No Representative Barnes. To enact sections and of the Revised Code to enact the "Respect Your Date Act" to designate the month of April as "Respect Your Date Month" and to require each state institution of higher education to adopt a policy regarding dating violence, domestic violence, sexual assault, stalking, and rape on campus and to declare an emergency.

Representative Schaffer moved to amend, amendment 0294, as follows: In line 4 of the title, after "taxes" insert "and to declare an emergency" After line 61, insert: "Section 2. This act is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health, and safety. The reason for such necessity is to enable consumers to take advantage of the sales tax holiday authorized by the act. Therefore, this act shall go into immediate effect." Representative Patterson moved to amend, amendment 0188, as follows: In line 4 of the title, after "taxes" insert "and to reimburse the Local Government Fund, the Public Library Fund, counties, and transit authorities for the resulting revenue losses" After line 61, insert: "Section 2. (A) On or before the seventh day of each month, beginning in September 2017 and ending in July 2018, the Director of Budget and Management shall credit both to the Local Government Fund and to the Public Library Fund an amount from the General Revenue Fund equal to the difference obtained by subtracting the total tax revenue credited to the General Revenue Fund during the preceding month, as determined under section of the Revised Code, from the amount of such revenue the Tax Commissioner estimates would have been credited to the General Revenue Fund during that month if Section 1 of S.B. 9 of the 132nd General Assembly had not been enacted. (B) On or before the forty-fifth day after the end of each month, beginning with August 2017 and ending with May 2018, the Director of Budget and Management shall pay from the General Revenue Fund to the county treasurer of a county or fiscal officer of a transit authority levying a tax or taxes pursuant to section , , , , , or of the Revised Code an amount equal to the difference obtained by subtracting (a) the aggregate amount of payments provided to the county treasurer or fiscal officer under division (D) of section and division (B) of section of the Revised Code for that month from (b) the aggregate amount the Tax Commissioner estimates would have been payable to that county treasurer or fiscal officer under those divisions for that month if Section 1 of S.B. 9 of the 132nd General Assembly had not been enacted. A payment received by a county treasurer or fiscal officer under this division shall be credited as would revenue from such tax or taxes levied by the county or transit authority as required under section or of the Revised Code proportionately according to the ratio the rate of each such tax levied by the county or transit authority bears to the total rate of all such taxes levied thereby."
