Supervisor LaJoy called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance to the Flag. Establishment and Use of Receiving Boards in the 2016 Elections. (Clerk) Motion by Bennett, supported by Sneideman to adopt the following resolution establishing the use of one or more Receiving Boards to administer any 2016 elections scheduled in the Charter Township of Canton. RESOLUTION OF BOARD OF TRUSTEES CHARTER TOWNSHIP OF CANTON RESOLULTION APPROVING USE OF RECEIVING BOARDS IN THE CHARTER TOWNSHIP OF CANTON WHEREAS, MCL (a) provides the legislative body of a city, township, or village may, by resolution, provide that at an election at which the ballots are counted and certified at the precinct, 1 or more additional boards of election inspectors be appointed to serve as receiving boards. WHEREAS, For a precinct having receiving boards, the board of election commissioners shall appoint a receiving board consisting of 2 or more election inspectors, with an equal number from each major political party, and shall appoint an equal number of election inspectors from each major political party, and not less than 2 election inspectors in a precinct, representing each of the major political parties, shall deliver to the receiving board for that precinct a sealed ballot container containing January 12,

3 the voted ballots in a separate sealed envelope; the poll book and statement of returns. WHEREAS, The poll book and statement of returns may be enclosed in a single sealed envelope and the receiving board shall open the sealed envelope and review the poll book and statement of returns to determine both of the following: (a) That the ballot container is properly sealed and the seal number is properly recorded in the poll book and the statement of returns. If the ballot container is not properly sealed or there is a discrepancy with the seal number recorded in the poll book or the statement of returns, the election inspectors who delivered the ballot container and the receiving board shall together take the necessary steps to correct the discrepancy. The election inspectors and the receiving board shall note the discrepancy and note the corrective action in the remarks section of the poll book and all shall sign the notation. (b) That the number of individuals voting recorded in the poll book equals the number of ballots issued to electors, as shown by the statement of returns. If the number of individuals voting as shown by the poll book does not equal the number of ballots counted as shown by the statement of returns, and if an explanation of the discrepancy has not been noted in the poll book, the receiving board shall ask the election inspectors about the discrepancy, note the explanation in the poll book, and all shall sign the notation. WHEREAS, if the poll book or statement of returns has been erroneously sealed in the ballot container, the election inspectors may open the ballot container and remove the poll book or statement of returns. The elections inspectors and receiving board shall note the corrective action in the remarks section of the poll book and all shall sign the notation before placing the poll book or statement of returns in a separate sealed envelope. If the statement of returns was sealed in the ballot container and the poll book was sealed in an envelope, the poll book shall be removed from the sealed envelope for the notation of corrective action to be recorded before placing the poll book and statement of returns in a sealed envelope. The receiving board shall notify the clerk of the board of canvassers responsible for canvassing all or a portion of the election of the corrective action taken. WHEREAS, when the receiving board has completed the review under subsection (3), the receiving board shall place the poll book and statement of returns in the appropriate envelope, sealed with a red paper seal and initialed by the receiving board. NOW, THEREFORE, BE IT RESOLVED that the Charter Township of Canton elects to use receiving board in all elections scheduled in 2016 as provided in MCL (a). January 12,

4 MCL (A) provides that the legislative body of a township that employs a precinct based tabulation system such as M-100 s by resolution may approve the establishment of one or more receiving boards to administer any upcoming election scheduled in the jurisdiction. Canton has been using Receiving Boards since November We have previously adopted the use of these boards for all elections administered in the township. The Bureau of Elections has recommended that by policy we adopt the resolution approving receiving boards yearly. If the establishment of one or more receiving boards is approved by the jurisdiction s legislative body, the local election commission must appoint at least two election inspectors to each board. When making the appointments, the election commission must appoint an equal number of election inspectors from each of the two major political parties in the state. At the close of the polls, two election inspectors representing each of the two major political parties are required to deliver to the appropriate receiving board the precinct s sealed ballot containers containing the voted ballots and, in a