Citizens Forum. The purpose of Section XI., Citizens Forum, is to afford members of the public an opportunity to address the Council on issues of significance to or affecting Pierce County government and that do not appear otherwise on that particular meeting agenda. There is a three minute time limit, unless changed by the Chair; all comments must be directed to the Chair. The Council adopts and incorporates herein by reference the provisions of Revised Code of Washington regarding the use of its facilities for campaigns or ballot propositions. II. Roll Call Councilmembers Present: Connie Ladenburg, Jim McCune, Rick Talbert, Derek Young, and Douglas G. Richardson. Councilman Dan Roach arrived after the roll call. Councilwoman Pam Roach was excused. Council Staff Present: Paul Bocchi, Senior Budget Legislative Analyst; Amy Cruver, Councilmember Assistant; Patty Face, Acting Clerk of the Council; Tammi Lewis, Councilmember Assistant; Susan Long, Council Administrator/Chief Legal Counsel, Research and Legal; Alice McDaniel, Councilmember Assistant; L.J. Rohrer, Councilmember Assistant; and Mark Williams, Councilmember Assistant. There were approximately 15 visitors present. III. Pledge of Allegiance to the Flag The pledge was led by Richardson, followed by a Moment of Silence in tribute to our men and women in the Military. IV. Approval of Agenda Ladenburg moved approval of the Agenda with Section VII. moved up before the Consent Agenda; motion seconded and passed on a voice vote. Page 1 of 5

Proclamations, Awards, and/or Appointments to Boards and Commissions Proposal No. R , Proclamation - Gig Harbor High School Girls Basketball Team 2018 Class 3A State Championship A Resolution of the Pierce County Council and Executive Recognizing and Congratulating the Gig Harbor High School Girls Basketball Team for Capturing the 2018 Class 3A State Championship. Councilman Roach moved adoption; motion seconded. The Clerk read the proclamation title summary into the record. Councilmember Young read the proclamation in its entirety into the record and stated it is Roll Tides! The Chair introduced the Coach, Principal and Players and invited them to speak. Gig Harbor High School Girls Basketball Coach, Meegan Murray thanked the Council for the proclamation honor and provided season highlights. Gig Harbor High School Principal Tom Leacy addressed the Council and enthusiastically shared what a wonderful experience this State Championship has been for the Team and School. He thanked Coach Murray and the Team for their dedicated hard work and accomplishments. Gig Harbor High School Basketball Team 3A State Champion Team Members Brina Maxwell, Meghan Edwards and Abby Emery introduced themselves and spoke about their Championship season and future goals. The Chair called for public testimony; there was no response. The Chair closed public testimony. Councilmembers Young, McCune, Talbert and Richardson congratulated the Team, Coach and Principal. Proposal No. R was adopted unanimously on a roll call vote of six to zero. Photos were taken with the Team, their Coach, Principal and Council. The Chair returned to the Consent Agenda. V. Proposal No. R from the Consent Agenda to Section X. Other Business; motion seconded and the Consent Agenda was approved as amended on a roll call vote of six to zero. VI. A message from the Executive transmitting the following Ordinances, which were approved and signed on April 12, 2018 was read into the record by Chair Richardson: Ordinance No , An Ordinance of the Pierce County Council Adopting the Surface Water Improvement Program (SWIP), Pursuant to Pierce County Ordinance No s, Chapter 36.70A of the Revised Code of Washington (RCW) and RCW 36.70A.040 and ; and Finding that Each Project Contained in the Plan is a Public Necessity. Ordinance No , An Ordinance of the Pierce County Council Amending Ordinance Nos s, , , , , and and Adopting New Voting Precinct Boundary Maps Pursuant to Chapter 29A.16 of the Revised Code of Washington. VIII. Ordinances Proposal No , Surplus Personal Property Various Equipment An Ordinance of the Pierce County Council Declaring Certain County-Owned Personal Property, Used Equipment (Two International 10-Yard Dump Trucks, Three John Deere Wheel Loaders, Three Broom Bear Street Sweepers, One John Deere Backhoe/Loader) Owned by the Public Works Department Equipment Revolving and Rental Fund, to be Surplus; and Authorizing the Sale Thereof. Councilman Dan Roach moved adoption; motion seconded. The Clerk read the title summary into the record. Bocchi summarized the proposal. Alan Kies, Planning and Public Works, addressed the Council and responded to questions. There was a brief discussion by Council to potentially increase the threshold from the current $25,000 which triggers an Ordinance and Council approval for disposal of future personal surplus property. Kies commented that an increase from the current $25,000 threshold to dispose of personal surplus property would be beneficial. The Chair called for public testimony; there was no response. The Chair closed public testimony. Ordinance No passed unanimously on a roll call vote of six to zero. IX. Resolutions - none Page 4 of 5

