1 Saint Mary s University, 923 Robie Street Minutes Joint Occupational Health and Safety Meeting held on November 23, Kim Squires opened the meeting at 10:35 a.m. in the Human Resources Boardroom. The following were in attendance: Kim Squires Human Resources Member (Employer) Facilities Management Member (Employer) Kevin Kelloway Psychology Member (Employee) Shellie Petrossie Facilities Management Alternate (Employee) Marie DeYoung Patrick Power Library Alternate (Employer) Colin Sutton ITSS Member (Employee Human Resources HR Officer (OHS & Wellness) Guests: Regrets: Roll Call recorded the names of those present at the meeting. 1.0 Approval of Minutes of Last Meeting moved to accept the minutes of the September 20, 2016 meeting, and Colin Sutton seconded the motion. 2.0 Outstanding Items from Previous Meeting JOHSC Training Kevin Kelloway Kevin Kelloway advised he is still working on the software to develop and deliver safety committee training. Kevin Kelloway advised he won t be able to deliver S.A.F.E.R. Leadership training to the three safety committees until the winter session. to arrange training with Kevin Kelloway in January,
2 First Aid recertification training advised that Chapter 6 has been updated based on recommendations from the safety committees. As a description of Violence Prevention is contained in this chapter, she recommended that the distribution of these changes wait until the Violence Prevention program has been completed. The JOHSC agreed. will revise the chapter, based on the new Violence Prevention plan, when the plan has been approved. Risk Management advised that work on this initiative will begin in January or February. He will be attending a two-day risk management conference, and will update the committee after the conference. to update committee on an ongoing basis. JOHSC Committee membership and Terms of Reference Review Kevin Kelloway advised he has contacted the President of the Faculty Union regarding an alternate for his position. To date he has not received a reply. Kevin Kelloway to update the committee in December. Personal Protective Equipment (PPE) for Coaches advised that Kevin Downie has confirmed that all coaches have been advised to wear helmets whenever they are on the ice. No further action required. 3.0 Other Minutes and Reports Science Sub-committee The October 6, 2016 minutes were posted for review. Discussion followed on the name and composition of the committee. It was recommended that the committee s Terms of Reference be reviewed and consider renaming the committee to Academic committee, and including all faculties in the committee. to advise both committees. Facilities Management/Administration Sub-committee The September 15, 2016 minutes were posted for review. Discussion followed on the name and composition of the committee. It was recommended that the committee s Terms of Reference be 2
3 reviewed and consider renaming the committee to Administration committee, and including all administrative departments in the committee. Aramark The October 18, 2016 minutes were posted for review SMUSA ` The October 6, 2016 minutes were received and will be posted with December documentation. Childcare Facility The October 13, 2016 minutes were posted for review. Contractor Documentation Contractor documentation was posted for committee review. (From previous minutes) Valerie Wadman advised that the Contractor safety chapter has been revised based on feedback received, and in consultation with. The JOHSC agreed that this chapter be re-issued when the Emergency Preparedness chapter is re-issued. to re-issue revised OHS program chapter at a later date. International Travel Kevin Vessey Marie DeYoung advised there is nothing new to report at this time. Kevin Vessey will update the committee at the December meeting. Day Camp Safety advised that he and Darrell Rooney are now part of the Athletics and Recreation Risk Management Committee. The committee will meet monthly until these issues are resolved. Next month, the committee will have a telephone conference call with Ian McGregor to discuss how he did his reports. Action Required: Team Travel will update the committee at the December meeting. advised that Athletics and Recreation have a Sport Team manual, which will be forwarded to him. to forward the Sport Team manual to the JOHSC for review. 3
4 Violence in the Workplace Review Kevin Kelloway advised that a draft program and supporting documentation was forwarded to the JOHSC. Due to amount of material that needs to be reviewed, the JOHSC will discuss this material at the December meeting 4.0 Injury and Incident Reports The September to October, 2016 incident report and graph were posted for review. 5.0 Workplace Inspection/Hazard Identification Nothing new to report. 6.0 New Business Annual WHMIS Review advised that the two safety sub-committees have reviewed WHMIS training to determine if training being provided is sufficient to protect employees who work with controlled products. There were no recommendations for change from either committee. No further action required. Annual Update Fire Plan/Drills advised that the Fire Plan is in the process of being reviewed and updated. The report on this fall s fire drills is being completed and will be shared with the JOHSC for the December meeting. will forward the report of the 2016 Fire Drills. Annual Update Emergency Procedures advised that the Emergency Management Working Group has met and reviewed the policy and plan. No changes were recommended. Changes were made to the Bomb Threat procedure to include bomb threats made via social media, and fax. No further action needed. Annual Review OHS Policy The policy was posted for JOHSC review and forwarded to the two safety sub-committees. There were no recommendations for change. No further action required. 4
5 Student Safety Research involving bird houses Shellie Petrossie Shellie Petrossie expressed concern for the safety of students, on ladders, checking bird houses, as part of research activities. In some cases, there is only one student and the ladder is placed in a position where a second person should be holding the ladder. to contact Dr. Colleen Barbour regarding these concerns. 7.0 Date and Time of Next Meeting Meetings will be held on the third Tuesday of each month, from 10:30 a.m. to 12:00 p.m. in the HR Conference Room, as follows: December 20, 2016 January 17, 2017 February 21, 2017 March 21, 2017 April 18, 2017 May 16, 2017 June 20, 2017 Adjournment The meeting was adjourned at 11:20 a.m. Kim Squires, Management Co-Chair Colin Sutton, Employee Co-Chair 5