separate sealed envelope, the poll book and statement of returns. Item C-2. Set Public Hearing for Consideration of a Class C Liquor License for Busch s, Inc., 225 S. Canton Center Road, Canton, Michigan, 48188, Canton Township, Wayne County. (CLERK) Motion by Bennett, supported by Sneideman to set the Public Hearing date for February 23, 2016 to consider a Class C Liquor License for Busch s, Inc., 225 S. Canton Center Road, Canton, Michigan, 48188, Canton Township, Wayne County.. Motion carried by all members present. The Clerk s office has received an application for a new Class C License from Busch s, Inc. This would be a quota licensed. We have 9 available quota licenses. (8 as one is tied to a PDD amendment in Uptown, that doesn t expire until 2020). The business is proposed to locate at 225 S. Canton Center Road, Canton MI. Busch s is privately owned by three Busch brothers, John Busch, Timothy Busch and Douglas Busch. Busch s was established in 1975 and currently has 15 stores in Michigan. Busch s requests a new Quota Class C License to operate in conjunction with their new grocery store and bistro type concept. Busch s will offer its customer s beer and wine service, on a daily basis, to enjoy a drink while enjoying Busch s fine prepared and/or prepared to order specialty foods. Busch s may offer spirits/liquor by the glass on a limited basis for special events. Busch s proposed hours of operation will be from 7:00 am to 11:00 pm and will employ approximately 100 full/part time employees. The Canton location will be Busch s flagship for their new and exciting full service shopping experience. The proposal is to set the public hearing for February 23, A public hearing notice is attached. Item C-3. Authorization to Pay Bills when no regular Board Meeting is scheduled. January 12,

5 (FBD) Motion by Bennett, supported by Sneideman to authorize the payment of the Township s bills as normally scheduled, subject to prior review by the Clerk and Treasurer, when no regular Board Meeting is scheduled. Motion carried by all members present. There will be no Board Meetings scheduled on the following dates: March 8th, July 12th, November 8th and December 27, Therefore, we are requesting that the Board authorize payment of bills as normally scheduled upon review by the Clerk and Treasurer. We would also request authorization to pay bills in the event any additional Board Meeting is cancelled upon request of the Township Supervisor. The expenditure recap will be submitted to the Board at the next meeting for confirmation of payment. Item C-4. Approve CDBG Housing Rehab Change Order. (FBD) Motion by Bennett, supported by Sneideman to approve the change order for Stratton Home Improvement in the amount of $3,580 for a housing rehabilitation at Cather Dr. Motion carried by all members present. Under Canton s affordable housing program, formal bid procedures were followed and the public bid opening was held on October 15, The housing rehab program pays for major and minor repairs to owner occupied single family homes in Canton. At the October 27, 2015 Board meeting, the Board approved two (2) CDBG Housing Rehabilitation projects. The projects were bid out with standard/minimum specifications in order to minimize costs. After the contractor was able to begin work on the Cather home, it was determined that the heat exchanger of the furnace was cracked. These cracks could lead to carbon monoxide leaking into the home. The cap for each home is $25,000 and the original contract was for $24,775. We are requesting an increase of $3,580 and approval to exceed the $25,000 cap to in order to provide a safe and warm home. The homeowner s name and address is attached. Funds are budgeted in housing rehabilitation # Item C-5. Re-appointments to the Commission for Culture, Arts & Heritage. (CLS) Motion by Bennett, supported by Sneideman to approve the re-appointments of Darian Moore, Herb Scott and Donald Soenen to the Commission for Culture, Arts & Heritage for a three-year term to expire December 31, Motion carried by all members present. The Commission for Culture, Arts & Heritage was established in 2004 to promote public awareness of culture, arts and heritage in the community. This commission s members are a very dedicated group of volunteers who provide excellent input for the development of high quality cultural activities that are accessible to all. January 12,

6 The Executive Board of the Commission is recommending the re-appointments of Darian Moore, Herb Scott and Donald Soenen whose current terms expired on These appointments will be for three-year terms through Item C-6. Consider Authorizing the Township Clerk to Sign the Annual MDOT Permit for (MSD Motion by Bennett, supported by Sneideman to approve the Township Clerk as the designated officer to execute the 2016 Annual Permit for Underground Utility Operations within the Michigan Department of Transportation right-of way. Motion carried by all members present. The Michigan Department of Transportation (MDOT) is requiring a completed application and valid Certificate of Insurance as part of our annual permit. The annual permit will be for maintenance of underground utility operations by Public