Kuhlman SUMMARY OF DISCUSSION A meeting of the Department Heads was held on September 18, 2015, in the Commissioners Hearing Room with the following persons present: Elected Official/Office/Department Representatives Dave Wigent Jeff Orlowski Dana Nemeth Katie Mahlman Matt Oestreich Rick Rosendale Jen Robeson Tom Chidester Dave Steiner Brad Gilbert Mike Rudey Bev Wagener Frank McLaughlin Lorrie Lewandowski Ben Batey Andrew Snyder Dana Schratt Jeff Helvoigt Pamela Boyer Dave Wigent began the meeting in Andrew Kalmar s absence. Special Presentations Audit Update - Focus Area: Matt Oestreich from the Auditor s Office reviewed information related to the recent State audit. A handout was shared highlighting the handling of public funds. He noted that deposits of all public moneys must be made no later than the next business day following the date of receipt. He also reviewed ways to detect fraud and highlighted a few red flags. If a red flag is identified, action must be taken to evaluate and correct the situation. Appropriations Overview: Darcy Wilhelm, Fiscal Manager, in the Commissioners Office provided a brief overview of the appropriations process. She noted that Salary line item needs to match the personnel services schedule. If you need overtime included, make sure it is noted within the personnel services schedule. Do not adjust the salary line item by what you think will be given in pay raises. The salary line items are adjusted by the Commissioners Office once an increase is authorized. She also reviewed the differences between supplies and equipment (over $500) and how these are represented on the strategic budget. She also asked that items in the strategic budget be listed in order of importance. In regards to the format of the information, the pages are in numerical order by section. Do not re-number the forms. Use one cell per item in the strategic budget. Do not use multiple cells for one item. If you need more space, go to format cell and check wrap text. When complete departments are asked to the excel format and mail a signed hard copy. Political Activity Policy Update: Pam Boyer reviewed the political activity policy from the Employee Handbook. She noted that the policy relies heavily on an employee s status as classified or unclassified, noting that classified employees have more restrictions when it comes to permissible activities. Announcements Monthly Safety Topics: The October Safety Subject focuses on Electrical Hazards. Department Heads were asked to share the information with staff when it is distributed. Legal Holiday: County Offices, with the exception of 24/7 operations and the Landfill, will be closed on October 12 for Columbus Day. Insurance Update: Employee eligibility for health and prescription coverage under the ACA will be reviewed in the coming month. Employees will be notified of their eligibility following the Measurement Period. Employees will be encouraged to utilize Falcon Health for prescriptions during the upcoming insurance meetings. Pricing at the pharmacy appears to be a low cost option for the Plan. Wellness Update: The deadline to enter completed programs for the quarterly prize drawing in September 25. A Blood Drive is scheduled for September 25 in the Atrium. A Health Fair is scheduled for October 13 at Falcon Health. Flu Shots will be available to employees eligible for the health benefits at this event. Training Update: Registration is underway for employee training scheduled for September 23 and 24. Brad Bennett from Fishel, Haas, Kim, and Albrecht LLP will be presenting the Chameleon Communicator to help employees work with those from different generations and those with different communication styles while adding personal accountability. The HR Group is scheduled to meet on October 22 at 10 a.m. with an update on ACA Shared Responsibility and employee eligibility. A webinar on Ohio Ethics Law is available on December 14 at 10 a.m. Contact Janese Diem if you wish to sit in on the session. 3 Spirit of Wood County Awards: The Spirit of Wood County Awards will be presented on October 25 at 2 p.m. in the Courthouse Complex Atrium. Notification of the winners is underway with a press release going out soon. United Way Campaign: A Day of Sharing event is scheduled for October 28 to raise funds for the United Way Campaign. Campus Polleyes will have food available for purchase. Departments are asked to submit a basket to raffle at the event. The United Way Campaign Committee is also collecting items for the Project Connect event on October 14. Other Announcements Dana Nemeth (Historical Museum) provided a handout for the upcoming Folklore Fridays at the Museum. Lorrie Lewandowski (ADAMHS) provided information regarding a town hall meeting on the Opiate Epidemic. The event is on October 22 at 7 p.m. at Cedar Creek Church in Perrysburg.
