1 Drunk Driving Task Force MINUTES 3/19/15 Attending, member representatives: Larry LaFlower, April Russ, Ann Wojas,Lynn Slate, Doris Amling, Ryan Rowan, Tim Beach, Joe Torok, Joshua Noel, John Ryan, Jeremy McHargue, Dan Henson, Meghan Etzler, Stephanie McFadden, Dale Marshall, Robert Nichols Absent: Ann Wojas, David Lohse, Mike Stephens, Michelle Volk, Mike Grennes Also in attendance: Beatrice Owen The March meeting of the Drunk Driving Task Force was opened by Larry LaFlower. Minutes from the February DDTF meeting were reviewed. John Ryan made a motion to accept the minutes, seconded by Tim Beach. Minutes approved. Old Business: Website There were 7,036 hits in February and 445 unique visitors. Funding The current balance in the Education account is $2, The current balance in the Justice account is $6, The current balance in the Server Training (banquet) account is $ St. Patrick s Day Patrol Stat sheets coming in. Hebron, Kouts and Sheriff s Department participated. Final information to be provided at next meeting. Ad Hoc Committee Website Members reviewed the two draft views of the revised website and selected the one with the buttons on the left-hand side. Goggles and Carts Program The following dates have been setup for this program: April 16 Kouts, 9 a.m., be at the school at 8:45 at the latest rear lot, outside, juniors and seniors April 17 Wheeler, 8:30 a.m., be at the school at 8:15 at the latest - gymnasium May 1 Washington Township, 9 a.m., be at the school at 8:45 at the latest in between the two buildings, outside May 5 Boone Grove, 7:30 a.m., be at the school at 7:15 inside and out May 8 Morgan Township, 9 a.m., be at the school at 8:45 at the latest outside Tablecloth Members voted down the proposed sample. Noted they would prefer something simpler, the name, DDTF, with badges and logos under the name. Data Collection Data has been received from all police departments. Waiting to hear from Adult Probation and PACT.

2 New/Other Business: HIDTA Data Request Reviewed request and then collected the necessary data for request from HIDTA about NarCan. NCAA Patrols Josh Noel moved that the three departments (Hebron, Kouts, Sheriff s Department) can send out 3 four-hour shift patrols either the weekend of March or April 3-5. Ryan Rowan seconded. Motion approved. Server Training Tim Beach moved that the DDTF sponsor a Server Training on May 5 th. Josh Noel seconded. Motion approved. April Meeting Location The April DDTF meeting will be held at Kouts Town Hall after the Goggles & Carts program at Kouts High School, at 11:30 a.m. Other Members had a demonstration of the marijuana goggles. It was decided that members would use the goggles at the schools this year, if they have had time to practice. If using, they will conduct the three activities that do not involve a computer and access to the internet. Tim moved to adjourn the meeting. John Seconded. Minutes from the January DDTF meeting were reviewed. Michelle Volk made a motion to accept the minutes, seconded by April Russ. Minutes approved. Old Business: Website There were 1,740 hits in January and 530 unique visitors. Funding The current balance in the Education account is $4, The current balance in the Justice account is $6, The current balance in the Server Training (banquet) account is $ Ad Hoc Committee Website The committee gave a pre-view of the proposed website updates. There will be rotating pictures of cars and county locations on the main page. Committee asked that the webhost, Catalyst, create a mock-up of the proposal to share with the ad hoc committee. Ad hoc committee will meet one last time to review and approve. Super Bowl Patrol Only one officer braved the winter weather on Super Bowl Sunday, Paul Czupryn from the Sheriff s Department. He was able to get 1 DUI arrest. New/Other Business: St. Patrick s Day Patrols Ann Wojas moved that St. Patrick s Day patrols be funded for Tuesday, March 17, for Kouts, Hebron, Porter, and Sheriff s Department for two patrols per department. Michelle Volk seconded. Motion approved. 4 Education in the Community Ryan Rowan moved that the DDTF purchase the Marijuana Simulation Kit from Innocorp. April Russ seconded. Motion approved. Presentation at the schools to include alcohol and marijuana goggles, table with materials and potentially evaluations. Data Collection Larry will send out request for data for the Comprehensive Community Plan. Start collating data. Tablecloth Tabled until next meeting. Other Larry noted that we have 2 DUI fatalities this year one on County Line Road (LaPorte) and the other in Portage. A Portage student won an award for best PSA about distracted driving. Agreed to present her with a plaque at the next coalition meeting. Members to approved wording of plaque. Michelle moved to adjourn the meeting. Doris Seconded. 