Works for the purpose of performing emergency water or sanitary sewer repairs, inspection and routine maintenance of facilities, grass mowing, installing 1-inch water taps, street sweeping and conduct other activities within the MDOT right-of-ways in Canton Township. Item C-7. Consider Approving the Resolutions for Three (3) Annual Permits and Authorizing the Township Clerk's Signature for Work within the Wayne County Right-of-Way during (MSD) Motion carried by all members present. Motion by Bennett, supported by Sneideman to approve Resolution 1; Permit A allowing for routine maintenance of sanitary sewers and water mains including inspection and repair, along with dust palliative applications, sidewalk repair and replacement, to authorize the Township Clerk as the designated officer to sign the 2016 Annual Permit for Wayne County Department of Public Services once received from Wayne County. Motion carried by all members present. Motion by Bennett, supported by Sneideman to approve Resolution 2; Permit A allowing the township to occupy the right-of-way for pavement repair and restoration in 2016, and authorize the Township Clerk as the designated officer to sign the 2016 Annual Permit for Wayne County Department of Public Services once received from Wayne County. Motion carried by all members present. Motion by Bennett, supported by Sneideman to approve resolution 3; Permit A allowing the township to perform Special Events which temporarily occupy the Wayne County Road right-of-way in 2016, and authorize the Township Clerk as the designated officer to sign the 2016 Annual Permit for Wayne County Department of Public Services once received from Wayne County. Motion carried by all members present. Wayne County requires that the Township Board approve the resolution attesting to the tenants of the permit and empowering the signature of the permit. There are three (3) permits that are required to be approved. Along with these permits, the county requires incorporation by reference of attachments with each permit. All three permits require the General Conditions and January 12,

7 Limitations of Permits, Indemnity and Insurance Attachment and a Model Community Resolution. In past years, Canton has objected to the requirement of indemnification. The County has modified the indemnification language to address our primary concerns. The first, Permit A allows for the maintenance of sanitary sewers and water mains including inspection and repair, installation of residential & commercial water service connections, dust palliative applications, and sidewalk repair & replacement. This permit must also incorporate, the Scope of Work and Conditions for Municipal Maintenance Permits. The second, Permit A allows for pavement restoration. The third Permit A-16081, allows for special events such as parades, festival celebrations and similar activities. This permit must incorporate use of a county road as a detour for traffic around such activity taking place even on a non-county road, and placement of a temporary banner within the right-of-way. In addition this permit must incorporate Annual Special Events Attachment for Municipalities and Banner Attachment for Municipalities. The County is in the process of sending the permit packages out to the communities; however, we do not anticipate these being available by the date of the meeting. Staff is requesting approval to process the permits once received. Item C-8. Consider Purchase of Water Meters and Metering Control Devices for (MSD) Motion by Bennett, supported by Sneideman to accept the quote from Etna Supply Company and approve a purchase order not to exceed $604, and authorize the Public Works Division to purchase the necessary meter equipment and supplies. I further move to waive the Finance Purchasing Policy requiring formal bids, as these items are supplied under a sole-source contract through Etna Supply Company. Motion carried by all members present. In order to supply and maintain water service for residential and commercial accounts, The Public Works Division maintains an inventory of supplies. This inventory is replenished yearly in order to meet projections for the upcoming year. Equipment such as water meters and radio read transceivers (MXU) are installed for new projects and also replaced as equipment wears out. The Public Works Division continues an on-going replacement program for older meters and MXU devices. This on-going program allows for older, less accurate devices to be replaced with new accurate devices that provide less water loss in our system. Cantons 23,000 plus active water accounts are now all equipped with radio read devices which allow a streamlined, less labor intensive collection of meter data. In the past, Canton has purchased from Etna Supply Company, a sole source supplier for Sensus meters and equipment. For this reason, we are requesting a waiver of the standard purchase policy requirements to solicit bids. The total value of the inventory required for 2016 is $604,172. 