If you would like more information, please contact us at INTRODUCTION Personal, business, and family correspondence of a St. Louis lawyer and Democratic politician who was counsel and later president of the Missouri Pacific Railroad and was active in civic affairs. DONOR INFORMATION The papers were placed on contract with the University of Missouri by Mrs. Hickman Y. Fisher on 12 June 1967 (Accession No. 3722). BIOGRAPHICAL SKETCH Russell Lee Dearmont was born February 22, 1891, the son of Washington Strother and Julia Lee McKee Dearmont, of Mound City, Missouri. He received his early education in the public schools in Kirkwood and Cape Girardeau, Missouri, and graduated from Southeast Missouri State Teachers College in After receiving a law degree in 1914 from the University of Missouri, Dearmont established a private practice in Cape Girardeau. In 1928, he was elected to the Missouri State Senate. During his years in office he authored legislation providing for minimum salaries for school teachers, the creation of the State Highway Patrol, as well as co-authored Missouri s State Income Tax Law. He was noted for his fight against the high interest rates of the small loan companies in Missouri. Dearmont was an unsuccessful candidate for the Democratic nomination in 1932 for Governor of Missouri, and conducted a campaign against the opposition of the Kansas City Pendergast machine. He became associated with Missouri Pacific Railroad as a district attorney in Southeast Missouri in 1930, and subsequently was named Counsel for the Trustee in the railroad s bankruptcy proceedings and plan of reorganization. He later became Chairman of the Board and then President of the Missouri Pacific Railroad. Dearmont was an active participant in civic work on a national, regional, and local level, and was recipient of the St. Louis Award in 1958 for his outstanding contribution to the advancement of St. Louis. In 1960, he received the Globe Democrat s Humanitarian Award. He served on the board of the National Conference of Christians and Jews, was President of the St. Louis Area Council, Boy Scouts of America, was a member of the Executive Committee and the Board of Directors of the Urban Redevelopment Corporation in St. Louis, and a member of the Board of Directors and Advisory Board of the Civic Redevelopment Corporation. In 1957, he was appointed by Governor James T. Blair, Jr., to the Board of Police Commissioners of the City of St. Louis.

( ), Papers, Page 2 For several years he served as a director on the boards of both Lindenwood and Westminster Colleges, and as presidential advisor at Saint Louis and Washington Universities. Dearmont served in the capacity of board member in the following business and civic organizations: YMCA; American Royal Association; Governmental Research Institute; Missouri Public Expenditure Survey; Automobile Club of Missouri; Association of Western Railways; Southwestern Bell Telephone Company; Texas and Pacific Railway Company; Terminal Railroad Association of St. Louis; Association of American Railroads; United Fund of St. Louis; Municipal Theater Association; and Jefferson National Memorial Association. Dearmont was also a member of the following clubs and organizations: Noonday Club; Raquet Club; Bogey Club; St. Louis Country Club; Dallas Club; Bankers Club of New York and Chicago; Scottish Rite Mason; Knights Templar and Shriner; St. Louis Bar Association; Missouri State Bar Association; and American Bar Association.