5 Drunk Driving Task Force MINUTES 1/15/15 Attending, member representatives: Larry LaFlower, April Russ, Tim Beach, Joe Torok, David Lohse, Robert Nichols, Dan Henson, Michelle Volk, Josh Noel, Ryan Rowan Also in attendance: Mike Denny (guest, HIDTA), Chuck Porucznik, Sheriff Reynolds, Chief Jeff Biggs, and Beatrice Owen The January meeting of the Drunk Driving Task Force was opened by Larry LaFlower. Minutes from the November DDTF meeting were reviewed. Robert Nichols made a motion to accept the minutes, seconded by April Russ. Minutes approved. Old Business: Website There were 8,927 hits in November and 522 unique visitors. There were 9,797 hits in December and 553 unique visitors. There were 2,311,883 hits in the calendar 2014 and 13,353 unique visitors. Discussion on lack of mugshots to put on the website. April will send staff contact information for J-tech (sp) to get more information on mugshots. Funding The current balance in the Education account is $4, The current balance in the Justice account is $6, The current balance in the Server Training (banquet) account is $ Ad Hoc Committee Website The committee has been unable to work as schedules have not allowed for a meeting. April will take the lead and send out meeting information to members. DUI Banquet Discussion of officer recognition banquet. Noted that the new location was well-received by attendees. It was nice and cozy. The food was good, the change in location was deemed good. It is important to meet around the county. Noted lack of judicial and other elected officials. Invite County Clerk to next recognition banquet. Holiday Patrols A total of 9 patrols went out over Christmas and New Year s Eve holidays. These totaled 36 hours and netted 1 DUI arrest. New/Other Business: Super Bowl Patrols Tim Beach moved that Super Bowl patrols be funded for Sunday, February 1, for Kouts, Hebron, Porter, and Sheriff s Department for two patrols per department. Josh seconded. Motion approved. Reminder that the officers on patrol need to be SFT certified. Goggles and Carts Program Members need to canvas schools for Goggles and Carts program. Come to next meeting with information about dates.

6 Data Collection Larry will send out request for data for the Comprehensive Community Plan. Start collating data. Ideas for education in Community Reviewed Times advertisement option. Task Force said no. Formal Presentation Mike Denny, HIDTA, gave a presentation about the Lake County High Intensity Drug Trafficking Area Drug Threat Assessment, He noted that he will meet with each department and sit down to go over data and what is happening in the area. The numbers in the report are not necessarily accurate as the data is reported out after the February collection date. He noted that heroin is on the rise, as is cocaine and crack. They are seeing ice being transported through the region as well. Concealment is an issue. The report lists multiple ways that the drugs are concealed as they are transported. Denny asked of the Task Force, is drugged driving happening in Porter County? The answer, yes it is. HIDTA is now involved in prevention measures. Next year they will have prevention money that their executive board will determine what prevention measures to fund. Initiative Sheriff s Department is creating a new initiative, Opioid Overdose Response Team. It has not officially begun. Task Force members will be notified when it begins. Through the OORT data will be shared between departments such as drugs, type, manufacturer, etc. In this manner law enforcement in the county will all be kept abreast of recent trends, use, overdose, and other pertinent information. Banner/Tablecloth Tim moved to move forward with the Blanketing Porter County banner as a tablecloth with black or blue background. Dale seconded. On the vote, David Lohse, Larry LaFlower, Josh Noel and Tim Beach voted no. Motion approved. Marijuana Karen Tallian has submitted proposed legislation for medicinal marijuana. HIDTA is not doing anything about that issue. Joe moved to adjourn the meeting. April Seconded. Meeting adjourned Next Meeting February 19, 2015