8 Item G-1. Consider Appointment of Members to Canton Township Building Authority. (Supv) Motion by Bennett, supported by Williams to approve the Supervisor s recommendations and appoint Rich Keenan, Joe Sheridan and Brian Berndt to the Canton Township Building Authority to terms as follows: Brian Berndt: 1 year term expiring 12/31/2016 Rich Keenan: 2 year term expiring 12/31/2017 Joe Sheridan: 3 year term expiring 12/31/2018 Upon reappointment, all terms will run for three (3) years per the Bylaws. Motion carried by all members present. Canton Township established a Building Authority in At the time, a separate Building Authority was required for the purposes of acquiring and owning public property and constructing public buildings. The establishment of a building authority was authorized by Public Act 31 of the Public Acts of At the regular Board Meeting of August 2, 1977, the Township Board adopted a resolution creating a building authority, appointed three individuals to sit on the Building Authority, and adopted Articles of Incorporation for the Building Authority. Between 1977 and 2000, multiple parcels of land were purchased and several public buildings were obtained and/or constructed under with Building Authority, and much of the Township-owned real property remains under the ownership of the Building Authority. In 2000, all three then-members of the Building Authority resigned en masse in protest over the sale of bonds for the expansion of the Pheasant Run Golf Course and Summit on the Park. The vacant seats on the Building Authority were never filled; however, the Building Authority continues to exist. In 1998, prior to the resignation of the Building Authority members, the Building Authority sold bonds on behalf of the Canton Public Library ( CPL ) to finance certain improvements to the library facility. It should be noted that, because of the type of library the CPL operates as, it cannot issue debt on its own, and must utilize the Township or Building Authority as the debt issuer. It should also be noted that the real property on which the CPL facility sits is owned by the Building Authority. As part of the sale of the bonds in 1998, a series of agreements were entered into so that, ultimately, CPL was responsible for the debt incurred through the sale of the bonds. The agreement also provided that upon CPL paying in full the debt, the Building Authority would transfer the real property on which the CPL facility sits to the CPL at no cost. In full compliance with the agreements, CPL paid its full share of the debt in 2015, and is now asking the Building Authority to convey the property to it. In order to do this, the Township needs to appoint three members to the Building Authority. The Supervisor has identified three individuals who are willing to sit on the Building Authority, and in accordance with Public Act 31, the Township Board needs to confirm the appointments. The individuals are Rich Keenan, Joe Sheridan, and Brian Berndt. While the Bylaws set forth 3-year terms, the initial terms for each of the Authority members are proposed to be staggered. 9 In addition to the Library issue, the Building Authority will have a few tasks related to other Township-owned property to address. Director Trumbull explained years ago communities could issue debt only through a building authority. This was by state law. The purpose of this authority was to allow for an extra set of eyes to review the issuance of building debt. All Township owned property was required to be in the name of that building authority. The township has refinanced all outstanding debt into our own name. That law has subsequently changed allowing the township to issue its own debt for buildings as opposed to going through a building authority. The only way to put our property in our own name is to establish a building authority to give the approval to get the property out of the authority s name and into either the library s name or the township s name. Trustee Sneideman asked once this process is complete will we need a building authority. Director Trumbull replied no. Supervisor LaJoy explained the Library is also in favor of this action. Item G-2. Consider Site Plan Approval for Fresh Thyme Market. (MSD) Motion by Bennett, supported by Sneideman to approve the following resolution. Motion carried by all members present. RESOLUTION OF BOARD OF TRUSTEES CHARTER TOWNSHIP OF CANTON Site Plan for Fresh Thyme Market WHEREAS, the Project Sponsor, Mr. Dan Uebelhor, has requested site plan approval for Fresh Thyme Market to be located on Morton Taylor Road between Ford and Hanford Roads, identified as tax EDP # ; and, WHEREAS, the Planning Commission reviewed the site plan and made a recommendation to approve the request to grant site plan approval with conditions, as summarized in the attached written analysis and recommendation. NOW THEREFORE BE IT RESOLVED, the Board of Trustees of the Charter Township of Canton, Michigan does hereby approve the request of the petitioner, Mr. Dan Uebelhor, to approve the site plan for the proposed Fresh Thyme Market subject to any and all state and local development regulations and further subject to any conditions recommended by the Planning Commission and staff, as described in the analysis and recommendation attached hereto and made a part hereof. 