Other Business/Announcements Proposal No. R , Human Services Citizens' Advisory Board - Appointment A Resolution of the Pierce County Council Confirming the Appointment of One New Member (Robin Farris) to the Human Services Citizens' Advisory Board. Councilman Roach moved adoption; motion seconded. The Clerk read the title summary into the record. Long briefed the Council on the proposal. The Chair called for public testimony. Robin Farris addressed the Council. The Chair closed public testimony. Ladenburg and Richardson thanked Robin for her service. Resolution No. R was adopted unanimously on a roll call vote of six to zero. Executive Session pursuant to RCW (1)(i) Susan Long stated the Council would move into Executive Session pursuant to RCW (1)(i) pending or potential litigation and the Chair would state the time the Council would return to an open meeting. Chair Richardson announced the Council would recess and move into Executive Session at 4:15 p.m. and reconvene in open session at 4:35 p.m. Chair Richardson announced the Council would continue in Executive Session from 4:37 to 4:47 p.m. The Chair announced the Council was out of Executive Session and reconvened into open session at 4:47 p.m. XI. R A Resolution of the Pierce County Council Confirming the Appointment of One New Member (David McMullan) to the South Hill Advisory Commission. Whereas, the Pierce County Council created the South Hill Advisory Commission, as set forth in the Pierce County Code Chapter 2.45, to make recommendations to the County on land use matters relative to the South Hill area community; and Whereas, the membership composition of the South Hill Advisory Commission consists of nine members; and Whereas, a vacancy exists on the South Hill Advisory Commission due to the resignation of Harper Peterson; and Whereas, David McMullan is an active community member and owns a business within the jurisdictional boundaries of the South Hill Advisory Commission; and Whereas, the Executive has appointed David McMullan to his first term on the South Hill Advisory Commission; and Whereas, the Pierce County Charter, Section 3.30, provides that the appointment of members to boards and commissions shall be by the Executive, subject to confirmation by a majority of the Council; and Whereas, the Council has completed its confirmation review; Now Therefore, BE IT RESOLVED by the Council of Pierce County: Section 1. The Council hereby confirms the appointment of David McMullan to his first term on the South Hill Advisory Commission. 16 Resolution No. R A Resolution of the Pierce County Council and Executive Proclaiming the Week of May 6-12, 2018, as National Travel and Tourism Week in Pierce County, Washington. Whereas, travel has a positive effect on Pierce County and the County s economic prosperity creates a positive image domestically and internationally, and positively impacts business productivity and individual travelers well-being; and Whereas, travel to and within Pierce County provides ever-growing economic benefits for the County, generating more than $1.23 billion annually in economic output from spending by travelers; and Whereas, the tourism and travel industry in Pierce County employs more than 12,000 people Countywide, primarily in the private sector, and accounts for more than $300 million in annual payroll; and Whereas, travelers spending in Pierce County directly generates tax revenues of more than $128 million for state and local government funds used to support essential services and programs for Pierce County residents; and Whereas, meetings, conferences and events are core business functions that help companies strengthen business performance, educate employees and customers, and reward business accomplishments which in turn boosts the local, state and national economy; and Whereas, leisure travel, which accounts for nearly three-quarters of all trips taken in the United States, spurs countless benefits to travelers health and wellness, creativity, cultural awareness, education, happiness, productivity, and relationships; and Whereas, amateur sporting events drive tourism, spark economic development, positively shape the future of sports, and influence the quality of life in the region; Now, Therefore, BE IT PROCLAIMED by the Council and Executive of Pierce County: The Pierce County Council and Executive hereby proclaim the week of May 6-12, 2018, as National Travel and Tourism Week in Pierce County, Washington, and encourage citizens and community organizations to join in this special observance with appropriate events and commemorations. 18 Resolution No. R A Resolution of the Pierce County Council, Executive and Courts Proclaiming the Month of May 2018, to be Juror Appreciation Month in Pierce County, Washington. Whereas, the right to trial by a jury of one s peers is an important and unique part of our constitutional system of justice and a cornerstone of our democratic government; and Whereas, in 2017, over 98,000 jury summons were sent by Superior Court to Pierce County Residents; and Whereas, in 2017, over 15,000 Pierce County citizens completed juror service; and Whereas, Pierce County recognizes the vital role played by the citizens who take time away from their families and businesses to serve as jurors each year; and Whereas, Pierce County further recognizes that jurors are often asked to put their lives on hold for the duration of their jury service, which may include re-arranging work responsibilities; making alternate care arrangements for their child or elderly parent; re-scheduling medical and dental appointments; performing household and work related duties in the evenings and on weekends to make up for time spent in trial; leaving home early and arriving home late to accommodate travel time and generally enduring inconvenience; and Whereas, courts in Pierce County rely on citizens to answer the call to jury service and guarantee one of the most important freedoms in our society; and Whereas, all citizens of Pierce County are encouraged to support our Justice System and fulfill a fundamental civic responsibility by responding positively when summoned for jury duty; and Whereas, it is fitting and proper to honor the efforts and sacrifices of jurors; Now, Therefore BE IT PROCLAIMED by the Council, Executive and Courts of Pierce County: Pierce County joins the State of Washington in proclaiming the month of May 2018, to be Juror Appreciation Month in Pierce County, Washington.
