1 FREEHOLD TOWNSHIP COMMITTEE MINUTES REGULAR MEETING NOVEMBER 26, 2013 At 7:30 pm the Township Committee met in the municipal building. read the following statement: In accordance with the Open Public Meetings Law, (c.231 P.L. 1975), this meeting was announced on January 08, 2013: by 1.) posting a notice on the bulletin board in the Municipal Building reserved for that purpose, 2.) by mailing such notice to the offices of the official newspapers of the Township and 3.) by filing such notice with the Township Clerk In Attendance: Committeeman Ammiano, Committeeman Cook, Committeeman Golub, Committeeman Salkin and Absent: None Also in attendance: Mr. Valesi, Township Administrator; Mr. Davison, Township Attorney and Ms. Warner, Township Clerk handed out assignments to the Governing Body. Mr. Salkin stated he had a presentation to give to the Committee from the Vietnam Commemorative Community Program 50 th Anniversary. and the Committee decided to close the Municipal Building at 3:00 pm tomorrow for the Thanksgiving holiday. They also decided to close the building at 1:30 pm on Christmas Eve and New Years Eve. Mr. Valesi said he had a meeting today with Tim White, Scott Higgins and Captain Schriefer regarding the impending storm tomorrow. It was decided that a portion of road on Stonehurst Blvd. with the culvert problem should be closed immediately as it is degrading very quickly. We will put up signs for the detour, post the information on Channel 77, our website and use the Reverse 911 system to notify the residents in the area. Captain Schriefer will notify all the emergency services. It will have to be closed perhaps through April Mr. Cook stated he had spoken with a resident that lived on Wemrock Road and has problems getting out of his driveway due to the backup of traffic near the holidays of people getting pies. Mr. Valesi said he had spoken with Captain Schriefer regarding this and he has obtained a key to the traffic signal so an officer can stop by to see how the traffic is doing and help to alleviate it by controlling the traffic signal. REPORTS Ms. Warner read the Report of the Tax Collector for the Month of October 2013: Net Receipts: General Fund $ 13,009, Water Account $ 346, Sewer Account $ 651, PRESENTATIONS Life Saving Certificates John Catenacci, Dan Hall and Neven Puharic and the Township Committee presented the Life Saving Certificates and thanked them for such a wonderful job. Mr. Chester s family also thanked the gentlemen for saving their father s life. Vietnam Commerative Community Program 50 th Anniversary Committeeman Salkin presented a flag and Proclamation to the Township Committee. He stated we are very proud to recognize the Vietnam Veterans of Freehold Township. Proclamation Honoring Freehold Township Independent Fire Company 50 th Anniversary and the Township Committee presented a Proclamation to the members of the Independent Fire Company for their 50 th Anniversary. Proclamation National Drunk and Drugged Driving Prevention Month December 2013 presented the Proclamation to Lauren Mann of the Municipal Alliance Committee. NEW BUSINESS O An Ordinance Amending Salary and Compensation of Certain Offices, Positions and Employees in the Township of Freehold, County of Monmouth, State of New Jersey, for the Year 2014 and Thereafter Known by its Short Term As: The 2014 Salary Ordinance Mr. Ammiano moved Ordinance O for public hearing to the meeting of December 17, 2013, seconded by Mr. Salkin. O Ordinance Amending Chapter 47 (Personnel), Section (Health Care Benefits Buyout) of the Revised General Ordinances of the Township of Freehold, County of Monmouth, State of New Jersey Mr. Salkin moved Ordinance O for public hearing to the meeting of December 17, 2013, seconded by Mr. Ammiano. 2

Default Hearing J.L.M. Realty Partners, LLC as Principal and Lawrence Gelber and Marc B. Gelber as Co- Principals (White Pines Subdivision) stated this Default Hearing would be carried to the meeting of December 17, R Resolution Approving Consolidated Bills List Mr. Golub read Resolution R , the Consolidated Bills List in the amount of $2,913, and moved it for adoption, seconded by Mr. Ammiano. 3

ABC Social Affairs Permit Silvermead December 31, 2013 Mr. Salkin moved to approve the Social Affair Permit, seconded by Mr. Ammiano. asked for any comments or questions from the public. JJ Mistretta Harding Road commended the Committee on all the Shared Services agreements. She asked for an explanation on O and O-13-37, which Mr. Valesi explained what they were. She related that as a realtor she how long it takes to get CCO s from the Construction Department and feels the system needs to be changed. They are waiting too long for the paperwork and inspections. She said it forces hardships on landlords and realtors. Mr. Valesi said he was more than willing to sit down and discuss the process. There being no further comments or questions, asked for comments from the dais. The Township Committee wished everyone a Happy Thanksgiving and to remember our soldiers who cannot be home with their families this holiday. Meeting adjourned at 8:50 pm.
