1 Twelfth Parliament Second Session (No. 72) (675) REPUBLIC OF KENYA TWELFTH PARLIAMENT (SECOND SESSION) THE NATIONAL ASSEMBLY VOTES AND PROCEEDINGS TUESDAY, AUGUST 14, 2018 AT 2.30 P.M 1. The House assembled at thirty minutes past Two O clock. 2. Proceedings were opened with Prayer 3. Presiding the Honourable Deputy Speaker 4. PETITIONS The Member for Kajiado East Constituency, Hon. Peris Tobiko, MP presented a petition regarding the compensation of the residents of Kajiado East arising from the construction of Phase 2A of the Standard Gauge Railway Project. Petition was referred to the Departmental Committee on Transport, Public Works and Housing pursuant to Standing Order 227(2). 5. PAPERS LAID The following papers were laid on the Table of the House; a) The Reports of the Auditor General and Financial Statements in respect of the following Institutions for the year ended 30th June, 2017 and the certificates therein: - (i) National Government Affirmative Action Fund; (ii) Water Sector Trust Fund; (iii) Rural Electrification Authority; (iv) Water Services Regulatory Board (WASREB); (v) Athi Water Services Board; (vi) National Environment Trust Fund; (vii) Kenya Academy of Sports; and (viii) The Technical University of Kenya. (The Leader of the Majority Party)
2 (No.72) TUESDAY, AUGUST 14, 2018 (676) b) Reports of the Departmental Committee on Transport, Public Works & Housing on its consideration of: - (i) The Petition regarding construction of foot bridges/crossings along Outer Ring Road, Nairobi; (ii) The Petition under Articles 26(1), 28 and 35 of the Constitution of Kenya, 2010 and the Traffic Act, 2012 with regards to Kenya Traffic Road Accidents; and (iii) The Petition on alleged impending demolition of a building along Mtangawanda-Kizingitini Road. (Chairperson, Departmental Committee on Transport, Public Works and Housing) 6. NOTICES OF MOTION The following Notice of Motion was issued by the Chairperson, Departmental Committee on Finance and National Planning (The Hon. Joseph Limo, MP): - THAT, pursuant to the provisions of Section 13 of the Public Appointments (Parliamentary Approval) Act, 2011 relating to extension of period for consideration of nominees for appointment to a public office, this House resolves to extend the period for consideration of the nominees submitted by H.E. the President for appointment to the Salaries and Remuneration Commission by a further period of fourteen (14) days from 21 st August, STATEMENTS The Member for West Mugirango (Hon. Vincent Kemosi Mogaka) issued a Statement regarding the demise of the Hon. Henry Onyancha Obwocha, former Minister for Planning and National Development, which occurred on Friday, August 03, THE SACCO SOCIETIES (AMENDMENT) BILL (NATIONAL ASSEMBLY BILL NO. 1 OF 2018) Order for Second Reading read; 9. MOTION - REPORT ON CONSIDERATION OF THE TRAFFIC (DRIVING SCHOOLS, DRIVING INSTRUCTORS AND DRIVING LICENSES) RULES, 2018 THAT, this House adopts the Report of the Committee on Delegated Legislation, laid on the Table of the House on Thursday, August 2, 2018, and pursuant to the provisions of section 15(1) of the Statutory Instruments Act and Standing Order 210 (4) (b) annuls in entirety the Traffic (Driving Schools, Driving Instructors and Driving Licenses) Rules, (Chairperson, Committee on Delegated Legislation)
