1 REPUBLIC OF KENYA (62) MAKUENI COUNTY ASSEMBLY VOTES AND PROCEEDINGS WEDNESDAY, 15 TH MARCH, 2017 (2.30 P.M.) 1. The Assembly assembled at thirty minutes past two O clock 2. The Proceedings were opened with Prayer. 3. PRESIDING:- The Hon. Speaker. 4. COMMUNICATION FROM THE CHAIR:- The following communication was made:- Hon. Members, I wish to inform you that there will a legislative summit that will be held from Sunday, 19 th to Friday, 24 th March, 2017 at Prideinn Paradise Beach Resort, Mombasa County. The Summit will bring together all Members of the County Assemblies, Senators and other stakeholders in devolution. Hon. Members, The theme for this year s Summit is Taking stock of gains made and preparing for Transistion The objective of the Summit will be among others; take stock of the complementary law making, oversight and budgeting functions of the Senate and County Assemblies; to reflect on the period since inception of devolved system and determine how stronger institutions can be established going forward; and to cross examine the measures that need to be taken during the transition period to receive the next legislators. Hon. Members, the event has been organized in three Sessions as below: i. On Sunday, 19 th March, 2017 there will be a pre-summit event for Legislators Living with Disability. The Members are expected to arrive a day before.

2 (63) ii. On Monday, 20 th March, 2017 there will be a pre-summit event for all Women legislators. The Members are expected to arrive a day before. iii. Four days main conference for all the MCAs and the CASB 4 th Member from Tuesday, 21 st March, Members are expected to arrive on Monday, 20 th March, Hon. Members, on behalf of the County Assemblies Forum, I hereby invite you to attend the aforementioned Summit Thank you Honorable Members 5. PAPERS:- The following papers were tabled:- i. The Makueni County FY 2016/2017 Supplementary Budget. (Supplementary Budget committed to the Budget and Appropriations Committee, to table a report in two weeks time-report due by 29 th March, 2017) ii. iii. The Business for the County Assembly for the Coming week. The Makueni County Government Financial Year 2017/2018 Budget Estimates. (Budget Estimates committed to the Budget and Appropriations Committee) 5. STATEMENTS PURSUANT TO STANDING ORDERS 41 (2) (a) (c):- The following response to a statement was issued:- i. The response to a statement as requested by the Member for Emali/Mulala Ward, regarding the many accidents occurring involving vehicles of the County Government. (The Chairperson, Committee on Transport and infrastructure)

3 (64) (The response was unsatisfactory. The Committee to give a comprehensive report in two weeks time - Report due by 29 th March, 2017) The following statement was issued:- i. The Business for the County Assembly for the Coming week, pursuant to standing Order 41 (2) (a), (The Leader of the Minority Party) 6. MOTION:-REPORT OF THE PUBLIC INVESTMENTS COMMITTEE ON MAKONGO VIEW POINT PROJECT Motion made and Question proposed; THAT, this Assembly adopts the Report of the Public Investment Committee on the Makongo View Point Project, Laid on the table of the Assembly on Tuesday, March 14 th, Debate arising; Mover replied; (The Chairperson, Public Investments Committee) Question put and agreed to. 7. PROCEDURAL MOTION:- ADJOURNMENT OF THE ASSEMBLY IN ACCORDANCE WITH THE CALENDAR OF THE COUNTY ASSEMBLY. Motion made and Question proposed; THAT, pursuant to the provisions of Standing Order 25(3), this Assembly adjourns from today Wednesday, March 15 th, 2017 until Tuesday, March 28 th, 2017 in accordance with the Calendar of the County Assembly (Regular sessions) No debate arising; Assembly adjourned without question being put.