10 The project sponsor proposes to construct a market on the vacant parcel located north of Applebee s and Boston Market. Access will be via Morton Taylor Road and the drive to J.C. Penney. In addition connection will be made to the stub drive at Applebee s. The parcel is zoned C-2 and is encompassed by the Downtown Development District and Central Business District Overlay. Specific design guidelines are applicable to this site in addition to the typical Ordinance requirements for commercial projects. The Planning Commission granted a variety of modifications and the Zoning Board of Appeals granted variances to the Zoning Ordinance to enable the project to go forward. Trustee Yack asked what size is the parcel. Mr. Uebelhor stated the parcel is 2.58 acres. Yack asked if the developer was considering widening the access road between Morton-Taylor and Sheldon for left-hand turns. Mr. Uebelhor stated not at this time. Yack asked how many stores Fresh Thyme has in the Detroit Metropolitan area. Mr. Ueblehor stated Fresh Thyme has completed 3 stores in the Detroit Area and 3 more are in the works. Item G-3. Consider Payment of CityView Annual Software Maintenance Fees. (MSD) Motion by Bennett, supported by Sneideman to authorize the payment to Harris Computer Systems for the CityView annual software maintenance fees, for a total cost not-to-exceed of $49, Funds are available in the 2016 Budget in the accounts specified. Motion carried by all members present. Trustee Williams complimented the MSD staff on this multi-year contract which has saved the township thousands of dollars. Item G-4. Consider Award of a Contract for the Lower Rouge River Trail Pedestrian Bridge Coating Project to Arttex Painting Company Incorporated. (MSD) Motion by Bennett, supported by Sneideman to award the contract for the Lower Rouge River Trail Pedestrian Bridge Coating Project to Arttex Painting Company Incorporated of Northville, Michigan for an amount not-to-exceed $20,200. Motion carried by all members present. In 2008 and 2010 wooden pedestrian bridges were constructed along the Lower Rouge River Trail System. In total, eight bridges were constructed between Canton Center Road and Haggerty Road. The manufacturer s recommendation states that the wooden bridges should be cleaned and treated after five to seven years in order to preserve the wood and prolong the usable life of the bridges. The trails and bridges along this trail system are used for both recreational purposes and to provide necessary access to our sanitary sewer system that serves the community. On November 19, 2015 the Township received six sealed bids for the cleaning and coating work. The lowest responsive bid was provided by the Arttex Painting Company of Northville, Michigan in an amount of $20,200 including a $5,000 contingency. Staff has reviewed the bids and recommends award to the Arttex Painting Company in an amount not-to-exceed $20,200. January 12,

11 Item G-5. Consider Approval of a Budget Amendment to Cover the Costs of Water Main Installation During the Wayne County Paving Project on Lotz Road. (MSD) Motion by Bennett, supported by Williams to approve a budget amendment and approve a purchase order to Wayne County in the amount of $631,918 for the water main installation along Lotz Road as follows: Increase Fund Balance Appropriation: # (Fund Balance Appropriation) by $631,918; and Increase Expenditure: # _0050 (Capital Outlay Infrastructure) by $631,918. Motion carried by all members present. At the end of 2013, the State of Michigan appropriated $5,000,000 of State General Fund revenues for the paving of Lotz Road between Cherry Hill and Ford Road. The funds were provided by MDOT in 2014 at which time Wayne County asked if Canton Township could solicit the designer and manage payments to the design consultant for this project under an Intergovernmental Agreement (IGA). The Township Board approved the IGA with Wayne County in September The original IGA document included pass-through costs to reimburse Canton Township for design engineering, real estate acquisition and support services. As a cost-saving measure, during the design phase of the project Canton Township designed and permitted a water main extension along Lotz Road, and this was included as an alternate priced item when the Lotz Road Paving Project was bid by Wayne County in The cost estimate for the water main installation as bid by Toebe Construction is $601,827, and it will be constructed in early In December, the Township Board approved the amended IGA with Wayne County. A budget amendment in the amount of $601,827 plus a five percent contingency will be required to cover the watermain installation. As such, the Item G-6. Consider Approval of Purchase of Vehicles for (MSD) Motion by Bennett, supported by Sneideman approve the purchase of twenty three vehicles totaling $588,176 as budgeted in the 2016 fiscal year. Motion carried by all members present. MSD Fleet Services evaluates all vehicles that meet the minimum age & mileage criteria each year and recommends replacements as part of the CIP process. This year twenty three (23) vehicles are budgeted for replacement and/or to meet the services needs of the various users. The on-street vehicle fleet has 171 total units. The Township will again utilize existing publicly bid government pricing contracts administered through Oakland County (for all GMC purchases), Macomb County (Ford all purchases). The units taken out of service will be rotated elsewhere in the fleet and/or be auctioned off using our online auction site, Bidcorp.com, for disposal. Item G-7. Consider Bid Award for Fuel for Parks and Golf Maintenance. (CLS) January 12,

