4 Introduction This report presents a portrait of the United States salon industry by Congressional District. Salon industry establishment and employment estimates, along with the name of the representatives, are included for all 435 Congressional Districts in the 50 states plus the District of Columbia. The U.S. salon industry, as presented in this report, includes beauty salons and spas, nail salons, and barber shops. The industry divisions are based on the North American Industry Classification System (NAICS), which defines the sectors as follows: Beauty Salons (including Spas): This U.S. industry comprises establishments (except those known as barber shops or men's hair stylist shops) primarily engaged in one or more of the following: (1) cutting, trimming, shampooing, weaving, coloring, waving, or styling hair; (2) providing facials; and (3) applying makeup (except permanent makeup). Nail Salons: This U.S. industry comprises establishments primarily engaged in providing nail care services, such as manicures, pedicures, and nail extensions. Barber Shops: This U.S. industry comprises establishments known as barber shops or men's hair stylist shops primarily engaged in cutting, trimming, and styling boys' and men's hair; and/or shaving and trimming men's beards. Methodology The figures in this report are based on extensive analysis of data from the U.S. Census Bureau and U.S. Department of Labor s Bureau of Labor Statistics. Figures were analyzed on the zip code level and aggregated to produce estimates on the Congressional District level. Professional Beauty Association 3 Congressional District Portrait
5 Definitions Establishment: An Establishment is defined as a single physical location at which business is conducted and/or services are provided. It is not necessarily identical with a company or enterprise, which may consist of one establishment or more. Employment-Based Establishment or Establishment With Payroll: An Employment-Based Establishment or Establishment With Payroll is a business entity that has one or more paid employees. Non-Employer Establishment or Establishment Without Payroll: A Non-Employer Establishment or Establishment Without Payroll is a business entity that has no paid employees. For data purposes the federal government counts each distinct business income tax return filed by a non-employer business as an establishment. As a result, an individual such as an independent contractor could be classified as a non-employer establishment. Nonemployer businesses may operate from a home address or a separate physical location. Examples of non-employers in the salon industry could include 1) a small salon business owned and operated by one individual, where this individual provides all of the services, 2) a salon business of any size that does not have regular paid employees, but may have independent contractors working in the establishment, 3) an individual that leases a chair as an independent contractor, 4) an individual that cuts hair out of their home, and 5) an individual that provides salon-related services as an independent contractor in the entertainment or fashion industries. Although non-employers constitute a large part of the business universe in terms of the total number of salon industry establishments, they represent a relatively small portion of total salon industry sales. Paid Employee: Paid Employees consist of full and part-time employees, including salaried officers and executives of corporations, who are on the payroll at an employment-based establishment. Excluded from the number of employees are proprietors and partners of unincorporated businesses, as well as independent contractors and booth renters.
