The past ten years have seen the development of different strategies and efforts in a number of countries. However, it is even more necessary to create space for high-level technical exchange to address in accordance with the realities and needs of each country the different experiences, principles, trends, threats, and problems faced by comprehensive and sustainable alternative development, with a focus on human development, in the hemisphere. 11:00 The Drug Problem in the Caribbean Ken Garfield Douglas, Regional Director, Western Regional Health Authority, Jamaica.
