1 FINAL REPORT XIth SOUTH EAST REGIONAL HYDROGRAPHIC COMMISSION (SEPHC) MEETING Lima Perú june, OPENING OF THE MEETING The XIth meeting of the Southeast Pacific Regional Hydrographic Commission (SEPHC) was opened on June 17, 2013 in Lima city, Peru, with the participation of the delegations of the Hydrographic Service of Chile, Ecuador and Peru as well as the Director of the International Hydrographic Bureau (IHB) Vice Admiral. Gilles Bessero. Colombia reported that due to administrative reasons will not attend but will be present through a video conference. Likewise, CARIS and FUGRO enterprises were represented by Mr. Alejandro Gerones and Don Ventura respectively. Although the representative of the Port Authority of Panama confirmed his attendance at the meeting, he did not attend. The list of participants is attached in Annex 1. Rear Admiral Fernando Peñaranda, Director of Hydrography and Navigation of the Peruvian Navy, welcomed all participants to the meeting. Commander Roberto Perez introduced himself as moderator of the meeting. He read the Colombia s letter informing the reasons for his absence. 2. APROVAL OF THE AGENDA The text of the provisional agenda was reviewed and approved by the delegation which is attached as Annex REPORT AND DELIVERY OF THE COMMISSION CHAIRMAN a. MANAGEMENT REPORT, YEARS Commander Cristian Diaz De Lartundo, as representative of Captain Patricio Carrasco Helwig, Chairman; thanked for the cooperation and the great support received from Hydrographic Services and the IHB through Capacity Building Committee for the execution of all tasks during his tenure as Chairman of the Southeast Pacific Regional Hydrographic Commission.

2 b. DELIVERY OF THE CHAIRMAN Likewise, on behalf of the outgoing Chairman, Cdr. Cristian Diaz gave the report of the administration to Rear Admiral Fernando Peñaranda, Director of Hydrography and Navigation of the Peruvian Navy being inaugurated the XIth SEPHC meeting. Rear Admiral Fernando Peñaranda thanked the confidence in Peru to manage the Commission and mentioned his intention of being available to receive the collaboration of other member states. 4. REPORT OF THE INTERNATIONAL HYDROGRAPHIC BUREAU (BHI) Vice Admiral Gilles Bessero, BHI Director showed his satisfaction in visiting Peru for the first time. Then he presented a salute to the entire Commission of the International Hydrographic Organization and his best wishes in the development of the meeting. In his report, which is attached as Annex 3, the following seven points were dealt: Management of the IHB Management of the IHO Topics related to INT and ENC Charts Updates to the C-55 Public Relations Capacity Building IHO Work Program 5. REVISION OF THE AGREEMENTS AND COMMITMENTS OF THE Xth SEPHC MEETING Captain Hugo Gorziglia, international Advisor of the Hydrographic Service of Chile (SHOA), mentioned the following agreements: AGREEMENT No. 1 The HPD Capacity Building Regional Program will be included. It will be carried out in Peru (September 2013) ACCOMPLISHED AGREEMENT No. 2 Ratify the designation of the Captain Jose Gianella as representative of the Commission before the CBSC who will receive the information of the Member and will be presented through the Chairmanship in the next meeting of this Sub Committee in May in Niteori, Brazil. ACCOMPLISHED Lieutenant Commander (r) Jaime Valdez has been appointed to replace Captain Jose Gianella and this information has already updated in the web page of the IHO.

3 AGREEMENT No. 3 A simultaneous videoconference will be carried out among the Commission members the last business day of the second quarter of this year to make a followup to the commitments established between the working groups. ACCOMPLISHED PARTIALLY It was stated that the video conferences must carry out when the situation demands being convenient at least once a year. AGREEMENT No. 4 The HSSC, WEND, CBSC and IRCC Working Group coordinators must present a Working Plan based on the FODA within three months. This was carried out by the SEPHC representatives in Cartagena in 2010 as well as the issues of concern in the region. For this, Chairmanship (Chile) will send a specific Working Plan format to be approved and used later by each of the WG mentioned above. The coordinators must inform Chairmanship quarterly on the progress reached according to the format established in that meeting (which is in Annex IV). ACCOMPLISHED PARTIALLY The format was attached to Circular 10/2012 and accepted by agreement. Therefore, the work plan must be submitted within 3 months from the date. AGREEMENT No. 5 Cdr. Enrique Silva of the Chilean Navy will represent the Chairman of the Commission at the IRCC meeting to be held in May 2011 in the city of Niteroi, Brazil where he will inform that the four Commission s members are in favor of the ratification of the Protocol of Amendments to the IHO Convention. ACCOMPLISHED AGREEMENT No. 6 Each member of the Commission will write an abstract in English of the Minutes of the Meeting which have been made in their own countries. This must be ready by the end of July. ACCOMPLISHED PARTIALLY Colombia is requested to include the English translation of the Minutes of the Ninth Meeting. In any case and prior coordination, the current Chairmanship will perform and published on the IHO website.

