12 December 2013 RESULTS National Conference Call SNAP Facts SNAP (Supplemental Nutritional Assistance Program, formerly Food Stamps) is an our nation's first line of defense against hunger According to new Census Bureau data, SNAP kept 5 million Americans out of poverty in 2012 SNAP also has a significant impact on health and educational outcomes, and contributes to long-term economic stability Meredith Dodson, Director of U.S. Poverty Campaigns (with Prof. Muhammad Yunus)
13 December 2013 RESULTS National Conference Call SNAP Facts SNAP (and other programs) are working
14 December 2013 RESULTS National Conference Call SNAP Senate Farm Bill Passed on June 10 by vote of $4.1 billion SNAP cut over 10 years Cuts benefits in so-called Heat and Eat programs in 15 states (CA, CT, ME, MA, MI NH, NJ, NM, NY, OR, PA, RI, VT, WA, WI) Nearly 500,000 households would see benefits drop by an average of $90/month Heat and Eat programs allow states to boost SNAP benefits for households that also qualify for a minimal benefit from the Low-Income Home Energy Assistance Program (LIHEAP); this allows low-income families to avoid the harsh choice of buying food or paying the electric bill
15 December 2013 RESULTS National Conference Call SNAP House SNAP Bill Nutrition Reform and Work Opportunity Act, H.R Cuts the SNAP by $40 billion over ten years Forces 2.1 million people off SNAP and deny 210,000 low-income children free meals at school by eliminating state flexibility in administering SNAP (Categorical Eligibility or Cat El ) Cuts off SNAP to 1.7 million year olds with no children (so called ABAWDs Able-Bodied Adults Without Dependents) who live in high unemployment areas and want to work; these folks earn an average $2,500 per year Makes larger Heat and Eat cut than Senate bill -- would cut SNAP benefits by average of $90/month for 850,000 households Lets states keep half the money saved by removing people from SNAP, including parents with children as young as one who cannot find work or are unable to find safe and affordable child care for their young children Only one out of six low-income families eligible for child care assistance are able to receive it now
16 December 2013 RESULTS National Conference Call SNAP Households Already Facing a Tough Time SNAP benefits were cut automatically starting November 1 when the increases in SNAP benefits from 2009 s American Recovery and Reinvestment Act (ARRA) was prematurely ended Average cut of $36/month (family of 4) or 5.5 percent Amounts to $5 billion cut in 2014, $11 billion overall According to Feeding America, food banks would have to double the number of meals served in 2014 to make up for the meals lost from the ARRA cut plus the House s proposed cuts
17 December 2013 RESULTS National Conference Call SNAP Farm Bill Deal On December 4, key House and Senate negotiators announced they had reached a deal on the nutrition portion of the Farm Bill that would include $8.6 billion in cuts to SNAP over ten years. No official details released yet. Cuts will be to Heat and Eat programs in 15 states, which help increase SNAP benefits for people who receive benefits from the Low-income Home Energy Assistance Program (LIHEAP). CA, CT, ME, MA, MI, NH, NJ, NM, NY, OR, PA, RI, VT, WA, and WI. The cut would amount to an average loss of $90 per month in SNAP benefits for approximately 850,000 low-income households. The formal Farm Bill conference committee will not meet until January to finalize the agreement. The conference committee will vote on additional harmful amendments to SNAP, notably a provision to cut off SNAP to 1.7 million year olds with no children (Able- Bodied Adults Without Dependents or ABAWDs ) who live in high unemployment areas and want to work.
18 December 2013 RESULTS National Conference Call SNAP Farm Bill Deal Analysis The Good News: because of your strong advocacy work in coordination with our allies, several egregious provisions passed by the House of Representatives not in the deal and will not be considered. These notable omissions include: Elimination of state flexibility in administering SNAP (called Categorical Eligibility or Cat El ), which would have forced 2.1 million people off SNAP and denied 210,000 low-income children free meals at school. The Southerland amendment, which would have imposed strict work requirements, including parents with children as young as one, who cannot find work or cannot find safe and affordable child care for their young children; amendment allowed states to keep half the money saved from removing people from SNAP. Banning SNAP benefits for some convicted felons. Requiring SNAP applicants go through drug testing to receive benefits. While RESULTS is pleased that many of the most harmful provisions passed in the House are not part of this deal, we strongly oppose further cuts to SNAP and urge policymakers to reconsider the $8.6 billion cut to SNAP.
