2 National Council of Corvette Clubs, Inc. September 9, 2017 Annual Meeting Minutes Dave Heinemann welcomed everyone and all recited the Pledge of Allegiance. Dave asked if everyone had a copy of the agenda. Dave then called the NCCC Annual meeting to order at 12:30 PM. Betty Parks, NCCC Treasurer, gave status that NCCC is very sound financially, reported the cash on hand from the Balance Shet and that the NCCC Balance Sheet is provided on the front table of the meeting room. Motion made by Alan Morris, 2 nd by Arnie Bailey and approved by all to close the annual meeting. September 9, 2017 Governors Meeting Minutes Dave Heinemann called the September 9, 2017 Governors meeting to order at 12:32 PM. Introduction of National Officers. Introduction of Regional Officers. Dave reminded all that you will be recognized on the floor to speak if you step up to a microphone and identify yourself first. Motion made by Arnie Bailey, 2 nd by Alan Morris and approved by all to approve travel payment for Proxy officers in attendance. Motion made by William Benna to approve the Meeting Minutes as printed from the May 6, 2017 Governors Meeting. Officer Reports Dale Samuelson VP of Competition: The Competition Committee met last night with ten RCD s and three proxies present. We reviewed the 2017 competition program and use of the database with no significant problems noted. Top 5 Men, Women and Clubs are as follows: 2

A ¼-mile record drag race held at this year s convention in Bowling Green, KY on Aug 22nd with one record set in Group IIA, by Fred Garvin with an altitude adjusted time of The very first 1/8-mile record drag race was held at Raceway Park of the Midlands on Sep 4th with two records set, one in Group IICL by Steve Walling with an altitude adjusted time of 8.54, and the other in Ladies Group IICL by Dena Walling with an altitude adjusted time of We discussed one clarification paraphrased as follows: The rulebook currently says that the registration form must be completely and truthfully filled out. The question is whose responsibility is it to insure that this form is completely and accurately completed and what are the penalties if the form is not completed. The committee stated that the responsibility for a completed registration form lies equally with the competitor and the host club. The penalty for failure to properly complete a registration form to the satisfaction of the host club is to not allow the competitor to compete. We discussed several proposals for the 2019/2020 rulebook. One proposal was considered safety related. Rulebook Section 5.12, Item 8 currently says Answers to questions, clues, and similar items should be a minimum of 100 yards beyond any turn so that the driver and navigator are completely finished with all driving safety issues involved in making the turn safely before they must start following rallye instructions again. The request asks for the word should to be replaced with the word must. This was accepted unanimously because it is safety related it will go into effect immediately. The Competition Committee adjourned for regular business at 8:15 PM. After the Competition Committee adjourned a committee of 5 RCDs heard a protest in accordance with the rulebook. All parties involved have been or will be notified of all final decisions. Mark Hanlin, Michigan Region Executive and Calhoun County Corvettes Governor, stated for the record that the Michigan Region is opposed to the decision of the committee due to the impact on the region financially and on possible loss of membership. Dale reported that the vote by the committee was unanimous to uphold the rule as written even though they felt personally that it was not in the best interest of the membership. 3

4 Amelia Workman VP of Membership: Amelia reported that the RMDs were represented by 14 RMD s and/or Proxy RMD s at the Friday night meeting. Please remember those NCCC members dealing with hurricanes in Texas and Florida. NCCC has received two inquiries from potential new clubs, one in Cape Girardeau, Missouri and one in Pennsylvania. The membership report is available on the front table and shows NCCC has 19,021 current members which is an increase of 738 members over this time last year. Amelia provided database tips for Governors for entering info into database. DO NOT enter members into the database unless you have received payment. Release the members and mail the check for new members as soon as possible. Send your member an prior to entering their into database to verify accuracy. Take care in entering accurate addresses. If your club is changing Governors, please be sure to change that information in the database. DO NOT choose Primary for new members. Always use New Primary or New Spouse for new members Renewal Season: New members will continue to receive a hard