12 Motion by Bennett, supported by Sneideman to authorize the Agreement of Sale of Petroleum Products between Canton Township and RKA Petroleum Companies for the purchase of unleaded gas and diesel fuel for Parks and Golf Maintenance from RKA Petroleum Companies, Wick Road, Romulus, MI in the amount not to exceed $110,000 with funds to be paid from the Parks Budget Account # /Transportation and the Pheasant Run Golf Club Budget Account # /Transportation. Motion carried by all members present. In 2014, the Board approved a bid for the supply of fuel to Leisure Services for parks and golf maintenance. The fuel is used to operate 12 mowers, 2 ballfield groomers, 15 trucks, 1 backhoe, 2 tractors, 16 utility vehicles, 122 golf carts and several miscellaneous smaller pieces of equipment including weed whips, snow blowers, hand mowers, edgers, chain saws, etc. The following is a summary of fuel usage background: The 2016 budgeted amount for fuel is $110,000 which includes $70,000 for Park Maintenance in Account # /Transportation and $40,000 for Pheasant Run Golf Club Maintenance in Account # /Transportation. Fuel is delivered to two tank locations including the Parks Maintenance Facility yard and Pheasant Run Golf Club cart storage area. The total estimated yearly fuel consumption is 26,000 gallons of unleaded fuel and 9,000 gallons of diesel fuel. In 2014, RKA was awarded the bid to the supply of fuel to Leisure Services for $ over the rack rate as based on the Oil Price Information Service (OPIS) Detroit. The bid request included a clause that allows for an extension of three (3) additional years based on the 2014 bid if approved annually by the Board. An extension of the contract was approved for 2015, and Leisure Services is requesting that the service be extended for the 2016 season. 13 Canton Clerk Terry G. Bennett Will Not Seek Re-election in January 12, 2016, Canton Mi. -After a long period of consideration, Terry Bennett has decided not to seek re-election for the office of Township Clerk. Instead she will look toward spending more time with family and seeking additional challenges to fill the days. "The word retirement is not in my future, but rather figuring out what is out there for me, as I continue to grow. I really would like a few less hours a week than I currently work, to spend time with my family and my 95 year old Father." Elected in a mid-term election in April of 1995, Terry has served as Canton Township Clerk for slightly over 22 years at the end of her tenure in November of It is a career that she has found to be challenging and greatly rewarding. Terry, a 40 year Canton resident, has served the community in many ways. She has been an appointed member of the Canton Historic District Commission for 30 years. She has served, or continues to serve, on the Board of Directors of the Michigan Association of Municipal Clerks, the Board of Directors of the Canton Community Foundation, the Board of Directors of the Senior Alliance. In 2009 she was awarded the Township Clerk of the year award by the Michigan Association of Municipal Clerk. A one-time in service award. Terry continues to hold the distinction of llmc, Certified Municipal Clerk, llmc Master Municipal Clerk and Certified Michigan Municipal Clerk. Terry is also a Canton Hall of Fame (1991) inductee. As Township Clerk, Terry at the end of her tenure will have administered 42 elections and trained over 8,000 election inspectors. "Being the Township Clerk is not an easy job, I during election cycles describe myself as a party planner for 67,000 registered voters and 42 precincts, in 25 different locations at the same fime. 11 Being elected to office in Canton is a partisan elected position. It has always been important to me to ensure the Clerk's Office which is in the "election administration business" keeps partisan politics OUT of the day to day operations of the Clerk's office. "I would like to thank all of the people in the community who have given me this opportunity to serve. This part of my professional career has been the best part of my work career. It has given me the chance to serve, to work with multiple layers of government, and has taught me more life lessons than I can count. I love being part of this exciting place and am proud of all Canton has accomplished during my tenure in office." I also would like to thank past and present members of the Board oftrustees, employees of the Township who strive every day to deliver quality service, and I wish to thank all of the members of the Canton Community who have stepped up to the plate and worked to staff the polling locations as Election Inspectors. You all have my greatest respect. As for the remaining 2016, there is much to do. We are still looking for 200 persons to work the 2016 election cycle.
