Pursuant to the provisions of section 3507 of the Elections Code, you are hereby informed that on this date we mailed to Mr. Frederick A. Meiser, Jr., and Mr. Philip R. Osmon, as proponents, the following title and summary: "MARIJUANA. USE AND POSSESSION INITIATIVE. Removes state penalties for personal use. Makes provision for a statute which would provide that no person eighteen years or older shall be punished criminally or denied any right or privilege because of his planting, cultivating, harvesting, drying, processing, otherwise preparing, transporting, possessing or using marijuana. Does not repeal existing, or limit future, legislation prohibiting persons under the influence of marijuana from engaging in conduct that endangers others." 3 An act to add new Section to Division 10 of the Health and Safety Code: THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT A~ FOLLOWS: SECTION , (1) No person in the State of California 18 years of age or older shall be punished criminally, or be denied any right or privilege, by reason of such person's planting, cultivating, harvest ing, drying, processing, otherwise preparing, transporting, or possessing marijuana for personal use, or by reason of that use. (2) This provision shall in no way be construed to repeal existing legislation, or limit the enactment of future legislation, prohibiting persons under the influence of marijuana from engaging in conduct that endangers others.

Circulating and Filing Schedule: USE AND POSSESSION INITIATIVE 1. r 'linimum number of signatures required: 325,504 Constitution IV, 22(b) 2. Official Summary Date 10/Ol/73 Elections Code Section Petition Sections: a. First day Proponent can circulate Sections for signatures 10/01/73 Elections Code Section 3507 b. Proponent may file petition sections with the Registrar of Voters at any time, and at as many times as he wishes during the 150 day period. The Registrar of Voters must determine within 30 days of any filing the number of qualified electors who have signed the petition. Elections Code Section 3520 (a) and (b) c. Each Registrar of Voters where Proponents have filed any section of the petition shall transmit his Certificate to the Secretary of State. The Certificate is to show the number of valid signatures determined as of that date. The following are the dates on which the Certificates must be sent to the Secretary of State.