card, patches, sponsorship info packet. Renewing members will be receiving an from this address Membership@corvettesnccc.org. Each member will receive a confirmation as soon as the Governor updates that member s database record. Any member that does not have an address the renewal will be sent to the club Governor who will be responsible for getting it to the member. The database process will remain the same as prior years. Please remind your membership to allow s from all corvettesnccc.org addresses. Contact Amelia if you have members that do not receive the membership renewal . The database will be shut down on October 15 th and will come back up on October 18 th. Your club will have to be all green by the 15 th of October. On the 18 th the renewals can begin to be entered. December 15 th is the drop dead date for renewals set by National Council. RMD s can set an earlier date to allow them time to process. Remember to access the Governors User Guide in the Members Only Section of the NCCC website. Amelia reported that 854 new member packets have been sent out since the last meeting. She has received requests for 185 license plates. Lifetime membership packets have been processed and are current. David Goebel put his address in for couples in his club that don t have . DO NOT DO THIS as it will cause any address in the database more than once to not receive any NCCC s. If a spouse does not have an address in the database, the renewal will go to the address of the primary member. If neither has an address in the database, the renewal will go to the club governor. Amelia and your RMD s are here to help you with any questions or issues in the renewal process. Dave Heinemann reminded us about the hardship program and that a club Governor can submit to the Director of Charity for financial help for any member affected by the hurricanes (Harvey & Irma). 4

5 Chris Reitz Secretary: Nothing to report. Betty Parks Treasurer: Review of financial statements and the YTD Budget. We are currently over income budget by about 4K to date. However, we may end up slightly lower at year end income budget because the only income left is new members processed between this meeting and year end. We are 23K below budget in expenses YTD and 108K by year end. Betty does anticipate we will be at the projected net profit or better at year end. Jack Wilson Business Manager: Jack gave many thanks for all your cards, letter and s. Jack is doing really well health wise. In Jeannie Ruston s absence, Jack read shuttle times and thanked Tom and Chris Reitz and Teresa Eller for filling in hospitality and at today s meeting. Jack reported there have been seven reportable insurance incidents this year. One that has been processed as a claim and one that is pending. Nothing major that would cause additional insurance risk. The breakdown of these reportable incidents are as follow: 2 autocross, 1 weather, 2 car shows, 1 club meeting and 1 after event party. Jack relayed an NCCC event where a hired service resulted in twelve injuries. If you are hiring an outside contractor, be diligent that the company/person being hired is fully insured and request a Certificate of Insurance. Simon Reiffer, Capital City Corvette Club, asked about hiring a caterer and should they request a Certificate of Insurance (COI) and Jack answered yes. Brian Greise from Legacy Insurance will be here at the November Governors meeting. Jack reminded Governors that COI requests need to be a minimum of two weeks in advance of the event. There has been a spike in clubs waiting until two days prior to the event to request the COI. This could result in the COI not being issued in time for your event. Convention Steering Committee Congratulations to the 2017 Bowling Green Convention Chairs and Co-Chairs on a successful convention with attendance of 516 people. Cindy will give the financial results when she comes up to talk about the 2019 Convention bid. Jerry Brittner will address the 2018 New Orleans Convention. If you are entertaining submitting a bid for 2020, you will need to have your proposal submitted by May 2018 Governors meeting. After reviewing three qualified candidates, Nancy Bailey was selected by the Convention Steering Committee to be the 2018 Convention Treasurer and will be appointed later in the meeting. Nancy also headed up redacting the Convention Treasurer information from the Convention Policy and Procedure document and created a detailed Convention Treasurer Guideline document. Gene Gau and Jack Wilson have done the site visit for the 2019 Denver Convention Proposal and are in complete support of the proposed facilities. 5

