THAT, notwithstanding the provisions of Standing Order 97(4), each speech in a debate on Bills sponsored by a Committee, the Leader of the Majority Party or the Leader of the Minority Party shall be limited as follows:- A maximum of fourty five (45) minutes for the Mover, in moving and fifteen minutes (15) in replying, a maximum of thirty (30) minutes for the Chairperson of the relevant Committee (if the Bill is not sponsored by the relevant Committee), and a maximum of ten (10) minutes for any other Member speaking, except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of fifteen Minutes (15) each (if the Bill is not sponsored by either of them); and that priority in speaking shall be accorded to the Leader of the Majority Party, the Leader of the Minority Party and the Chairperson of the relevant Departmental Committee, in that Order. Suleiman Dori, M.P.):- The Cabinet Secretary explain to the Committee measures in place by the Government to ensure that all eligible Kenyans obtain passports upon application in line with Article 12(1)(b) of the Constitution, including harmonizing fees payable by new applicants, renewals and replacement of lost passports? (ii) Question No. 032/2014 by the Member for Marsabit County (The Hon. Nasra Ibren, M.P.):- Could the Cabinet Secretary inform the Committee on the measures the Government has put in place to protect the religious rights of all citizens, and in particular the plans to address perceived discrimination against members of the Muslim faith applying for passports which range from undergoing rigorous processes to the demand for the removal of veils by Muslim women during photo-taking? (iii) Question by the Member for Kirinyaga Central Constituency (The Hon. Joseph Gitari, MP):- Could the Cabinet Secretary inform the Committee on the details of all the vehicles leased by the Government for purposes of administration, list of beneficiary Sub-counties in the financial year 2013/2014 and when all sub counties will be supplied with vehicles to assist in administration? (iv) Question No. 035/2014 by the Member for Kiambu County (The Hon. Annah N. Gathecha, M.P.):- Could the Cabinet Secretary inform the Committee on the Government s blueprint for social order in urban areas, particularly in light of the alleged rounding-up and subsequent killings of hawkers in towns by security apparatus, including County Askaris, the measures the Government has put in place to safeguard the lives of hawkers in urban areas and the arrangements in place to prosecute the culprits? II. Questions under the Departmental Committee on Finance, Planning and Trade (A) Questions to the Cabinet Secretary for National Treasury: (i) Question No. 050/2014 by the Member for North Horr Constituency (The Hon. Chachu Ganya, M.P.):- What is the status of actualization of the Equalization Fund provided for in Article 204 of the Constitution, and in particular, the planned implementation framework and timelines, considering that over Kshs. 7.1 billion allocated in the last two years has not been utilized? (ii) Question No. 051/2014 by the Member for Kakamega County (The Hon. Rachel Ameso, M.P.):- Could the Cabinet Secretary inform the Committee on the efforts being made by the Government to ensure the involvement of women, youth and persons with disabilities in economic development activities, and in particular, explain why the online system of company registration has been defective and unresponsive and plans, if any, towards reducing the corporation tax payable by these vulnerable groups?
9 (iii) Question No. 039/2015 by the Member for Makadara Constituency (The Hon. Benson Mutura, M.P):- Could the Cabinet Secretary inform the Committee on steps the government is taking to ensure that Kenya s economic and security interests in South Sudan are not affected by forex scarcity currently being experienced in that Country occasioned by the frequent political instability? (B) Questions to the Cabinet Secretary for Industrialization and Enterprise Development: (i) Question No. 075/2015 by the Member for Emuhaya Constituency (The Hon. (Dr.) Wilber Ottichilo, M.P.):- Could the Cabinet Secretary list the projects and activities undertaken by the Kenya Industrial Estates (KIE) in the last five years, their economic impact, and reasons behind failure by KIE to construct and operationalize industrial sheds on land that was allocated in Luanda Town, Vihiga County five years ago? (ii) Question 076/2015 by the Member for Sirisia Constituency (Hon. John Waluke Koyi, M.P.):- Could the Cabinet Secretary explain the circumstances under which the Kenya Bureau of Standards (KEBS) awarded a three-year vehicle inspection tender to Quality Inspection Services Inc Japan (QISI) despite the obvious conflict of interest considering that QISI is a sister company of Jans Company (Japan) which is Kenya s largest second-hand cars importer; the allegations that QISI has no capacity to inspect motor vehicles which could cause Kenya s second-hand car importers billions of shillings in losses; and whether there are any plans to correct this situation considering that there were other qualified and neutral bidders? (C) Questions to the Cabinet Secretary for Devolution and Planning: (i) Question No. PVT/06/2015 by the Member for Ugunja Constituency (The Hon. Opiyo Wandayi, M.P.): - Could the Cabinet Secretary apprise Members on the allegations of attempted financial impropriety involving funds in excess of Ksh 800 million at the National Youth Service (NYS); shed light on reports concerning alleged power struggles within the leadership of the said institution; and further inform Members regarding guidelines used in the recruitment at the NYS. (ii) Question No. PVT/07/2015 by the Member for South Mugirango Constituency (The Hon. Manson Nyamweya, M.P.): - Considering that Article 232(1)(i) of the Constitution envisages equity and diversity in representation of Kenya s communities in appointments, could the Cabinet Secretary explain to the Committee whether the ongoing countrywide recruitment of youths by the National Youth Service (NYS) to perform various public works is being conducted in an equitable manner, particularly in Kisii County where majority of the youths have been recruited from specific constituencies; apprise Members on the guidelines used in the recruitment exercise; enlighten
10 the Committee on the measures being undertaken by the Service to ensure that the recruitment reflects equity and diversity of every constituency in the country; and further clarify on whether these programmes results in double allocation of funds to similar projects considering the Constituencies Development Fund and County Governments are engaged in works similar to what the NYS is performing? (iii) Question No. 053/2015 by the Member for Yatta Constituency (The Hon. Francis Mwangangi, M.P.): Could the Cabinet Secretary inform the Committee the number of civil servants who have attained retirement age but are still in office; the sectors where these individuals are engaged in; and the reasons behind them remaining in office considering the high numbers of skilled but unemployed youths? (iv) Question No. 054/2015 by the Member for Bomet Central Constituency (The Hon. Ronald Tonui, M.P.): Could the Cabinet Secretary brief Members on the alleged discrimination in the government resettlement programme accorded to over 1,100 Mau Forest evictees who moved to Bomet County and resettled at Chebugen and Kusumek IDP Camps; whether there are plans in place to resettle them considering that even their recent Petition to the Bomet County Commissioner was unsuccessful; and the possibility of providing budgetary allocation in the Supplementary Budget for the resettlement of these evictees who are currently living in deplorable conditions with no access to adequate basic needs? (v) Question No. 055/2015 by the Member for Mvita Constituency (The Hon. Abdullswamad Shariff Nassir, M.P.): Could the Cabinet Secretary apprise the Committee on the current status of the Economic Stimulus Programme (ESP), and in particular, inform Members whether the funds allocated are still available, the timelines for completing all projects under the programme, whether an audit was carried out to verify that the projects were actually implemented, and
