With all due respect to the Beards Cove Community Organization, this letter was written and signatures obtained before the December 5, 2015 association meeting through which new excessive clutter and property appearance enforcement policies were presented and approved. However, the county also bears enforcement responsibilities and it is therefore strongly requested that the Community Association management work with Mason County officials to address these problems immediately. Ice Cream, Skokomish Valley.We're wondering if you'd consider putting a few cameras in strategic places along the valley so that we can check the flooding situation at any given time. We take our delivery trucks out every weekday, 2 on Thursdays, and currently have 16 folks, full or part time, on the payroll. We reluctantly have to have them take the hour long (one way) trip over the 800 Rd. to get to and from work. We've noticed the water comes up really fast, and for some reason, faster than usual this year, so we might drive down to check, but an hour later it's come up to an impassable stage. It seems like the camera idea would be fairly inexpensive and help everyone in the valley, keeping them off that dangerous road, especially at night, if the valley is actually drive-able. Thanks for you time, and all your help in the past!

Pledge of Allegiance - Annette McGee led the flag salute. Sheldon; Commissioner District 3 - Terri Jeffreys. 4. Correspondence and Organizational Business Grant Cycle. Undersheriff Barrett said he would like to refer to legal to verify what they can enforce. Cmmr. Neatherlin stated that law enforcement officers have the right to enforce codes. Undersheriff Barrett said they have always had an open process of assisting as stand by although they need to work out some legal issues regarding code enforcement. Cmmr. Jeffreys said they have looked into things although she feels this will come along with the consolidation. She added they will put out a call for a Director soon. 5.2 Patrick Burke stated he feels the County needs a Code Enforcement Officer to tend to nuisance properties. He said he feels people don't want to confront "junkies" due to fear. He suggests working with the Sheriffs Department because he thinks the Sheriffs office should assist in cleaning up these houses. He is still in favor of abatement and said this is an urgent problem. Cmmr. Sheldon said it's a good idea and he is in favor of pursuing this. Annette McGee introduced the members on the Historical Society. They are trying to preserve Mason County History and would like to get a grant to build a museum. She would like the Board to grant them 10 acres of land on Dayton Airport Road. She would like the County to partner with the Historical Society. 5.1 Steve Bloomfield spoke about the Mason County Historical Society. They would like to have County land along Hwy 101 for a heritage museum. The agreement dates are July 1, 2015 to June 30, 2017 for a total amount up to $81, Approval for the County Engineer to execute the Supplemental Agreement No.1 to the agreement with BergerABAM, for additional task in projection inspection, not to exceed $268, for the Hunter Creek Bridge Project (CRP 1829). 8.3 Approval of Amendment 1 to the Division of Behavioral Health and Recovery (DBHR) increasing from $147, to $192, as a result of new funds through the State Dedicated Marijuana Account. 8.4 Approval of the contract with Washington State University Youth in Action. He said many of the County rivers are high and more rain is anticipated. He said there are numerous power outages and PUD 3 & 1 are out working to make sure power is restored. The winds are picking up today and trees are bending. It should be raining until this Friday. People should call PUD or DEM for assistance. They are anticipating slides so if anyone spots any area that looks pre-slide, please contact DEM/Public Works. Skokomish Valley Road is closed as well as North Shore Rd. 5. He said there is another meeting tonight at 6 p.m. at Mason General Hospital in the Eleanor room Sheriff Salisbury said the MCSO was recognized for their assistance pertaining to search and recovery of Captain James Ahn who perished in an accident in Mason County. He said the First Special Forces Group invited MCSO to be recognized for dedication and assistance and a Special Forces coin was presented to each member who participated. He said it was a great honor to receive t his recogn ition. 