6 Governors Meeting Location (2019 thru 2021): Jack received only one meeting location bid from Westport Sheraton for 2019, 2020 and Under the current contract, the rate for were all $109/night and 2018 will be $112/night. The rate for 2019 will be $112/night and for 2020 and 2021 will be $114/night. Jack researched major hotel chain rate increases over the last several years and found the industry average was 2% each year and pointed out that the rate at Westport Sheraton through 2021 (7 years) has only gone up $5.00/night or 71 cents per year. Jack got a tour of the new 13,000 sf entertainment facility the hotel is opening on Tuesday. This area includes a large bar, shuffle board, walls full of television, lunch and dinner. Simon Reiffer, Capital City Corvettes, requested a couple of handicap accessible rooms be included in NCCC s block of rooms, as the hotel indicated there were none included at this time. Continuing improvements are being made by Sheraton in how our reservation process is being handled. There is a form on the NCCC Website that was provided by the hotel for making reservations. Kathy Brisbois Parliamentarian: Kathy thanked her 2017 Newsletter Judges Larry Pagliaro, Debbie Haskell and Larry Bebe. Kathy read the seven participating clubs, newsletter titles and editors below. Kathy would like to encourage more clubs to enter this competition because there are so many great newsletters out there. The process has been changed so that we now accept on-line newsletters submissions. The rules are out on the NCCC website so start planning now for next year. 7 2017 Convention Awards: The President s Award was presented to Pat Kelly. The Don Hoskins Award was presented to Jack Wilson. The Past President s Award was presented to Jerry Limpaugh. Denny Luther Director of Public Relations: Denny, David and Linda Goebel went in and remodeled the NCCC display at the NCM. All of the items in the olds display have been distributed back to those that donated them. The club patches that were in the old display were taken by Joan Thomas to add to the NCCC history. The next item for updating is the NCCC video that is next to the display., Denny Luther, Joan Thomas, Mad City Vettes and Mark Hermann, Mid-West Corvettes are working on updating this video. Remember the Family Helping Family database and think about signing up if you are not yet in the system. If anyone has a high quality, high speed video from outside of a car participating in a high speed event, please consider sending it to Denny Luther or Joan Thomas for use in the NCM video. Elaine Heretta Director of Publications: Elaine has extended the deadline for the next issue of Blue Bars to September 15 th for articles from Regional and National Officers. When entering member information into the NCCC database, please go to USPS.com, left top click on tools, click look up zip code and enter the member s address. This will then provide the exact USPS mailing address that should be used for entering into the database. Please take care when entering address and information into the database. The information is only as good as the accuracy of the person entering. Debbie Lindsey Director of Sponsorship: No written report was provided. Debbie wants to thank the sponsors who support NCCC every year. Michelin North America, Mid America Motorworks, Eckler s, Goodyear Tire & Rubber Company, Condon Skelly Insurance, Zip Products, Corvette Central, Corvette Atlanta, Haggerty Insurance, Carlisle Events, Paragon Corvette Reproductions, NCM Insurance, Novistretch and Legacy Insurance who have combined to donate to date $37, in cash and approximately $16, in door prizes. Doug McMahon helped produce a brochure for approaching sponsors. Insurance panel at convention was informative and successful. Haggerty is interested in providing support for clubs car shows. If your club is planning an event, contact Debbie who will pass your club information on to her contact at Haggerty who will get you in touch with a representative local to your club. Debbie started this position in 2000 and has been honored to serve in this position for 17 years. Her impending grandson has helped her make the decision to step down from this position. Thanks to Debbie s effort hard work, NCCC has a great relationship with our current sponsors and Debbie will help in the transition as much as possible. Michelle Cantelmo Director of Charity: Michelle reported the following scholarships and awards were presented at the convention in Bowling Green Kentucky this year. There were 37 Scholarship Applicants, with 26 completing the entire on-line process. They will be tweaking the online process for next year, as there were a couple of bumps along the way. Michelle thanked here Scholarship Committee, Joe Vasta, John Cantelmo and Elaine Herretta for all their work in reviewing all 26 applications. The Roger Clancy Award was presented to Debbie Lindsey. Three awards were given for selling the most 2017 Charity Raffle Tickets were presented to: NAME Gary Kelly Debbie Lindsey Michelle Vasta PLACE 1 st 2 nd 3 rd NCCC received a plaque from St. Jude, whose fiscal year runs June 1 thru May 31. The plaque is for our donation last year of $10, ($7, from 2016 raffle and the balance from club donations received at the Governors meetings). 8

