Cinnamon Villas Phase II) did not receive tax credits, but we are working on resubmitting an application to the Tax Credit Allocation Committee.
8 Mr. Kugler reported on the computer system and software conversion, at this point the payroll portion of the software conversion is behind schedule. We are still pushing forward and working on getting this completed. 0. ATTORNEY/CLIENT CONFERENCE: There was no discussion..
