1 MINUTES POINTE COUPEE PARISH POLICE JURY May 10, 2011 The Pointe Coupee Parish Police Jury met in regular session at 5:00 p.m. on Tuesday, May 10, 2011, at the Courthouse Annex in New Roads, Louisiana. Juror Jarreau asked that Mr. Vernon Devillier of Ventress, who passed away, be remembered in prayer. President Melanie Bueche called the meeting to order and directed Secretary Gerrie Martin to call the roll: PRESENT: ABSENT: Messrs. John Pourciau, Clifford Nelson, Allen Monk, Willie Olinde, Cornell Dukes, Russell Young, Joseph Bergeron, Glenn Cline, Mrs. Janet Vosburg, Mr. Kurt Jarreau and Mrs. Melanie Bueche, President. Arrived after roll call: Mr. Albert Dukes. None. APPROVAL OF MINUTES Motion by Mr. Pourciau and seconded by Mr. Young: RESOLVED, That the minutes of the regular meeting of April 26, 2011, be accepted as written and be published in the official journal. RESOLUTION--EXPRESSION OF SYMPATHY FOR MR. ROOSEVELT PEARSON, SR. Juror C. Dukes presented an expression of sympathy resolution to the family of Mr. Roosevelt Pearson, Sr. Motion by Mr. C. Dukes and seconded by Mr. Young: WHEREAS, God in His infinite wisdom has called to his eternal reward Mr. Roosevelt Pearson, Sr.; and WHEREAS, Mr. Roosevelt Pearson, Sr. was a native of Morganza and resident of New Roads and Pointe Coupee Parish for 61 years; and WHEREAS, his presence will be sadly missed by his family and friends: Therefore be it RESOLVED, That this Pointe Coupee Parish Police Jury does and hereby extends to the family of Mr. Roosevelt Pearson, Sr. this resolution of sympathy in the loss of their loved one. PUBLIC HEARING--CONDEMNATION OF A HOUSE OWNED BYALFRED TERRANCE A hearing to have public input to condemn and demolish an abandoned house owned by Mr. Alfred Terrance located on Lot 6 in River Road Subdivision at New Roads was conducted at 5:05 p.m. on Tuesday, May 10, 2011 at the Police Jury Meeting Room, Courthouse Annex, 160 East Main Street, New Roads, Louisiana. Mr. Terrance was present at the meeting and informed the Jury that he has begun to demolish the house and clean the property. There were no objections received, orally nor written. Motion by Mr. Young and seconded by Mr. Pourciau: RESOLVED, That upon the results of the public hearing and the recommendation of the Parish Building Official, that an abandoned house owned by Mr. Alfred Terrance located on Lot 6 in River Road Subdivision at New Roads be condemned and demolished; and be it
2 May 10, RESOLVED further, That the Pointe Coupee Parish Police Jury hereby orders that an abandoned house on Lot 6 in River Road Subdivision at New Roads be demolished or removed within 45 days. 15 MINUTES OF PUBLIC COMMENTS There were no public comments. LA POINTE & BACH PROGRAM Ms. Dana Papania informed the Jury that Executive Director Lynn David of Better Access Community Health (BACH) sends her apologies and that she was unable to attend the meeting, due to a family emergency. Ms. Papania presented documents from BACH to each Juror for their review. Ms. Dana Papania, a Licensed Certified Social Worker in Mental Healthcare, employed with Catholic Charities of the Dioceses of Baton Rouge and La Pointe Coordinator, reported on the La Pointe Program and the services being provided in the parish. CONSULTANT PROPOSAL FROM SJB GROUP, LLC Engineer Thomas Keene of SJB Group, LLC presented a consultant proposal to seek grants to fund a feasibility study for a wastewater treatment system on Island Road at Ventress. Motion by Mr. Olinde and seconded by Mr. Nelson: RESOLVED, That the proposal in the amount of $1, submitted by SJB Group, LLC as Task Agreement No. 1 to conduct a feasibility study for a wastewater treatment system on Island Road at Ventress be accepted. RENEWAL OF GROUP HEALTH INSURANCE Messrs. Claude Jarreau of Wright & Percy Insurance, along with Henry Powell, presented a group health insurance renewal proposal from Blue Cross Blue Shield for parish employees, effective