9 Betty Parks Treasurer: Betty reported that the Charity and Grants & Scholarship reports provided at the meeting will differ by $50.00 from those attached to the meeting minutes. Betty reviewed the Grants & Scholarship YTD financial report and indicated that the ten checks for awarded scholarships had not yet been accounted for in her reports but would be in the report attached to these minutes. This report will show more expense than revenue due to the Ray Meeseman scholarship has not yet being funded due to Sharon s auto accident. Betty asked for help from the Michigan Region in getting this reconciled. Betty then reviewed the Charity YTD financial report that indicates 1200 total tickets were sold. Keep in mind that some of the 2017 tickets were sold in November 2016 and the report you are reviewing is strictly a calendar year report. Once the 2017 raffle winner has made a decision on what he is taking, a financial accounting for the complete 2017 raffle will be provided. Betty reminded officers that per the Standing Rules, Regional Officers are only entitled to reimbursement if you attend both the Friday night meetings and the Saturday Governors meeting. Charity Committee: The committee met at 7PM with seven members present. Terms and conditions checkoff list for the raffle winner procedures continue to be worked on. Michelle ed four applicants from the 2017 online scholarship program that had also completed the paper process the prior year for their input. Their response was very positive for the online process and gave her a couple of suggestions for improvement. Review of the Grants & Scholarships program revealed it needing updating and they will be working on that this year for Donald Campbell, Corvettes International in the Carolina Region was the 2017 raffle car winner. He s in the process of pricing a new Grand Sport tickets were sold, so assuming Donald takes the certificate for the car, the anticipated donation to St. Jude at this time is approximately $3, The tricky tray items at convention raised $1, for the Grants & Scholarship program. The committee discussed at length last night the 2018 raffle and made the decision to continue the raffle for Michelle is hoping to recruit the help of the RE s with help in distributing tickets to sell by their region clubs. Awards will be given to members who sell the most tickets that will be given out at convention. The early bird cash drawing is continuing this year at the Sep, Nov, Feb and May Governors meeting and at convention. You could win up to $400 and up to 15 free raffle tickets. Meeting was adjourned at 8:30 PM. Howard Curtis, Elkhart Vette Set, challenged those in the room to make cash donations for St. Jude. Those in attendance stepped up to the tune of $1, raffle tickets are for sale at the head table. There will be a cash drawing of $100 and 1 free raffle ticket of the early bird ticket sales. 9

10 Pat Kelly FCOA Director: Pat said she was speechless at convention after being presented with the President s Award. Her report was available on the front table. Please make sure you are using the current FCOA application form that indicates a $10.00 fee. You can go onto the NCCC website and fill out a form to make any address changes for FCOA members. Michael Bell, Hoosier Corvette Club, donated a box full of over 50 Nascar hot wheels to raise funds for FCOA via an EBay auction or silent auction. Bruce Blunt, Badger State Vettes, donated $ to FCOA. Walt Jenkins Director of IT: Accomplishments since the May meeting. Joe Vasta is almost complete with the form for requesting bug fixes and enhancements. Walt announced the results of the 2017 Website Contest as listed below. The top three clubs were presented with awards at the convention. Adding the comment section in the member database file is being used by Walt for entering bad addresses. The responsibility for correcting addresses now lies with the membership committee. Website organization and appearance updating is still in process. Prepared for soft copies of renewal cards is in place and ready for renewals to start. The NCCC website will be moving servers the first week of January will not be able to be accessed during this week. All mail boxes on the nccc.com domain have been removed. All NCCC communication from this point forward will be from the.org addresses. Biographies and pictures for officer candidates should be sent to Walt Jenkins for posting on the website prior to the October 1 st electronic voting. You will have to change your favorites and/or distribution lists to the domain addresses. Members Only password will change at beginning of the year. 10