11. As part of it's 2016 budget, the County is shifting over $1.8 Million from the Road Levy to the General Fund Levy which will have a $158,000 impact on the Park District. In the agreement, the County repays the City that amount and an additional $7,500 for loss of future new construction taxing authority. During a special meeting of the Park Board, the City Commissioners discussed the levy shift, and its impact on the Park District and future taxing capacity. 40 INTERLOCAL LEVY AGREEMENT THIS INTERLOCAL LEVY AGREEMENT dated this_ day of, 2016 between MASON COUNTY, a legal subdivision of the State of Washington and having its principal place of business at 411 N 5th St., Shelton, Washington 98584, hereinafter referred to as "COUNTY", and SHELTON METROPOLITAN PARK DISTRICT a municipal corporation organized and existing under the laws of the State of Washington and having its principal place of business at 525 W Cota St., Shelton, Washington 98584, hereinafter referred to as "THE M PD". RECITALS: 1. COUNTY is organized by act of the Washington State Legislature and conducts business and provides facilities as authorized by the laws of the State of Washington. 2. THE MPD is a municipal corporation, organized and operating pursuant to the laws of the State of Washington for the statutory purposes designated by the Washington State legislature. THE MPD is a taxing district in Mason County, Washington. 3. COUNTY is a taxing district and relies primarily on yearly tax levies for the necessary funding to conduct its operations. 4. COUNTY is limited. by RCW to a total of $4.05 per $1, of assessed value for regular ad valorem tax levies upon real and personal property. The total COUNTY levy is comprised of two different levies namely general county purposes and county road purposes. For the 2016 tax year, the COUNTY has chosen to shift funds from its road levy fund to its current expense fund. 5. Pursuant to RCW , any taxing district may transfer funds to another taxing district where the regular property tax levy rate of the second district may affect the regular property tax levy rate of the first district, and where such transfer is part of an agreement whereby proration or reduction of property taxes is lessened or avoided. 6. COUNTY may be unable to shift the full desired amount of its levy from its Road Fund to its Current Expense Fund unless it contracts with THE MPD to "buy down" THE MPD's levy rate pursuant to RCW and The COUNTY and THE MPD agree that Road Levy Shifts are decided on an annual basis, and that in years subsequent to 2016 the levy limit shall be calculated using the highest lawful levy for each district as though the Road Levy Shift had not occurred. 8. The COUNTY and THE MPD hereby enter in this Agreement per RCW ,.020 and Chap RCW.

41 IN CONSIDERATION OF THE MUTUAL COVENANTS CONTAINED HEREIN, AND FOR OTHER GOOD AND VALUABLE CONSIDERATION, THE PARTIES AGREE AS FOLLOWS: SECTION ONE - LEVY RESOLUTION/RELEASE OF LEVY RIGHTS: THE MPD has declared by resolution that a regular property tax is authorized for collection in 2016 in an amount equal to $439,350, plus new construction and similar adjustments allowed under chapter RCW. Notwithstanding the foregoing, if THE MPD's levy would cause the combined lawful levies within the COUNTY to exceed the constitutional and/or aggregate levy rate limitations under RCW , THE MPD shall instead levy a tax for collection in 2016 in an amount equal to the maximum amount which may be levied by THE MPD without causing any reduction to the levy of the COUNTY under RCW SECTION TWO - PAYMENT TO THE MPD: If THE MPD's regular tax levy is reduced pursuant to SECTION ONE of this Agreement, the COUNTY agrees to pay THE MPD an amount equal to the difference between (i) the amount actually levied for THE MPD due to a reduction of its levy, and (ii) the levy amount that would otherwise have been levied under THE MPD's levy resolution. The COUNTY further agrees to pay THE MPD $7,500 compensation for loss of future new construction taxing authority. SECTION THREE-TIME OF PAYMENT: THE COUNTY is obligated to make any above payment(s) by a single cash payment on or before May 15, SECTION FOUR - PROCEDURE FOR LEVY REDUCTION: THE MPD and COUNTY agree that the MPD will re-file its levy certification, consistent with the above terms, after the Assessor releases the MPD levy rate to the MPD. SECTION FIVE - GOVERNING LAW AND VENUE: This contract shall be construed in accordance with and governed by Laws of the State of Washington. The parties hereto agree that any action relating to this contract shall be instituted in accordance with RCW and Chap RCW. SECTION SIX - RECORDING.