July 1, Mr. Jarreau reported that there were no increases in the rates and the policy. Motion by Mr. C. Dukes and seconded by Mr. Pourciau: RESOLVED, That the group health insurance proposal with Blue Cross Blue Shield for parish employees submitted by Wright and Percy Insurance be accepted. ACCEPT GRANT FROM LA DEPARTMENT OF TRANSPORTATION & DEVELOPMENT FOR TERMINAL--APRON CONSTRUCTION PHASE I (PRELIMINARY DESIGN) FOR FALSE RIVER REGIONAL AIRPORT Airport Manager Yvonne Chenevert presented the following resolution for False River Regional Airport for approval of the Jury: Motion by Mr. C. Dukes and seconded by Mr. Olinde: A resolution authorizing the President to execute an Agreement with the Louisiana Department of Transportation and Development (LA DOTD) for improvements at the False River Regional Airport.
3 May 10, WHEREAS, Act 451 of the 1989 Regular Session of the Louisiana Legislature authorized the financing of certain airport improvements from funds appropriated from the Transportation Trust Fund; and WHEREAS, the Pointe Coupee Parish Police Jury has requested funding assistance from the LA DOTD for Terminal--Apron Construction - Phase I (Preliminary Design) at the airport; and WHEREAS, the LA DOTD is agreeable to the implementation of this project and desires to cooperate with the Pointe Coupee Parish Police Jury according to the terms and conditions identified in the attached Agreement; and WHEREAS, the LA DOTD will reimburse the sponsor up to $138, of the actual costs of Terminal--Apron Construction - Phase I at the False River Regional Airport: Therefore be it RESOLVED, That the Pointe Coupee Parish Police Jury does hereby authorize Mrs. Melanie L. Bueche, President, to execute an Agreement for improvements at the False River Regional Airport identified as State Project No. H more fully identified in the Agreement attached hereto. AWARD BID FOR CLEANING OF SILT TRAP IN DISCHARGE BAYOU Motion by Mr. Pourciau and seconded by Mrs. Vosburg: RESOLVED, That the bid in the amount of $22, submitted by Mr. Vaughn Bueche to clean the silt trap in Discharge Bayou at Jarreau be accepted, to be funded by the Louisiana Government Assistance Program (LGAP). LA HIGHWAY 1 GATEWAY PROJECT Parish Administrator Jimmy Bello reported and received approval of the Jury to respond to correspondence received from LA Department of Transportation and Development (DOTD) stating the Jury will abide by special conditions and funding for the Pointe Coupee LA Highway 1 Gateway Project that will be matched by funds from the Transportation Enhancement Fund. PARISH ADMINISTRATOR S REPORT Floodplain Administrator Cletus Langlois informed the Jury that three (3) FEMA disaster teams are on standby and will be in the parish to access any disaster that may occur in flood zones and non-flood zones areas in the parish after the flood gates are opened at the Morganza Spillway. He reported that anyone who experiences flooding should take pictures and submit written documents of the flooding to be included in the Hazard Mitigation Plan. He stated that if the gates are opened at the Morganza Spillway and you are in the flood way and you flood, insurance will not cover the flood damages. Juror Monk expressed thanks and appreciation to Registered Professional Land Surveyor Jimmy Chustz of Chustz Surveying, Inc. for the prompt services in preparing the elevation map of the parish. Surveyor Chustz briefly commented and explained the color coded (3-D) elevation map of the parish. Copies were presented to each Juror. Parish Administrator Bello presented an Emergency Operation Plan in response to the 2011 Mississippi River Flooding (FEMA-3322-EM Declaration) for the parish for approval of the Jury. Motion by Mr. Nelson and seconded by Mr. Monk: RESOLVED, That the Pointe Coupee Parish Police Jury will provide support under the unified
