INTRODUCTION This Calendar is an outcome of the IACML Planning Meeting that took place on December 10 and 11, 2009, at the OAS headquarters in Washington, D.C., under the coordination of the Department of Social Development and Employment of the OAS, acting as the Technical Secretariat of the IACML and the Ministry of Labor, Employment and Social Security of Argentina, as Chair of the XVI IACML. It has been updated as of May The Meeting was attended by representatives of the Ministries of Labor that lead the IACML process: - Troika: Argentina (President XVI IACML), Trinidad & Tobago (President XV IACML), El Salvador (President XVII IACML), - Working Group 1 authorities: United States (Chair), Brazil and Guyana (Vice chairs) - Working Group 2 authorities: Dominican Republic (Chair), Mexico and Canada (Vice chairs) COSATE and CEATAL, in their capacity as consultative bodies to the IACML, were represented at the meeting by some of their Vice Chairs. Furthermore, the International Labour Organization (ILO), the Inter American Commission of Women (CIM), the Inter American Development Bank (IDB), the Economic Commission for Latin America and the Caribbean (ECLAC) and officers from the Permanent Missions of United States, Brazil, El Salvador and Trinidad & Tobago before the OAS were also present at the meeting. II. IACML CALENDAR OF ACTIVITIES Meeting of the Working Groups 2010 and RIAL Workshop Labor Dimension of Globalization and Free Trade Agreements: Impacts and Labor Provisions Location and date: Santo Domingo, Dominican Republic, July 27 29, 2010 Description: The meeting of the WGs (2 days July 28 and 29) took place together with the RIAL Workshop Labor Dimension of Globalization and free trade agreements: Impacts and Labor Provisions (July 27). The contents of the meetings were defined by the authorities of the WGs 1
3 in coordination with the Technical Secretariat and included the following themes: Global economic crisis on labor markets and responses of Ministries of Labor; gender mainstreaming; employment and social protection; professional, technical and technological training and certification; employment services; decent work country programmes; strengthening and current situation of the Inter American Network for Labor Administration (RIAL); and outcomes of the Meeting of Ministers of Labor of the G 20, held in Washington D.C. on April 2010 and Second Meeting of Ministers of Social Development of the OAS, held in Cali, Colombia on July Further information on this meeting, including presentations and outcomes, can be found in: under the section of Labor. During the workshop representatives from ministries, international experts and COSATE and CEATAL authorities discussed the impacts of globalization on labor, the labor provisions contained in FTAs and integration processes, and the role of labor ministries in the negotiation of such provisions. The WGs Meeting and workshop brought together representatives from 26 labor ministries of the hemisphere, representatives from the consultative bodies COSATE and CEATAL, ILO, ECLAC, European Union and OAS (areas of trade and labor). Funding sources: The OAS with resources given by Canada for the RIAL, covered the logistic and simultaneous interpretation costs, and travel expenses for representatives of small economies, COSATE (2 representatives) and CEATAL (2 representatives). Dominican Republic contributed with in kind resources in the organization and logistics. 2. Seminar on Intersectoral Public Policies: Social Protection and Employment Location and date: Río de Janeiro, Brazil, November 30 to December 2, 2010 Description: This seminar was a joint activity of the Inter American Network for Labor Administration (RIAL) and the Inter American Social Protection Network (IASPN), and was coorganized by the Organization of American States (OAS), the Ministry of Labor and the Ministry of Social Development and Hunger Fight of Brazil. It was an opportunity to analyze innovations and progress with an intersectoral approach to social protection and employment generation. It brought together Ministries of Labor and Social Development of 25 member states of the Organization, and representatives of 10 international organizations, civil society, the private sector, IACML advisory bodies, and academia. This event was also in response to the priority attached by the XVI Inter American Conference of Ministers of Labor (IACML) to intersectoral linkage and dialogue, expressed during the dialogue in which the Ministers of Labor engaged at this conference with the Chair of the Inter American Committee on Social Development (CIDES) and high authorities of the economic and productive sector. The seminar also lent continuity to the Intersectorial Seminar on Employment Policies and Income Generation for Vulnerable Populations, held in October 2009, in Cartagena, Colombia, as an activity of the CIDES. In preparation for this event, a concept document was prepared, entitled Social Protection and Employment Generation: Analysis of Experiences from Co responsibility Transfer Programs. This base document was prepared by the OAS, ECLAC, and the ILO, and was open for comments and contributions by the member states. All information may be found at: in the Workshops and Seminars section. Sources of financing: The OAS, with financing provided to the IASPN by the Government of the United States, covered travel costs (air fare, accommodation, and per diems for meals) for some representatives of Ministries of Social Development and Ministries of Labor of smaller 2
