Mr. Rhodes, in the bsence of Ms. Lonnie Rhodes, ccepted the proclmtion. He spoke briefly bout the Mended Little Herts Orgniztion nd their work throughout the Tri-Cities. Richrd Venble, CEO of NET\ilORKS Sullivn Prtnership - Councilwomn Mrgret Feierbend red proclmtion recognizing Mr. Richrd Venble, CEO of NETWORKS Sullivn Prtnership. Mr. Venble hs served s CEO of NETWORKS since During Mr. Venble's time of service, he worked to crete 4,280 jobs, received 8 million of grnts for infrstructure development, nd worked to chieve 250 million of investments in Sullivn County, Tcnncsscc. Mr. Venble briefly spoke nd thnked the Council for their recognition.

Mr. Blck lso noted tht City stff hve very open nd coopertive reltionship with the udit firm. He presented severl rtios nd grphs noting very positive key finncil dt. In closing, Mr. Blck stted tht the udit ws very successful nd positive with his only recommendtion being look t informtion technology controls within the City. PUBLIC HEARINGS: Ordinnce l4-l - An Ordinnce to Amend the Zoning Mp of Bristol Tennessee by Designting Certin Properties s B-3, Generl Business District (l20lr l203r l2ll, 1213, nd 1237 Virgini Avenue) City Mnger Sorh reviewed this Ordinnce tht would mend the Zoning Mp to designte certin properties on Virgini Avenue s B-3. These properties re currently designted s R-2. This reioning ws brought bout t the request of Mrthon Relty, property owners, nd stff. All believe tht this rczoningis necessry due to the chnge in the lndscpe of this re. There being no public comment, this public hering ws closed. APPEARANCE OF CITIZENS: Mr. Tom Heibel, 716 Bluff City Highwy, ddressed Council expressing concern for the economic development of the City. He stted tht he would like to her more regrding the future mrketing nd development plns for the City. APPOINTMENTS: Beer Bord - After split vote, this item ws defened until next month when ll five Council members could be present. Librry Bord - Mr. Eric Cuddy ws ppointed to the Librry Bord by unnimous roll cll vote to serve n unexpired term ending December 31,2015. Finnce Committee - Mr. Ptrick Hickie ws ppointed to the Finnce Committee by unnimous roll cll vote to setve one yer term ending Februry 28,2015.

First Reding of New Ordinnces: Ordinnce l4-2 - An Ordinnce to Amend the Approprition the Fiscl Yer July 1,2013 through June 30,201 4 of Funds nd Budget for City Mnger Sorh reviewed this Ordinnce which rvould mend the pproprition of funds nd budget for the Fiscl Yer July 1,2013 through June 30, This mendment would increse- the Community Development Grnt Fund pproprition by $200,000. The Community Development Deprtment ws recently wrded grnl. totling $630,000 from the Tennessee Deprtment of Environment nd Conservtion. The grnt money is to be used to provide homeowner grnts of up to $15,000 ech to fund residentil housing improvements. Councilmn Keen moved to pprove this Ordinnce on first reding, Councilmn Young seconded. The motion pssed by unnimous roll cll vote. B. Adoption of Ordinnces (Second Reding): Ordinnce l4-l - An Ordinnce to Amend the Zoning Mp of Bristol Tennessee by Designting Certin Properties s B-3, Generl Business District (1201, 1203, l2ll, 1213, nd 1237 Virgini Avenue) City Mnger Sorh reviewed this Ordinnce which ws the subject of the public hering. This Ordinnce prticulrly ddresses five prcels on Virgini Avenue. This rezoning would designte the properties currently designted s R-2 to be B-3. Councilwomn Feierbend mde motion to pprove the Ordinnce on second reding, nd Councilmn Young seconded. The motion pssed by unnimous roll cll vote. C. Resolutions: Resolution l4-9 - A Resolution Approving the Conveynce nd Trnsfer of the Assets of Tri-Cities Regionl Airport to the Tri-Cities Airport Authority City Mnger Sorh reviewed this Resolution tht would pprove the execution of Quitclim Deecl relinquishing the City's title nd interest in the ssets of the irport. City Mnger Sorh noted tht the reson behind this relinquishing of ssets ws the cretion of the Tri-Cities Airport Authority. Since the mid 1930's, the Airport hs operted s joint venture between six entities. ln 2012, the six owners pproved the estblishment of n Airport Authority tht would operte s seprte legl entity; therefore the ssets would need to be moved to the Authorities' ownership. Councilwomn Feierbend moved to pprove the Resolution, nd Councilmn Keen seconded. The motion pssed by unnimous roll cll vote.

4 Pge 4 of 5 Resolution 14-11, - A Resolution Approving Professionl Services Agreement for the Collection of Delinquent Property Txes City Mnger Sorh reviewed this Resolution tht would pprove professionl service contrct with Mr. Pul A. Hrr for ssistnce in the collection of delinquent property txes. Mr. Hrr lso works for Sullivn County s delinquent tx ttorney. As fee for his services, Mr. Hrr shll receive the ttorney's fees collected by Chncery Court. This fee consists of 10Yo of the bse tx tht is dded to the delinquency upon commencement of proceedings in Chncery Court. In ddition to the ttorney's fee, Mr. Hrr shll be entitled to receive reimbursement for such expenses tht he hs incurred nd s my be fixed by the Chncellor from the mounts collected by the Chncery Court. Councilmn Young moved to pprove the Resolution, nd Councilmn Keen seconded. The motion pssed by unnimous roll cll vote. CONSENT AGENDA: City Mnger Sorh presented the Consent Agend to Council. City Mnger Sorh noted tht the Yer-End report would be posted Februry.9th on the City's website.. He lso noted tht the budget work session would be on April 15th nd continued to April 16tn if necessry. In closing, he stted tht the City hs issued construction permits with vlue of 52.9 million. CITY COUNCIL COMMENTS: Councilmn Keen ddressed concern bout the mrketing of the City by stting tht the Economic Development tem nd the Convention nd Visitors Bureu were mking coordinted effort to discuss mrketing of the City. In closing, Councilmn Keen congrtulted City Mnger Sorh on his new role. Councilmn Young thnked employees for their work during the inclement wether. He lso briefly spoke bout recent trip to Chttnoog to visit the Volkswgen fcility nd smll business incubtor with the Infrstructure Council of the Industril Development Bord of Bristol. Councilwomn Feierbend recognized former myors Joel Stton nd Kelly Grhm. She briefly spoke bout new Anderson Elementry School reding progrm. In closing, she congrtulted City Mnger Sorh on his new position. Vice Myor Powers stted tht Myor Doln ws gretly missed nd would hopefully be ble to join them t their next meeting.
