1 The Finance Committee meeting was called to order by Chairman Rick Hill at 7:13 p.m. and the following members were present: Richard Hill Joseph Robert Madden Jr. (Bob) Edward Trunfio Patricia Colburn Peter Ventresco John Malley Scott Carrara David Jardin Absent: Peter Brown Roberta Camacho James Gearin Barbara Anzivino Bruce Dolinsky Robert Desmond John Roch Steve Mitchell Motion made by Peter Ventresco, seconded by Jim Gearin, to open the meeting. Motion unanimously passed. Mr. Hill advised the Committee and the audience that Susan Herman is printing the spreadsheets Fincom utilizes. Mr. Hill explained that the spreadsheets would help aid the committee in determining where funding is coming from for articles. ARTICLE 3 (ID 3) Rescinding Ambulance Dept. Enterprise Account Motion made by Pat Colburn, seconded by Steve Mitchell to approve Article 3, (ID 3). Motion unanimously passed. ARTICLE 4 (ID 4) Upgrade to Central Dispatching at the Police Station Motion made by Pat Colburn, seconded by David Jardin to approve Article 4, (ID 4) in the amount of $235,020 from general borrowing. Motion unanimously passed. ARTICLE 5 (ID 5) Supplement Fiscal Year 2014 Departmental Budgets Motion made by Pat Colburn, seconded by Scott Carrara to refer Article 5, (ID 5) to Town Meeting. Motion unanimously passed. 1

2 ARTICLE 6 (ID 6) Cedar Hill Enterprise Fund Budget Motion made by Pat Colburn, seconded by Jim Gearin to approve Article 6, (ID 6) in the amount of $268, by transfer from Cedar Hill Golf Course Revenue. Motion passed ARTICLE 7 (ID 7) Public Health Association Enterprise Fund Budget Motion made by Peter Ventresco, seconded by David Jardin to approve Article 7, (ID 7) in the amount of $957,084 by transfer from Board of Health Fund retained earnings. Motion unanimously passed. ARTICLE 8 (ID 8) Sewer Enterprise Fund Budget Motion made by Pat Colburn, seconded by Scott Carrara to approve Article 8, (ID 8) in the amount of $312, by transfer from Sewer Fund retained earnings. Motion unanimously passed. ARTICLE 9 (ID 9) Water Enterprise Fund Budget Motion made by Peter Ventresco, seconded by David Jardin to approve Article 9, (ID 9) in the amount of $4,453, by transfer from Water Fund retained earnings. Motion unanimously passed. ARTICLE 10 (ID 10) Revolving Fund The Committee had additional questions regarding this Article. Mr. Gearin and Mr. Mitchell questioned having two Conservation Commission changes. Mr. Mitchell thinks that it is too involved and confusing. 2

3 Mr. Ventresco did not like the language regarding the dumpster. Mr. Carrara responded to Mr. Ventresco s concern saying that the dumpster regulation has to do with restaurants, not homeowners who rent dumpsters short term. Restaurant dumpsters must be fenced, gated, clean, etc. Motion made by John Malley, seconded by John Roch to approve Article 10, (ID 10). Motion passed with Robert Desmond abstaining from the vote. ARTICLE 12 (ID 12) Town Employees Not in Collective Bargaining Motion made by John Roch, seconded by John Malley to approve Article 12, (ID 12). Motion failed with Robert Desmond abstaining from the vote. Motion made by Pat Colburn, seconded by Steve Mitchell, to refer Article 12 (ID 12) to Town Meeting. Motion passed 11 2 ARTICLE 13 (ID 13) Collective Bargaining Town Hall Employees Assoc. Motion made by Pat Colburn, seconded by David Jardin, to refer Article 13 (ID 13) to Town Meeting. Motion passed with Scott Carrara abstaining from the vote. ARTICLE 14 (ID 14) Collective Bargaining Police Patrolman s Assoc. Motion made by Pat Colburn, seconded by David Jardin, to refer Article 14 (ID 14) to Town Meeting. Motion unanimously passed. ARTICLE 15 (ID 15) Collective Bargaining Local 1512 Firefighters Motion made by Pat Colburn, seconded by Peter Ventresco, to refer Article 15 (ID 15) to Town Meeting. Motion passed with David Jardin abstaining from the vote. 3

4 ARTICLE 16 (ID 16) Collective Bargaining Public Works Assoc. Motion made by Pat Colburn, seconded by David Jardin, to refer Article 16 (ID 16) to Town Meeting. Motion unanimously passed. ARTICLE 17 (ID 17) Remove Department of Public Works from Civil Service Motion made by Pat Colburn, seconded by Edward Trunfio to approve Article 17, (ID 17). Motion passed Motion made by Pat Colburn, seconded by John Malley, to hear school Articles 52 (ID52) through Article 56 (ID 56). Motion unanimously passed. ARTICLE 52 (ID 52) Replacement the Windows and Doors for Hansen School Motion made by Pat Colburn, seconded by John Malley to approve borrowing for funding in the amount of $450,000. Motion Unanimously passed. Mr. Trunfio questioned why the cost has increased. Ms. Husseini explained that the schematic design includes a cost overrun. The town has to commit to borrowing the full amount. ARTICLE 53 (ID 53) Replacement Roof for Gibbons School Motion made by Pat Colburn, seconded by John Malley to approve borrowing for funding in the amount of $2,590,000 as printed. Motion Unanimously passed. Ms. Husseini explained that a Statement of Interest has been submitted for both of the Gibbons School articles and we are waiting for approval. The other articles are for supplemental funding of articles already approved by town meeting for this year. Motion made by David Jardin, seconded by Pat Colburn to include language regarding borrowing. Motion unanimously passed. 4

5 ARTICLE 54 (ID 54) Replacement the Windows for Gibbons School Motion made by Pat Colburn, seconded by John Roch, to approve borrowing for the replacement of windows and doors for the Gibbons School in the amount of $1,330,000. Motion unanimously passed. ARTICLE 55 (ID 55) Replacement the Windows and Doors for Dawe School Motion made by Pat Colburn, seconded by John Roch to approve borrowing for the replacement of windows and doors as printed with the adjusted amount of $450,000. Motion Unanimously passed. ARTICLE 56 (ID 56) Replacement Roof for West School Motion made by Pat Colburn, seconded by John Malley to approve borrowing $450,000 for the replacement of the roof for the West School. Motion unanimously passed. ARTICLE 18 (ID 18) Establish OPEB Liability Trust Fund; Accept MGL 32B, Section 20 Motion made by John Roch, seconded by Scott Carrara, to approve Article 18, (ID 18). Motion unanimously passed. ARTICLE 19 (ID 19) Fund OPEB Motion made by Peter Ventresco, seconded by Scott Carrara, to approve Article 19, (ID 19) for $10,000 with free cash.