4 economies and for some NGO representatives. The Ministry of Labor and the Ministry of Social Development and Hunger Fight of Brazil made major in kind organizational and logistical contributions. 3. RIAL Workshop Decentralized Public Employment Services and their Linkage with the Business World Location and date: Mexico City, March 16 to 18, 2011 Description: This workshop was an output of a productive interagency partnership among: the World Association of Public Employment Services (WAPES), the Ministry of Labor and Social Welfare (STPS) of Mexico, the Ministry of Labor, Employment and Social Protection of Argentina and the OAS Department of Social Development and Employment. It was also an interregional event that brought together authorities and officials of the employment areas of 24 Ministries of Labor and Employment of countries of the Americas and Europe, representatives of employment services of 17 Mexican states, COSATE, CEATAL, Manpower, the ILO, the World Bank, the IDB, WAPES, and the OAS. The event facilitated effective and active exchange regarding decentralization of employment services, their contributions to local development strategies, and the challenges they face in achieving greater linkage with the private sector. It also identified recommendations as to how employment services could better address employer expectations and strengthen strategic partnerships with this sector. Funding sources: All organizers contributed in kind resources for the planning and development of the event. WAPES provided co funding of around Euro $20,000(US$ $30,000) for logistics, interpretation and meals. Ministries of Labor of Argentina and Mexico covered travel expenses of some representatives from smaller economies. 4. Working Groups Meetings 2011 and First Preparatory Meeting of the XVII IACML Location and date: Washington D.C., May 17 to 19, 2011 Description: This meeting of the WGs (3 days) will take place together with the first preparatory of the XVII IACML (half day). The agendas of the meetings have been defined by the authorities of the WGs in coordination with the Technical Secretariat, and they include the topics identified in the Planning Meeting. In the First Preparatory of the XVII IACML, the topics of the Conference will be defined, which will be the basis for the drafts of the Declaration and Plan of Action. Funding sources: the U.S. Department of Labor will cover the organization and simultaneous interpretation costs, and travel expenses for representatives of small economies, COSATE and CEATAL. 5. Second Preparatory Meeting of the XVII IACML Location and date: Washington D.C., August 16 to 18, 2011 Description: In this Meeting, the Declaration and Plan of Action of the XVII IACML will be discussed. Funding sources: To be defined. 3

XVII Inter American Conference of Ministers of Labor (IACML) Location and date: El Salvador, October 31 and November 1, 2011 Description: Under the auspices of the Ministry of Labor and Social Prevision of El Salvador and the OAS, the Ministers of Labor of the Americas will gather to discuss key labor topics (defined in the Planning meetings) and adopt a hemispheric Declaration and Plan de Action. During the XVII IACML the biennial meetings of COTPAL, COSATE and CEATAL, gathering Ministries, employers and workers, will also take place. Funding sources: El Salvador and OAS. III. OTHER ACTIVITIES RELATED TO THE IACML This section contains all the activities and initiatives that are not part of the formal IACML Calendar, but that are fully relevant for its members. - Subregional Workshops on Strategic Planning with a Gender Perspective Organized by the Inter American Commission of Women (CIM) with support from OAS/DDSE and ILO, to strengthen specialized gender units of the Ministries of Labor and their counterparts in the national women s mechanisms (NWM). Are part of the follow up to the Gender Strategic Guidelines of the IACML: Subregional workshop for the Caribbean was held in Guyana on April 12 14, 2010, thanks to the offer made by Guyana s Minister of Labor at the meeting. Subregional workshop for Central America, Dominican Republic, Panama and Mexico, was held in San Salvador, El Salvador on May 4 6, 2010, under the leadership of the Ministry of Labor and ISDEMU (El Salvador s NWM). Subregional workshop for the Southern Cone took place on September 15 17, 2010 in Asunción, Paraguay, with the collaboration of Paraguay s Ministry of Labor. Subregional workshop for the Andean region took place on October 12 14, 2010 in Quito, Ecuador, with the collaboration of Ecuador s Ministry of Labor and 2011 regular sessions of the OAS General Assembly (June), which include a Dialogue of Ministers of Foreign Affairs with worker representatives and the private sector. The Technical Secretariat coordinates participation by COSATE and CEATAL. During the XL General Assembly of the OAS on June 6, 2010 in Lima, Peru, workers and private sector representatives held an active dialogue with the Heads of Delegation of 26 Member States of the OAS. Authorities of COSATE, CEATAL and the Trade Union Confederation of the Americas (TUCA) participated. In addition, on June 5, workers representatives held a preparatory meeting to finalize the Declaration that they presented during the Dialogue. The meeting was coordinated by the DSDE/SEDI of the OAS, ILO, COSATE and TUCA. During the XVI General Assembly of the OAS on June 5, 2011 in San Salvador, El Salvador, dialogues between workers and the private sector will take place, with the participation of CEATAL, COSATE and TUCA. 4
6 - G 20 Labor Ministerial Meetings First meeting Washington D.C. on April 20 21, As was decided at the XVI IACML, the Declaration and Plan of Action of Buenos Aires were a contribution to this meeting by the Ministers of the Hemisphere. These documents were distributed during the negotiations of the Recommendations approved at the meeting.