4 May 10, command of the Pointe Coupee Parish Sheriff s Office in providing the following: SECTION 1. Cancel all critical Police Jury employees unscheduled vacation beginning May 11, 2011 thru May 29, SECTION 2. Place the Parish Administrator, Directors, Supervisors, Heavy Equipment Operators II, III & IV and other critical needed employees on-call beginning May 11, 2011 thru May 29, 2011 or until the flooding event has ended. SECTION 3. Authorize the payment of needed overtime as required. SECTION 4. Deploy manpower as required. SECTION 5. Deploy available equipment as required. SECTION 6. Deploy available 4 x 4 vehicles and dump trucks in evacuation assistance of parish residents. SECTION 7. Authorize the purchase of needed materials and supplies as required. In response to Juror Cline, Parish Administrator Bello reported that the Corps of Engineers is proposing to open the gates at the Morganza Spillway between Saturday, May 14, 2011 thru Tuesday, May 17, Floodplain Administrator Langlois announced that the gates will not be opened until Red River Landing is at 1.5 million CFF and as of today the river was at 1.36 million CFF. Parish Administrator Bello gave an update on the rising water and flooding in the Mississippi River and presented each Juror with important data, including the Operation Flood 2011 Plan prepared by Sheriff Bud Torres, and other documents for their review. He reported that Sheriff Torres is hosting meetings with emergency personnel and elected officials twice daily at 7:30 a.m. and 5:30 p.m. to discuss the rising water in the river. Juror Monk reported that once the gates are opened, wildlife will be roaming and displaced and residents are asked to contact E911 Office to report any wildlife roaming throughout the parish. Mr. Roosevelt Gremillion informed the Jury Sheriff Torres is giving updates twice daily on KPCP FM 88.3 radio station at 7:00 a.m. and 5:00 p.m. to inform the public about the rising water in the river. If additional information is required by the public, they may contact the radio station at or the Sheriff s Office at At the request of Juror C. Dukes, the Jury agreed to place an ad in The Banner to inform the public about where to obtain information and updates about the rising water in the river. Motion by Mr. Jarreau and seconded by Mr. Monk: RESOLVED, That the proposal in the amount of $2, submitted by Feliciana Welders to perform a gas line extension on Vallet Street Extension at Livonia be accepted. Juror Monk asked that the Utilities Committee evaluate a serious gas consumption problem at the Pointe Coupee Grain Elevator. Parish Administrator Bello and Public Utilities Director John Gosserand informed Juror Monk that Smith Meters is reviewing this matter. Parish Administrator Bello informed the Jury that in the event of flooding in the parish, Public Works
5 May 10, Director Rodney Robillard has received permission to relocate and store heavy equipment in St. Francisville on property of Mr. Paul Lambert. EMPLOYMENT OF SUMMER WORKERS Juror A. Dukes stated that since the youth does not have a lot of recreational activities in the parish, he requested approval of the Jury to employ 15 youth as summer workers. He stated that Sheriff Torres has agreed to place half the youth in his office. He stated the City of New Roads and the Pointe Coupee General Hospital is both employing 15 youth for the summer. After discussion, the following resolution was offered: Motion by Mr. A. Dukes and seconded by Mr. Nelson: RESOLVED, That $21, be appropriated in the 2012 budget for the employment of 15 youth in the summer by the Police Jury. EXECUTIVE SESSION Motion by Mr. A. Dukes and seconded by Mr. Nelson: RESOLVED, That the Police Jury enters into executive session at 6:00 p.m. to discuss a pending litigation. OPEN SESSION Motion by Mrs. Vosburg and seconded by Mr. Nelson: RESOLVED, That the Police Jury returns to open session at 7:15 p.m. Motion by Mrs. Vosburg and seconded by Mr. Nelson, the meeting adjourned at 7:15 p.m. Gerrie P.
