5 :25: 17 p.m Comments on le&fslative Biii No This proposed iegisjation is seeking to amend the Tourist Attraction Fund (TAF) adopted revenues from $25,500,082 to $26,507,329, an increase of $1,007;247. Additionally, it proposes to add a New Section 19 to ChapterX of Public Law The proposed increase in the TAF is supported by the Bureau of Budget and Management Researchts (BBMR) FY 2013 Special Revenue Tracking Report dated June for the period ending April 30, This report reflects a positive tracking of the TAF, showing the amount of $1,007,247 over the adopted revenues. The proposed New Section 19 is proposing a new appropriation of $50,000 to the Guam Visitors Bureau for the Humatak Community Foundation (HCF) for the purpose of developing the HumAtak Heritage Museum. Given the proposed change in the adopted level of the TAF, funding will be available to cover this proposed appropriation.

I Liheslaturan Guahan finds 3 that the Humatak Community Foundation (HCP), Inc. was established in 4 September I as a registered non-profit 501(3)c public corporation for the 5 people of the village of Humatak ( Umatac), for the purposes of bringing together 6 the people of Umatac and families near and far to safeguard and perpetuate the 7 natural and cultural resources in the village of Humatak. 8 I lihe.1laturan Guahan further finds that one of the program goals of the 9 Humatak Community Foundation (HCP), Inc. is to develop the Humiltak Heritage 10 Village Museum (HHVl\1) as a community-based village museum showcasi;,~ the 11 people and history of the village of Humatak in its natural and cultural

The HHVM is a component of the Heritage Mission of the Humatak 2 Heritage Center, an initiative of the Humatak Community Foundation and in 3 partnership with the Umatac Mayor's Office. The museum will be located in the 4 F. Q. Sanchez School Facility and will be managed by the Humatak Community 5 Foundation and community volunteers. 6 I Liheslaturan Guahan further finds that one of the proposed outcomes of 7 the Humatak Community Foundation (HCF). Inc. is that the Humatak Heritage 8 Village Museum will showcase the people and history of the village of Humatak in 9 its natural and cultural environment at the Francisco Quinata Sanchez Humatak 10 Heritage Center by l'v1arch I Liheslaturan Guc/han further finds that revenue estimates for the Tourist 12 Attraction Fund (T AF) for Fiscal Year 2013 are tracking at Twenty-Six Million 13 Five Hundred Seven Thousand Three Hundred Twenty-Nine Dollars 14 ($26,507,329), of which Twenty-Three Million Eight Hundred Eighty-Eighty 15 Thousand Two Hundred Dollars ($23,888,200) is appropriated. 16 I Lihes/aturan Guc/han further finds that the T AF revenues for Fiscal Year are projected to exceed appropriations by One Million Seven Hundred Eight 18 Thousand Four Hundred Eighty-Eight Dollars ($1,708,488), in addition to the 19 Fiscal Year 2012 ending cumulative fund balance of Four Million Sixty-Five 20 Thousand Fifteen Dollars ($4,065,015). and is available for appropriation. 21 It is therefore the intent of the I Liheslaturan Guc1han to support the mission 22 and program goals of the Hum!'ttak Community Foundation (HCF), Inc. by 23 providing a funding source for the purposes of developing the Humatak Heritage 24 Village Museum (HHVM) to be located in the F. Q. Sanchez School Facility. Section 2. Subsection II. AG. (Tourist Attraction Fund) of Section 2 26 (Estimated Revenues for Fiscal Year 2013) of Chapter I (General Provisions) of 27 Public Law is hereby amended to read: 2

11 1 ''AG. Tourist Attraction Fund $26, " 2 Section 3. A New Section 19 is hereby added to Chapter X (Guam 3 Visitors Bureau) of Public Law to read: 4 "Section 19. Appropriation to GVB for Humatak 5 Community Foundation (HCF), Inc. The sum of Fifty Thousand Dollars 6 ($50,000) is hereby appropriated from the Tourist Attraction Fund (T AF) to 7 the Guam Visitors Bureau for the Humatak Community Foundation (HCP), 8 Inc. for the purposes of developing the Humatak Heritage Village Museum 9 (HHVM) to be located in the F. Q. Sanchez School Facility. 10 Notwithstanding the general provisions of l of Chapter 30. Title l 1 11 GCA, and this Act, this appropriation shall continue to be available until 12 expended. The provisions contained in Section 14 (Service and Reporting 13 Requirements) of Chapter X of Public Law shall not be applicable. 14 In lieu of this requirement, the Guam Visitors Bureau shall determine the 15 manner in which the Grantee is to provide such service and reporting 16 requirements." 17 Section 3. Effective Date. The prov1s1ons contained herein shall take 18 effect immediately upon the enactment of this Act. 3