11 Teresa Eller Director of Social Media: Her job is to put out pictures or stories about club activities and events. She needs your help in posting these events. Teresa has received good comments from people who saw all the posts from convention. George Kimble, thanks Teresa personally for all of her work on the Facebook group and making everyone feel welcome and connected. David & Linda Goebel National Corvette Museum (NCM) Ambassador: The Ambassador Report was provided on front table. Another successful year at the NCM MSP with 77 NCCC sanctioned competition events New go-cart track is up and running. Dave reviewed the overwhelming number of NCCC members who are the biggest number of supporters of the NCM. David Goebel thanked Denny Luther for his perseverance is getting the NCCC display updated. Dave Heinemann reported that settlements have been reached with all the property owners except 1, known as the Crump property. The NCM MSP has agreed to buy the Crump property 16+ acres for $500K in lieu of building a required wall which will end up being a wash financially. 403 convention attendees visited the NCM. Only 100 of these visitors were members of the museum. Michael Bell s Grand Sport has been in the museum for a little over a year. Cindy Urenda 2017 Convention Treasurer: A little over 500 people attended convention. The MSP track tour was very popular. The Music Jamboree and Gibson tours were very popular. The eclipse was pretty cool too. The bands were great and the party themes were fun. As a group, we consumed 28 kegs of beer, 44 boxes of wine and 1196 cans of soda. The end financial result is expected to be about $16, profit. Kudos to the Yankos and the Murphys. Cindy Urenda 2019 Denver Convention Chair: Rocky Mountain Region invites you to the 60 th annual NCCC Convention July 7 th through 12 th, 2019 in Denver Colorado. A packet handout was available on the front table (copy attached). Rocky Mountain Region hosted conventions in 1979, 1999 and This will be the Diamond Anniversary of convention. They are not planning a lot of tours because there is so much to do and see in the area and they want you to be able to do what you want to do. There may be a tour planned to Blackhawk Casino one day. The Crown Plaza will be the host hotel. Lots of parking, large rooms, big convention center and shuttles within 5-miles of hotel. The cost will be very similar to what it was for 2017 Convention. The high speed event will be held at High Plains Raceway with elevation changes, off camber turns and a monster straight away. Trailers will be able to be dropped at the Front Range Airport after the high-speed events where the low-speed events will be held. Drag racing (Record Drags, Bracket Drags and Matching Time Drags) will be at Bandimere Speedway. Plenty of parking for motorhomes at the hotel and they would also be able to be left at the high speed track. Yes or No vote will be on you electronic ballots. 11

12 Betty Parks 2018 Proposed Budget: Please make sure that you are timely in getting payment for new memberships deposited into the bank or sent to the NCCC Treasurer. There has been a slight downward adjustment to the membership income because of the current numbers this year. New officers will require adjustment to mileage calculations based on the person elected. The IRS does not issue their calculation for mileage reimbursement until later in the year. The other unknown entity is insurance. The impact of the hurricanes could have a detrimental affect on the insurance industry. The budget has a 6% increase in it for insurance. This budget does show a profit of about $4K. Please keep in mind that it may be adjusted to show a higher profit at the November meeting if better information is available at that time. Bernyce Molenda & Jerry Brittner 2018 New Orleans Convention Co-Chairs: Jerry wants to invite everyone July 15th-20th, 2018 to Nawlins (New Orleans). Take Interstate 55 South until it ends and turn left to the host hotel. Host hotel is 7-miles from the airport and 7-miles from the French Quarter. They are focusing on the tour and vacation aspect of this convention since only about 20% of our members participate in the competition events. Look for an from the convention team with more information in the next month and monthly going forward. Tentative schedule should be available on the website within the next month. Contracts have been established with all the venues. Registration will open for this convention on February 1 st, Dave Heinemann appointed Nancy Bailey for 2018 Convention Treasurer. Tom Reitz Nominating Committee Chairman: Presented nominees Bill Docherty and Joe Eller for VP of Competition.