4 AGREEMENT No. 7 The Chairmanship will upload to the web page of the IHO SEPHC Statutes, Third Edition. Additionally, it will be linked the SEPHC website to IHO website. ACCOMPLISHED Chile will deliver the administration of the SEPHC website to Peru within the next 30 days, including the English version of the Statutes. 6. NATIONAL REPORTS CHILE Commander Cristian Diaz De Lartundo, Deputy Director of Chile dealt the following subjects and the details of them are given in Annex 4: Advances in hydro-cartography production from 2011 to Hydrographic Survey Planned Work Areas to update mapping affected by earthquake 27 / F. Cartography Triennial Plan Advances in ENC Production Electronic Chart Production Editing Tsunami Inundation Charts (CITSU). Nautical Publications COLOMBIA Captain Ricardo Molares Babra, CIOH s Director presented the report on the hydrographic activities of Colombia which were exposed by video (via Skype) The subjects dealt were as follows and the details of them are given in Annex 5. CIOH Organization. National Nautical Charting Scheme. Hydrographic Surveys carried out. Report C-55. New charts and updates. Nautical Publications. New equipment. PEXCA Project (Colombian First Expedition in Antarctica). Captain Molares wants to share with SEPHC Member States this future expertise.

5 ECUADOR Lieutenant Commander Jhonny Correa Aguayo, Sub Director of Ecuador Hydrographic Service presented the activities of INOCAR. The subjects dealt were as follows and the details of them are given in Annex 6. PERU Organization, Structure and Capabilities of INOCAR. Continental and Insular Hydrographic Surveys. Hydrographic Surveys in the Eastern Zone, in support of the project 9 SENESCYT. Nautical Charts and New Editions. Implementation of Information Systems Captain Colver Ruíz Technical Head of the Hydrographic Service of Peru presented the National Report of DHN. The subjects dealt were as follows and the details of them are given in Annex 7: Hydrography Department. Cartography Department. Navigation Department. Oceanography Department. Amazon Hydrography Service 7. HSSC COORDINATOR REPORT (ECUADOR) Lieut. Marco Santos presented a HSSC report. The subjects dealt were as follows and the details of them are given in Annex 8: Manual of Hydrography Revision Experiences on ENC Nodos. Standardization and Producing of Tsunami - Inundation Charts. Introduction of the HCSDI. The Commission informed that the Manual of Hydrography in Spanish version was already published and available on the IHO website. The Commission requested the HSSC Coordinator complements his report on the results of the Tsunami Inundation Chart standardization.

6 8. IRCC COORDINATOR REPORT (CHILE) Captain Hugo Gorziglia (r) presented the report. The subjects dealt were as follows and the details of them are given in Annex 9: Previous Background IRCC and SEPHC Proposals The SEPHC s Chairman would represent IRCC at the next meeting to be held in May 2014 in France was emphasized. 9. CBSC COORDINATOR REPORT (PERU) Lieutenant Commander (r) Jaime Valdez presented the report. The subjects dealt were as follows and the details of them are given in Annex 10: Objectives Strategy (Steps in the Process) Capacity Building Phases of the Capacity Building IHO Capacity Building Fund Report 2012 Work Programme and Applications - SEPHC Proposal for the Period Capacity Building Work Programme - Program adopted by the XVIII Conference and Advance status and Conclusions 10. WEND COORDINATOR REPORT (CHILE) Captain (r) Hugo Gorziglia presented the report. The subjects dealt were as follows and the details of them are given in Annex 11: Background WEND WG and the new Structure of the IHO WEND WG and the SEPHC Proposals to the 11SEPHC

