Minimum number of signatures required ,790 Constitution II, 8(b). 2. Official Summary Date Wednesday, 2/04/81 Elections Code Section Petition Sections: a. First day Proponent can circulate Sections for signatures... Wednesday, 2/04/81 Elections Code Section b. Last day Proponent can circulate and file with the county. All Sections are to be filed at the same time within each county Monday, 7/06/81* Elections Code Sections 3513, 3520(a). c. Last day for county to determine total number of signatures affixed to petition and to transmit total to the Secretary of State... Monday, 7/13/81 (If the Proponent files the petition with the county on a date prior to 7/06/81, the county has five working days from the filing of the petition to determine the total number of signatures affixed to the petition and to transmit this total to the Secretary of State.) Elections Code Section 3520(b). *Date adjusted for official deadline which falls on Saturday....

Last day for county to determine number of qualified electors who have signed the petition, and to transmit certificate with a blank copy of the petition to the Secretary of State Tuesday, 7/28/81 (If the Secretary of State notifies the Counties to determine the number of qualified electors who signed the petition on a date prior to 7/13/81, the last day is not later than the fifteenth day after the notification.) Elections Code Section 3520(d), (e). e. If the signautre count is between 498,411 and 609,169 then the Secretary of State notifies the counties using the random sampling technique to determine the validity of all signatures. Last day for county to determine actual number of all qualified electors who signed the petition, and to transmit certificate with a blank copy of the petition to the Secretary of State Thursday, 8/27/81 (If the Secretary of State notifies the counties to determine the number of qualified electors who have signed the petition on a date prior to 7/28/81, the last day is not later than the thirtieth day after the notification.) Campaign Statements: Last day for Proponent to file a Campaign Statement of Receipts and Expenditures for period ending 8/03/ Monday, 8/10/81 (If the Secretary of State finds that the measure has either qualified or failed to qualify on a date earlier than 7/06/81, the last date to file is the 35th calendar day after the date of notification by the Secretary of State that the measure has either qualified or failed to qualify. INITIATIVE CONSTITUTIONAL AMENDMENT. Provides that if budget bill is not passed by the Legislature by midnight, June 15, members of Legis1atux"e shall receive no compensation, and reimbursement for traye1 and living expenses, for any day after tha.t date and pri.or to day after passage of budget bill. Provides no adjustment may be made in compensation or reimbursement for expenses to recover amounts forfeited by failure to pass the budget bill by midnight, June 15. Repeals present provision that allows bills containing appropri.ations for salaries and expenses of Legislature to be sent to Governor before budget bill enacted. Fiscal impact on state and local governments: State savings cannot be estimated because the budget bill enactment date each year cannot be projected. 12 For Immeaiate Release February 9, 1981 Contact: Caren Daniels BUDGET BILL INITIATIVE DRIVE LAUNCHED REPORTS MARCH FONG EU SACRAMENTO -- Secretary of State March Fong Eu today (Feb. 9) announced the beginning of an initiative drive by a Santa Ana psychologist to force passage of the state budget by June 15 annually. The initiative, State Budget Delays, is a constitutional amendment requiring 553,790 registered voter signatures by July 6 to q~alify for the June 1982 ballot. The proponent is James Conant of Crawford Canyon Road in Santa Ana. His proposal would provide that "if the bud3et bill is not passed by the Legislature by midnight on June 15, the members of the Legislature shall receive no compensation, and reimbursement for travel and living expenses in connection with their official duties, for any day after that date and prior to the day after the passage of the budget bill." In addition, the measure "provides that no adjustment may be made in compensation or reimbursement for expenses to recover amoun~s fo=feited by failure to pass the budget bill by midnight, June 15." Finally, the measure would "repeal the present provision that allows bills containing appropriations for salaries and expenses of the Legislature to be sent to the Governor before the budget bill is enacted." For each day the budget misses the June 15 deadline, about $16,000 would be saved by the state.
