1 Minutes of the 5th SAPSSF AGM which was held at the Krokodilspruit Shooting range 1.0 Opening & Welcome Erik welcomed all that took the time to attend the 5th AGM 2.0 Reading of the notice convening the Annual General Meeting. Done 3.0 Ratification of Provincial Councillors credentials. The minutes of the previous AGM was presented and there were no questions or objections. The minutes were accepted. Proposed by Pieter Grundlingh 5.0 Ratification or otherwise of actions of Executive Committee, including ratification of National Colours awarded. A team was send to Slovenia and the following members received national colours: Robin Crabb (Team manager), Robyn Crabb, Erik de Clerck, Billy Chamberlain,Tamara Chamberlain, Paul van Gass, Liam van Gass, Kevin du Toit, Junior

2 Koegelenberg, Hein Fromman, Carl van der Linde, Willem van der Linde, Francois Smith, Johan Smith, Pieter Grundlingh, Rene van Wyk, Chris jansen van Vuuren. 6.0 Chairman s report Erik presented his chairman s report which is attached to this minutes. 7.0 Treasurer report Financial statements were presented by Thinus Duffy to the meeting by which is also attached to this minutes. There were no questions and the financial statements were accepted by the meeting. Proposed by Pieter Grundlingh 8.0 Special Business 8.1 Constitution amendment Removal /reword of paragraph 10 & 11 These paragraphs referred to the calling of an annual general meetings and special general meetings. There are conflicting requirements in the way an AGM and SAGM are called. Meeting agree that these can be re-written so that paragraph 10 deals with AGM and paragraph 11 deals with SAGM. Constitution must be circulated to all provincial councilors for approval afterwards. Proposed by Andre Combrink Seconded by Johan de Beer Change paragraph 13.1 of the constitution from 3 months to 6 months. This paragraph deals with the time frame when an AGM must be held. Current constitution requirement states that an AGM must be held 3 months after financial year end. Request was to change it to 6 months. Meeting accepted the proposal. 3 8.1.3 Correction of constitution paragraph voting at SGM This paragraph does not clearly define whom from the executive committee can vote at an SGM. The meeting agreed the following: The chairperson of SAPSSF cannot vote on a SGM and cannot be a provincial councilor. The vice chairperson cannot vote on a SGM and cannot be a provincial councilor. The secretary and treasurer can vote on a SGM. The constitution will be amended as such. 8.2 Slovenia 2017 feedback Robin Crabb who was the team manager for the team to Slovenia gave feedback on the trip to Slovenia. Team South Africa did exceptional well in Air Rifle. We had 6 members in the top 10 in AR HV. The AR teams over all did well and we can be proud of our achievements. There was an improvement with RF as well comparing to previous world competitions, however South Africa lack the availability of quality RF ammunition. Various sponsors were received that assisted with the expenses of our members. All the individual sponsors were thanked for their contributions. 8.3 SRSA (Sports and Recreation) funds received. SAPSSF received a total of R90,000 from the department of sports and recreation (SRSA). Two projects were submitted for funding. One by Nick for development at a school in Welkom and one project to assist with funds for 2019.

4 It was agreed by the meeting that R30,000 will be allocated to the Free State for a development program and R60,000 towards the world championships in Proposed by Pieter Grundlingh 8.4 SAPSSF Competition Structure A proposal was tabled to change the existing competition structure. The proposal is for every geographical province to host a total of 8 leagues and 2 provincial competitions. provincials. This implies the following: Gauteng has 8 leagues and 2 provincials where Gauteng north will have 4 leagues and 1 provincial and South Gauteng will have 4 Leagues and one provincial. SGBSA s RF competitions will be shot at Krokodilspruit until the RF range at Surefocus is established. Western province will have 8 leagues and 2 provincials Free State will have 12 leagues (4 for each club) and 2 provincials Eastern Cape will have 8 leagues and 2 provincials Where there are no members shooting RF in a district (Eastern Cape), no RF competitions will be hosted on their behalf. This is of immediate affect and to be added to calendar. Proposed by Erik de Clerck Seconded by Nick Sckoonwinkel 8.5 Scoring Procedure Manual The scoring procedure manual as was circulated to all members was accepted at the meeting. Standard for protesting will be an hour after the end of last

5 competition relay from when targets are available on the wailing wall. Should targets not be available, the next morning for one hour by the start of the first relay. Proposed by Andre Combrink Seconded by Pieter Grundlingh 8.6 Minimum Score System A proposal was tabled to do away with the minimum scores at competitions. The meeting accepted the proposal that there will be no more minimum scores applicable. This will however only be implemented after the 2018 national championships. Proposed by Andre Combrink Seconded by Pieter Grundlingh 8.7 Confirmation of date and venues of 2019 and 2020 Nationals The 2019 Nationals will be hosted by NGPSSA at Krokodilspruit shooting range SGBSA will host the 2020 nationals, if range is not ready to shoot Rim Fire then FreeState will host the 2020 Nationals in Welkom. 8.8 WRABF Qualification standard The request was for the MQS in all classes to changed back to 98.5% as it was previously. MQS Seniors = 98.5% MQS Juniors = 97.0% This is implemented with immediate effect. Proposed by Johan de Beer Seconded by Nick Schoonwinkel 8.9 Independent and participating scorers at SAPSSF events

6 Item was tabled to have independent people do the scoring at our events. The meeting felt that our federation is so small that we do not have the man power to support this. Should we then need to pay a non-member for this service it will drastically increase our entry fees. The motion was not supported Use of wailing wall at SAPSSF events. The meeting agreed that all targets must be put onto a wailing wall during the competition for members to view target. The request was support by the meeting World Championship Progress report Feedback was given on the status of the 2019 World Championships.