7 The Commission does not have a WEND Working Group representative was informed. In this regard, the Commission reported that the current WEND SEPHC Coordinator (Chile) has no objection to keep on this responsibility. 11. INTERNATIONAL HYDROGRAPHIC REVIEW COORDINATOR REPORT (PERU) Commander (r) Julio Behr presented the report. The subjects dealt were as follows and the details of them are given in Annex 12: Background Actions Each member undertakes to submit an article for inclusion in the International Hydrographic Review 12. WORK PROGRAMME WITH REGARD TO IHO WORK PLAN Captain Hugo Gorziglia presented the report. The subjects dealt were as follows and the details of them are given in Annex 13: Corporate Affairs. Hydrographic Services and Standards. Inter-Regional Coordination and Support. Capacity Building Work Program for AGREEMENTS AND COMMITMENTS OF THE XI SEPHC MEETING AGREEMENT No. 1 NAME OF THE COMMISION Whereas the Statute named to the Commission with a different denomination it shall be established as follows from this date: SOUTH EAST PACIFIC REGIONAL HYDROGRAPHIC COMMISSION SEPHC AGREEMENT No. 2 MODIFICATION OF THE STATUTE Member States of the SEPHC must submit to the Chairmanship some proposed modifications of the statute. These will be dealt at the next meeting.

8 It was also noted that the current 3 version of the Statutes must be translated into English AGREEMENT No. 3 The Chairman should be accompanied by HSSC, CBSC or WEND Coordinators to international meeting representation when the situation demands. AGREEMENT No. 4 The Chairman shall represent SEPHC before IRCC at the next meeting to be held in May 2014 in France. AGREEMENT No. 5 The Member States of the SEPHC should encourage internships and technical training in the Capacity Building field. AGREEMENT No. 6 The Commission appoints as representative to the IHO WEND WG to the WEND Working Group Coordinator of the SEPHC Commission. AGREEMENT No. 7 Each member of the SEPHC Commission undertakes to submit at least one article in English language. This will be included in the International Hydrographic Review. Because the magazine is published twice a year, Chile and Peru will present their article to the Coordinator the first term and Ecuador and Colombia the second one. AGREEMENT No. 8 The Chairmanship will be in charge to convey the possible upgrades to IHB concerning to Manual on Hydrography in the Spanish version. AGREEMENT No. 9 HSSC Coordinator shall complement its report on the results of the standardization of the Tsunami Inundation Chart within the next 30 days. AGREEMENT No. 10 The work program of the Commission shall adopt the following structure:

9 Tasks to be fulfilled by Member States individually: IRCC5/01 and IRCC5/05 IHO WP Encourage the approval of pending applications for IHO membership. IRCC5/04 Comply with the CBSC Procedures related with the CB projects. IRCC5 06/2013 IHO WP Encourage the ratification of the Amendment Protocol to the IHO Convention. IRCC5/07 Secure the ratification of the Protocol of Amendments to the IHO Convention. Tasks to be fulfilled by the SEPHC Chairman: IRCC5/06 Invite GGC to attend corresponding RHC meetings. IRCC5/07 Consider the participation of the stakeholders at the RHC meetings. IRCC5/18 Publicize the IHO CB Stakeholders Seminar before it. N/N Encourage the participation of stakeholders in the region in the IFHS-IHO meeting in October Tasks to be fulfilled by the SEPHC Chairman with support of the SEPHC Commission: IRCC5/16 Provide the IRCC Chair with the reports on the progress of the relevant tasks of the IHO 2013 Work Programme by the end of January IRCC5/19 Provide to the IRCC Chair the estimated values of SPIs and agreed WPIs with comments about the difficulties found by the end of January N/N Consider to propose items for the EIHC5 Agenda, January N/N Encourage and support on GEBCO regional projects and inform to IRCC6. N/N Encourage MSs and representatives of industry and Academia to promote the use of satellite derived bathymetry. N/N Encourage a discussion about how crowd source bathymetry can be used in official navigational products and inform to IRCC6. N/N Provide material to the IHB and take every opportunity to promote the achievements of IRCC Bodies including CBSC, GEBCO and others. IRCC5/08 Contribute to the development of C-55. IRCC5/09 Contribute to improving the framework of IHO response to marine disasters. IRCC5/10 Contribute to monitoring and improving the global status of hydrographic surveying. AGREEMENT No. 11 SEPHC Commission agreed to request to its members provides their comments about the Performance Indicators chosen by IRCC and HSSC in the IHO Strategic Plan within sixty days.

DISCUSSION AND APPROVAL OF THE DATE AND PLACE OF THE NEXT MEETING It was agreed that the XIIth meeting of the Southeast Pacific Regional Hydrographic Commission will be held in Guayaquil, Ecuador from 1 st to 3 rd June The date will be confirmed on time by the Chairmanship. 15. CLOSURE OF THE MEETING In Lima, Peru on June 19, 2013, the XIth Meeting of the Southeast Pacific Regional Hydrographic Commission (SEPHC) was closed with the signing of the Final Minute by the delegates of the countries.
