1 There are several congressional committees that are particularly involved in legislative and policy matters that impact Native CDFIs. The House and Senate Committees on Appropriations have jurisdiction over the annual appropriations (spending) bills. Both committees have 12 subcommittees, and each of the subcommittees is responsible for developing one annual spending bill to provide funding for the federal agencies and programs under its jurisdiction. The Appropriations Subcommittee on Financial Services and General Government is the subcommittee with jurisdiction over the CDFI Fund. In terms of process, a spending bill is first considered and reported out (approved) by a subcommittee, then by the full committee. If approved by the full Appropriations Committee, a bill can advance to the House/Senate floor for consideration. All spending bills must originate in the House and therefore subcommittees of the House Appropriations Committee are generally the first to act on annual spending bills. While the Appropriations Committees oversees funding for the CDFI Fund, the House Financial Services Committee and the Senate Committee on Banking, Housing and Urban Affairs have jurisdiction over the CDFI Fund and its programs. Generally, any legislation that seeks to amend or alter the authority granted to the CDFI Fund by the Riegle Community Development and Regulatory Improvement Act of 1994 as amended (Public Law ) needs to go through the House Financial Services and the Senate Banking Committees. The Senate Committee on Indian Affairs was established to study the unique needs of American Indian, Native Hawaiian, and Alaska Native peoples and to propose legislation to alleviate difficulties faced by Native communities. The Committee s jurisdiction includes but is not limited to Indian education, economic development, land management, trust responsibilities, health care, and any legislation proposed by Senator that specifically pertains to American Indians, Native Hawaiians, or Alaska Natives is referred to the committee. While the House of Representatives does not have a standing committee solely dedicated to Indian Affairs, the House Natural Resources Subcommittee on Indian, Insular and Alaska Native Affairs oversees all matters regarding Native Americans, including the approximately 566 federally recognized tribes and Alaska Native Corporations, with nearly 1.9 million enrolled members.
