Franquez Jr., Deputy Marshal III - Judiciary of 4 Guam, now retires from the Government of Guam, and celebrates his service and 5 accomplishments with his wife, Jocelyn "Jojo" B. Franquez; and their three (3) wonderful 6 children: Devin J. Franquez, Dylan T. Franquez, and Eyan B. Paulino; and 1

3 1 WHEREAS, Sergeant Franquez graduated from Aiea High School in Aiea, Hawaii; 2 and he later received a Certificate in Basic Law Enforcement Academy from the Guam 3 Community College. In November 1988, Sergeant Franquez began his public service 4 career with the Judiciary of Guam, working as a Microfilm Operator; in January 1990, he 5 became a Bailiff; and with his hard work and dedication he became a Deputy Marshal I in 6 June 1992; in March 1994, he was promoted to Deputy Marshal II; and was later promoted 7 to Deputy Marshal III in May 2013, and since then has held this position; and he now leaves 8 the Guam Judiciary with more than twenty-seven (27) years of experience in law 9 enforcement; and 10 WHEREAS, Sergeant Franquez is an efficient individual who was involved with a 11 multitude of trainings, to include: Basic Law Enforcement Academy (1994); Registered 12 G.R. & Pistol Firearms; Alcohol, Tobacco, & Firearms/Tactical/Range Shooting; 13 Substance Abuse Awareness; Incident Response to Terrorist Bombings Awareness; the 14 Monadnock Expandable Baton (MEB) Basic Course; Customer Service & Ethics in the 15 Courts Training; Judicious Use of Deadly Force; Drug identification/field Testing; the 16 Search & Seizure Workshop; the War on Ice Seminar; the Multi-Discipline Training 17 Domestic Violence Program; Weapons of Mass Destruction-Incident Management; the 18 Basic Rappel Familiarization Course; Long-Arms Qualification; Protective Services & 19 Defensive Tactics; and numerous firearms qualification courses; and 20 WHEREAS, during his public service career, Sergeant Franquez had received 21 numerous Letters of Appreciation and Commendations, such as: a Letter of Commendation 22 for a Warrant of Arrest in 1993; a Letter of Appreciation from the Guam Judicial Choir in ; Letters of Commendations for his work in several court cases (1997/2014); a 24 Certificate of Appreciation and Recognition for Outstanding Performance in 1994; a Letter 25 of Commendation for the Apprehension of Illegal Chinese Nationals in 1999; a Letter of 26 Commendation at the 1999 "Pacific Judicial Conference"; a Letter of Commendation for 27 his work in a court case in 2000; a Letter of Appreciation at the "Peace Officers Memorial 28 Day" in 2001; Letters of Appreciation from the Governor of Guam for his service in 2

4 1 recovery efforts after Typhoon Pongsona in 2003; and a Certificate of Appreciation for his 2 participation at several State Funerals in 2003; and 3 WHEREAS, after more than twenty-seven (27) years of faithful government of 4 Guam service, Sergeant Franquez will now enjoy his retirement and spend more quality 5 time with his wife and family; now therefore, be it 6 RESOLVED, that the Committee on Rules of I Mina 'Trentai Tres Na Liheslaturan 7 Guahan does hereby, on behalf of I Liheslaturan Guahan and the people of Guam, 8 recognize and congratulate Sergeant Roland R. Franquez Jr., Deputy Marshal III - Judiciary 9 of Guam on the special occasion of his retirement after more than twenty-seven (27) years 10 of dedicated, professional, and exceptional law enforcement service with the Judiciary of 11 Guam; and does further extend Un Dangkolo Na Si Yu'os Ma'ase' to him for his outstanding 12 service to our island and best wishes for continued success in his future endeavors; and be 13 it further 14 RESOLVED, that the Speaker and the Chairperson of the Committee on Rules 15 certify, and the Legislative Secretary attest to, the adoption hereof, and that copies of the 16 same be thereafter transmitted to Sergeant Roland R.
