1 June Call to Order - The Chairperson called the regular meeting to order at 9:03 a.m. 2. Pledge of Allegiance - Mr. Jeff Carey led the flag salute. 3. Roll Call - Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 - Tim Sheldon was absent; Commissioner District 3 - Terri Jeffreys. 4. Correspondence and Organizational Business 4. 1 Correspondence The Liquor Control Board sent a marijuana license application for Pinnacle NW witl1 notification of their pending marijuana extraction operation The Liquor Control Board sent a special occasion license for Mason General Hospital Foundation. 5. Open Forum for Citizen Input Leslie Wiltse lives on Spencer Lake and has concerns about the high powered boats that are using the lake. She doesn't believe these types of boats should be allowed on the lake due to the amount of damage they cause. She said the boats are creating waves in the lake it has ruined their dock. She added that most of the people bringing the boats in are from out of County. She asked the Board what she can do. Sheriff Salisbury said some boats make big wakes but it's legal as long as they are 150 feet offshore. He said the new boats are beginning to be a state wide issue. He commented that it would need to be changed in the County code. 5.2 Conley Watson spoke about closed and executive sessions. He said there were 26 briefings with 18 closed sessions. Cmmr. Barbara Adkins explained establishing a joint citizen advisory committee. Jeff Carey lives between both UGA's now. He thinks it's a good idea and but it appears they are just trying to sync everything up to have the same ideas for each UGA. He said as an average citizen, it's hard to follow. Cmmr. Neatherlin asked him to explain the biggest problem. Mr. Carey said the proposed resolution doesn't explain the intent. Cmmr. Discussion: Cmmr. Jeffreys agrees that any citizen in Mason County should be able to make a decision. She suggests some language changes in the proposed resolution. Cmmr. Neatherlin said to simplify things is the best choice. He thinks we can include everyone in the County although we need to be careful with that. Cmmr. Jeffreys said future residents will be in the UGAs so she has a problem with excluding certain areas. Cmmr. Jeffreys/Neatherlin moved and seconded to edit carried. S-absent; J-aye. 3 BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS June PAGE Other Business (Department Heads and Elected Officials) News Release: Barbara Adkins read the News Release seeking applicants for the Joint Citizen Advisory Committee of the Allyn and Belfair Urban Growth Areas. release 10.2 Sheriff Salisbury commented on the concerns raised by Ms. Wiltse previously. He said the sport that she is referring to is called wake surfing and boats are equipped with a wake plate that will create sizeable waves. The Sheriff told the Board that he has been asked to give the commencement speech at South Side School. Sheriff Salisbury also spoke about CompStat. He reiterated what he has been saying for years, "with adequate staffing, equipment and facilities, the community will be safer/f. They have made a difference in the County and crime has been reduced and they will press forward with the jail situation. The Sheriff told the Board that other agencies are caliing MCSO for training because they like how things are being done in Mason County. He also mentioned that they will focus on providing mental health services. Cmmr. Jeffreys asked the Sheriff if he would align with the existing mental health group. She hopes people can work together instead making separate efforts. Cmmr. Neatherlin said the people at MCSO need a pat on the back for all the things they have handled in the past few weeks. He thanked them for all they do for Mason County. Undersheriff Barrett introduced Lt Travis Adams. Undersheriff Barrett read the News Release regarding WASPC and the Mason County Sheriff's Office receiving accreditation requiring agency compliance with a rigorous set of standards. He said the winners are the citizens of the County. He recognized Lt Adams for leading the effort on this accreditation. Cmmr. Jeffreys congratulated the MCSO on their accreditation Vicki Kirkpatrick, Public Health Director, spoke about mental health issues. She said it's critical that at some point everyone get on the same page. She would like to identify stakeholders and have a community summit to determine what the County has to work with and what is missing. Cmmr. Jeffreys said she encourages the MCSO to work with the Mental Health and Substance Abuse Committee. She said there is a need to prevent the jail from being the mental health institution and possibly establishing an involuntary hold institution. 11. 5 RESOLUTION RESOLUTION ESTABLISHING COMMITTEE OF THE ALLYN AND BELFAIR URBAN GROVVTH AREAS FOR THE 2016 GROWTH MANAGEMENT ACT UPDATE WHEREAS, Communities planning under the Washington Growth Management Act (GMA) a1-e required to periodically to conduct an update of their comprehensive plan and development regulationsi and WHEREAS, under RCW 36.70A.130(5)(b) Mason County is required to review and, if needed{ revise its Comprehensive Plan and Development Regulations by June 30, 2016; and WHEREAS, each county that designates urban growth areas under RCW 36.70A.110 shall review, according to the schedules established, its designated urban growth area or areas; and WHEREAS, Mason County has designated three urban growth areas created to accommodate and encourage the County's urban growth; and WHEREAS, each of Mason County's urban growth areas have individual Sub-Area Plans as well as individual implementing regulations in addition to those established for the rural areas; and WHEREAS, the governance of a single jurisdiction under the authority of four separate regulatory instruments obfuscates any core meaning or intent of the code as a wholei and WHEREAS, the Mason County Board of County Commissioners, in order to create a more synthesized approached to urban planning efforts, are desirous of standardized regulations between the Allyn and Belfair urban growth areasi and WHEREAS 1 the Commissioners shall establish a Joint Advisory Committee for the Allyn and Belfair Urban Growth Areas ("Committee 11 ) to review their current plans and development regulations and make recommendations that create consistency for more viable urban growth areasi and WHEREAS, the Committee will provide their recommendations to the Commissioners or to the appropriate commissions or committees as appointed by the Commissioners; and WHEREAS 1 this Committee will consist of a no less than seven (?)and no more than (11) citizens who reside within Mason County and who have the necessarytraining 1 background 1 experience 1 expertise, or interest to identify key issues and workable solutions, Committee will consistent of at least 1 but no more than, two citizens who do not reside within
